Pursuant to Decree No. 92/2006/ND-CP dated September 7, 2006 of the Government on the preparation, approval, and management of master plans for socio-economic development, and Decree No. 04/2008/ND-CP dated January 11, 2008 amending and supplementing certain articles of Decree No. 92/2006/ND-CP dated September 7, 2006 of the Government;
Considering the proposal of the People's Committee of Hanoi City,
DECISION:
Article 1. Approves the Master Plan for Socio-Economic Development of Hanoi City until 2020, with a vision to 2030, with the main contents as follows:
I. DEVELOPMENT VIEWS
1. The Master Plan for Socio-Economic Development of Hanoi City until 2020, with a vision to 2030 must be consistent with the National Strategy for Socio-Economic Development, the Master Plan for the Hanoi Capital Region, the Red River Delta region, and the Northern Key Economic Region; ensuring consistency with sectoral and field-specific master plans; building and developing Hanoi into a driving force for national development.
2. Leveraging internal resources, effectively utilizing all resources for rapid and sustainable socio-economic development, where the effective exploitation of Hanoi’s potential and advantages is a decisive factor, while external resource mobilization is important.
3. Closely combining economic development, urban construction and management with social development, education and training; healthcare, culture, and environmental protection; economic development is the foundation and continuous task, urban construction and management is the central task, and social development is the regular and important task; enhancing and improving the quality of human resources to ensure rapid, efficient, and sustainable economic development.
4. Prioritizing investment in sectors and fields that create momentum for development (key infrastructure, leading industries and products, technology, and human resource training); focusing investment in some areas where the city has competitive advantages such as tourism, services, high-tech industry... to improve the quality of growth and competitiveness of the economy.
5. Implementing sustainable development, linking socio-economic development with the efficient use of resources and environmental protection. Closely integrating socio-economic development with enhanced national defense and security, ensuring political stability and social order and safety.
II. DEVELOPMENT OBJECTIVES
1. General Objective
Building and developing Hanoi into a prosperous, civilized, modern city, exemplary for the whole country, ensuring its function as the political, cultural, scientific, technological, trading, and major economic center of the nation. Preserving and promoting the refined traditional cultural values of the thousand-year-old capital, building Hanoians as refined and civilized, exemplary for the intelligence and fine traditions of the Vietnamese people; establishing top national bases for research, application of science and technology, culture, education, health care, and sports. Having a synchronized and modern urban technical infrastructure system, a sustainable environment. Ensuring solid political stability, national defense, social order and safety; expanding diplomatic relations, enhancing the position of the capital in the region and internationally.
2. Specific objectives
a) On Economy
- Average economic growth rate during the period 2011-2015 reaching 12-13% per year, 2016-2020 around 11-12%, and 2021-2030 around 9.5-10%.
- By 2015, Hanoi's per capita GDP will reach $4,100-$4,300; by 2020 around $7,100-$7,500, and by 2030 around $16,000-$17,000 (in current prices). The economic structure will shift towards Services-Industry-Agriculture; high-quality services will play a key role in the city's economic structure.
By 2015, in the economic structure: the service sector will account for 54-55%, industry-construction 41-42%, and agriculture 3-4%. In 2020, the service sector will account for 55.5-56.6%, industry-construction 41-42%, and agriculture 2-2.5%. The average annual growth rate of export value will be 14-15% during the period 2011-2015 and 13-14% during the period 2016-2020.
b) On Society
- Population size by 2015 will reach 7.2-7.3 million people, 2020 approximately 7.9-8.0 million people, and by 2030 approximately 9.2 million people. The proportion of trained labor will exceed 55% by 2015 and 70-75% by 2020.
- Developing education and training to become a high-quality training center for the entire country and at regional level. The proportion of schools (from kindergarten to high school) meeting national standards will be about 50-55% by 2015 and 65-70% by 2020; emphasizing vocational education, developing vocational training, especially high-level skilled worker training suitable for the development requirements of the Hanoi economy and serving labor export.
- Building a progressive culture deeply rooted in national identity, refined and civilized Hanoians. Preserving and promoting tangible and intangible cultural values.
- Developing the health care sector to protect, care for, and enhance the health of the population, increasing life expectancy. Reducing the malnutrition rate among children under five years old to below 11% by 2015 and below 8% by 2020. Reducing the poverty rate by an average of 1.5-1.8% during the period 2011-2015 and 1.4-1.5% during the period 2016-2020.
- Urbanization rate in 2015 will be around 46-47%, reaching 58-60% by 2020, and approximately 65-68% by 2030. Vigorously building new rural areas, striving to have 40-45% of communes meet the criteria for new rural areas by 2015 and 70% by 2020.
c) On Infrastructure and Environmental Protection
- Building Hanoi into a green, clean, beautiful, and civilized city. The technical infrastructure and urban infrastructure systems will be renovated and constructed in a synchronized and modern manner, basically meeting the requirements of socio-economic development. Developing public passenger transport systems, aiming to put into operation at least two metro lines by 2015-2020; by 2020, public passenger transport will meet 35-45% of the population's travel needs.
- Modernizing information and communication infrastructure. Increasing the average number of fixed-line telephones per 100 people to 29-31 by 2015 and 32-35 by 2020.
- The density of Internet subscribers reaches 30 to 32% in 2015 and 38 to 40% in 2020.
- Develop water supply systems to ensure that all households have access to clean water according to national standards; renovate and construct drainage systems to gradually address flooding issues, with over 80% of domestic wastewater being treated by 2020. Construct wastewater collection and treatment systems for 100% of industrial zones, clusters, and craft villages.
- Strive to achieve 100% collection and daily disposal of household waste by 2015. Increase housing area to 23 to 24 square meters per person by 2015 and 25 to 30 square meters per person by 2020 (averaged across urban and rural areas). Develop networks of flower gardens, green spaces, parks, and strive to increase green space area to 7 to 8 square meters per person by 2015 and 10 to 12 square meters per person by 2020.
d) Build a strong defense system. Ensure political security and social order and safety in all situations. Create significant new changes in social order and safety, urban lifestyle, and the fight against various types of crime and social evils. Build Hanoi into a solid defensive region.
III. DIRECTION FOR DEVELOPMENT OF SECTORS AND INDUSTRIES
1. On Services
- Promote strong development in the service sector, particularly high-quality services. Establish Hanoi as a wholesale goods market center; establish, consolidate, and develop modern and civilized channels for distributing goods and services.
- Continue to play a role as one of the major tourism centers and a large source of tourists for the northern region.
- Encourage the development of financial, banking, insurance, securities, postal and telecommunications, science and technology, healthcare, education and training, consulting, and public transportation sectors. Establish Hanoi as a leading financial and banking center in the northern region and a significant player nationwide.
- Prioritize the development of service forms serving the knowledge economy and infrastructure creation. Services are conditions for developing other economic sectors. Reasonably distribute service facilities, especially supermarket chains, self-service stores, market networks, bank networks, and hotel systems within the city.
- Strive for the added value of the service sector to increase by an average of 12.2 to 13.5% annually during the period from 2011 to 2015 and approximately 11.1 to 12.2% annually during the period from 2016 to 2020. Total number of domestic tourists by 2015: reach 11.8 to 12 million visits, by 2020: reach 19.5 to 20 million people; international tourists in 2015: reach 1.8 to 2.0 million visits, by 2020: reach 3.2 to 3.4 million visits.
The growth rate of export turnover of goods on the territory of Hanoi during the period from 2011 to 2015 increases by an average of 14 to 15% annually and from 2016 to 2020 by an average of 13 to 14% annually. The total retail sales of goods and services in society during the period from 2011 to 2015 increases by an average of 18 to 20% annually, and from 2016 to 2020 by 17 to 18% annually.
2. On Industry and Construction
- Strive for the added value of industry and construction to increase by an average of 13 to 13.7% annually during the period from 2011 to 2015 and approximately 11.5 to 12.4% annually during the period from 2016 to 2020. Focus on rapid development of certain key industries and products such as information technology, new material technologies, mold manufacturing technologies; high-tech industries like electronics, precision machinery, medical equipment, pharmaceuticals, cosmetics...
- Encourage the development of supporting industries for key industries such as machinery and electronics; strongly promote small and medium enterprises through private capital, creating a network of production and export satellites for large companies. Encourage economic components to participate in building and developing the defense industry in accordance with current regulations.
- Renovate, reorganize, and invest deeply in concentrated industrial zones formed before the 1990s. Relocate production facilities and business units causing high pollution levels and unsuitable production conditions out of the city center, combining technological innovation and investment in waste treatment systems.
- In the period up to 2015: Continue to implement nine industrial zones approved by the Prime Minister. For the period up to 2020, aiming towards 2030: Plan to build and expand 15 new industrial zones; develop industrial clusters in suburban areas, focusing on attracting non-polluting industries. Construct wastewater treatment systems. Concentrate on infrastructure investment and attract investment in existing industrial clusters.
- Continue to develop traditional craft villages in the direction of applying advanced technology and techniques. Combine the development of craft villages with tourism. Build industrial clusters for craft villages to separate environmentally polluting production from villages and residential areas.
3. On Agriculture, Forestry, Aquaculture, and Rural Development
- Strive for the average annual growth rate of added value in the agriculture, forestry, and aquaculture sector to reach 1.5 to 2% during the period from 2011 to 2020. Shift the agricultural structure towards reducing crop cultivation and increasing animal husbandry and aquaculture; by 2015, the structure will be 40% crops - 50% livestock - 10% aquaculture, by 2020 it will be 34.5% crops - 54% livestock - 11.5% aquaculture.
- Develop agriculture towards an ecological urban agriculture model, large-scale commodity production, with high productivity, quality, efficiency, and competitiveness, harmonizing and sustainably coexisting with the environment. Gradually build新农村发展问题的新村庄,符合国家关于新村庄的指标体系,为农村居民享受最佳社会福利创造条件。
a) Agriculture
- Establish and form large-scale specialized production regions. Plan and build safe vegetable regions, premium vegetable regions, flower and ornamental plant regions, fruit tree regions... Establish high-yield, high-quality paddy rice specialized regions.
- Develop livestock production towards large-scale commercial production, applying advanced livestock techniques to produce large quantities of high-quality products for both domestic consumption and export markets. Quickly establish livestock zones integrated with centralized industrial slaughterhouses and processing facilities located away from residential areas, equipped with waste treatment systems that meet environmental sanitation standards.
b) Aquaculture
Increase the area of water surfaces for aquaculture, primarily in lowland districts. Utilize all types of water surfaces, improve unused water surface areas, and convert some low-yield paddy fields in flood-prone areas to aquaculture.
c) Forestry
Develop and protect forests with the goal of preserving the ecological environment, scenic beauty, and genetic resources. Strengthen forest management and protection, fire prevention and firefighting efforts to minimize forest fires and deforestation incidents. Actively plant new concentrated forests, scattered trees, and intensify the improvement of existing forest areas. Combine new forest planting and forest improvement with the development of concentrated fruit tree cultivation to support eco-tourism.
d) Rural Development
Build modern socio-economic infrastructure in rural areas of Hanoi, developing according to planning, rationally linking agriculture with industry-construction, services, and urban areas. Ensure stable development in rural areas, rich in national cultural identity, while protecting the ecological environment.
4. Social Fields
a) Labor and Employment
- Improve the quality of the labor force: increase investment in vocational training, enhance the professional skills of current workers. Continue to promote socialization in training. Gradually upgrade and develop vocational training institutions. Focus on training highly skilled personnel for key economic sectors. Implement structural changes in industries to match the economic transformation.
- Develop labor market information, perfect the formal labor market system: improve the quality of job exchange activities; establish a unified labor market information and statistics system from the city to districts, towns, villages. Strive to create new jobs for an average of 135,000 to 140,000 people annually during the period 2011-2015 and 155,000 to 160,000 people annually during the period 2016-2020.
b) Culture
- Develop culture commensurate with a thousand-year-old scholarly tradition, the prestigious title of Heroic Capital, City of Peace, and exemplary throughout the country. Preserve and enhance historical cultural values, promote traditional festivals. Develop literature and arts comprehensively. Focus on implementing projects to preserve, construct, and upgrade historical sites and cultural works.
- Effectively implement socialization in the field of culture. Vigorously carry out the movement "All People United to Build a Cultural Life, Building a Refined and Civilized Hanoi".
By 2015, over 80% of households will be recognized as Cultural Families; over 65% of villages will be recognized as Cultural Villages; over 55% of residential wards will be recognized as Cultural Residential Wards; over 60% of units (including central units operating within the city) will be recognized as Cultural Units. By 2020, over 83% to 85% of households will be recognized as Cultural Families; over 70% of villages will be recognized as Cultural Villages; over 60% of residential wards will be recognized as Cultural Residential Wards; over 65% of units (including central units operating within the city) will be recognized as Cultural Units. Continue to build and develop recreational and entertainment facilities for children.
c) Education and Training
- Maintain and enhance the leading position of education and training, serving as the core for building the culture of Hanoians, a learning society, and laying the groundwork for knowledge-based economic development. Train human resources to meet diverse and multi-level requirements of technology and the development levels of various fields and professions.
- Implement close collaboration between businesses, labor users, and training institutions to develop human resources for society. Maintain universal primary and junior secondary education at the appropriate age, moving towards universal secondary education. Continue to build and expand high-quality schools at all educational levels.
- Adjust the distribution of university and college networks. Establish a university town in Hoa Lac. Construct technical infrastructure for university towns and clusters of universities in a modern and comprehensive manner in terms of architecture and infrastructure in the Gia Lam, Soc Son, Son Tay, Xuan Mai, Phu Xuyen, and Chuc Son areas. Focus on developing outstanding and key universities. Expand vocational training; build several centers for high-tech vocational training.
- Basic development targets by 2020: Proportion of two daily sessions: Primary school exceeds 90%; Junior secondary school exceeds 50%; proportion of schools meeting national standards 65-70%; 100% of schools solidified, gradually modernized; 100% of communes, wards, and towns have Community Learning Centers.
d) Health and Population Field
- Develop a complete health care system that is both widespread and specialized to effectively meet the needs of health care and health protection for the population. Consolidate and upgrade the entire health care system in the city to ensure convenient, prompt, and high-quality service delivery for all health care needs of the people. Strive for all citizens to enjoy high-quality healthcare services.
Build Hanoi as a national high-tech medical center, aiming to equal and surpass regional advanced countries in terms of quality and technical level; some fields should reach the level of advanced countries worldwide. Reduce disease incidence, improve physical fitness, increase life expectancy, establish good hygiene practices; ensure food safety.
Develop strong and selective specialized healthcare centers, apply advanced and modern techniques in diagnosis and treatment, ensuring parity with developed countries in the region. Plan to invest in building multi-disciplinary medical complexes or research and treatment facilities of international scale in satellite cities and suburban districts to relocate some hospitals within the city center or establish new facilities.
- Basic indicators on population and health: Reduce the natural population growth rate to 11.5‰ by 2015 and 11‰ by 2020; reduce the proportion of children under five years old suffering from mild malnutrition to 11% by 2015 and below 8% by 2020; average life expectancy reaching 79 years by 2015 and 80 years by 2020.
Strive to achieve a ratio of 20 hospital beds per 10,000 people (including central hospitals at 34-35 beds per 10,000 people) by 2015 and approximately 25 beds per 10,000 people by 2020 (including central hospitals at 41-42 beds per 10,000 people).
d) Physical education and sports
- Develop high-performance sports to reach regional levels and approach continental and world standards. Promote mass physical education and traditional sports, expanding certain regional sports.
Enhance physical education work in schools, training soldiers to meet physical fitness standards, improving physical strength training quality continuously.
- Continue to build and complete physical education and sports facilities according to planning, creating conditions for the development of mass sports and high-performance sports, effectively utilizing these facilities.
e) Science and technology
- Enhance scientific and technological capacity, striving for Hanoi to become a major national science and technology center, eventually becoming a regional Southeast Asian science and technology center in certain fields. Focus on transferring source technologies through international cooperation. Strengthen scientific and technological cooperation between Hanoi and other capital cities.
- Build and develop the science and technology market. Improve the quality and effectiveness of research projects, quickly applying scientific and technological progress to production and business, promoting technological innovation, product innovation, enhancing economic quality and competitiveness; linking with the construction of a knowledge-based economy.
- Strengthen research, popularization, application, and transfer of science and technology directly serving the process of industrialization and modernization of the country and directly serving the cause of construction and development. Focus on high-tech industries. Vigorously promote applied research activities linked to the requirements of industrialization and modernization of each industry, field, and product, directly meeting the needs of enterprises and other application bases.
- Accelerate Hanoi's programs and products; products that integrate many deep-specialized fields to create comprehensive technologies, production lines, and equipment: Supporting enterprises to create competitive new products; Applying and transferring technology programs for enterprises in the area; Supporting enterprises to innovate technology and equipment; Supporting technology for producing production lines serving public sectors of the city; Programs applying information technology in enterprise management and operation.
5. National defense and security
- Build a whole-of-society national defense system tied to the people's security posture. Adjust the national defense posture to suit the requirements of socio-economic development. Complete material infrastructure to ensure national defense and security education for various groups. Build forces and ensure material equipment for combat readiness tasks, firefighting, flood prevention, search and rescue operations.
- Build reserve forces ready for combat to defend the homeland. Launch extensive campaigns for the whole people to participate in protecting national security, maintaining political stability, and ensuring safety in all situations. Resolutely combat all types of crime; strictly handle violations of traffic laws.
6. On infrastructure development
a) Transportation
- Develop transportation to link Hanoi with neighboring regions, the northern key economic zone, commercial and tourist centers, international exchanges, central cities, and satellite cities.
- Address traffic congestion by building synchronized and modern infrastructure; invest in constructing large public transport routes such as elevated railways, subways, underground works... Allocate urban land for transportation around 18-20% of urban land area (with static traffic accounting for 4-6%), specifically in old inner-city districts reaching about 10-12%.
+ Road: Coordinate with the Ministry of Transport to complete the construction of national highways and expressways, urban transportation rings 2 and 3 (including elevated roads). Construct inter-regional transportation rings (rings 4 and 5).
Expand and construct new main urban axes to form primary passenger flows in Hanoi, connecting the capital's center with new urban areas and western city axes.
Complete upgrading the regional road network, expanding the East-West axis (the old ring road 1). Upgrade and strengthen the management and utilization of main streets and district roads. Upgrade and expand bus stations, parking lots, and public parking areas in satellite cities and towns. Construct underground and high-rise parking systems in the city center.
+ Rail: Accelerate the construction progress of urban rail lines (including both underground and elevated sections).
+ Waterway: Rectify and renovate waterway routes (Red River, Day River, Nhue River, Duong River); upgrade and construct ports and wharfs.
+ Aviation: Strive to complete the construction of Noi Bai International Airport by 2020, achieving a total capacity of 20-25 million passengers per year, 260,000 tons of cargo per year, and having sufficient reserve area to meet service requirements.
b) Power system
- 500 KV Grid: Install additional equipment at the 500 KV stations in Hiep Hoa, replace equipment at the 500 KV station in Thuong Tin (phase 2011-2015), construct the 500 KV stations in Hoai Duc, Dong Anh (phase 2016-2020). Construct the 500 KV transmission line from Quang Ninh to Hiep Hoa - Pho Noi (phase 2011-2015).
- 220 KV Grid: Install additional equipment at the 220 KV stations in Van Chi, An Duong, Long Bien, Son Tay, Xuan Mai, Thuong Tin; construct new stations in Dong Anh, Hoai Duc, Chuong My (phase 2011-2015), Van Dien, Soc Son 2, Dong Anh 2 (phase 2016-2020). Construct the 220 KV transmission lines from Hiep Hoa (Soc Son) to Dong Anh, Long Bien to Dong Anh, An Duong to Mai Dong, Hoai Duc to Dong Anh.
- Develop 110 KV transmission lines and distribution networks in accordance with the increasing demand of load areas within the city. Implement undergrounding of the power grid in the inner city area. Renovate urban power grids to ensure safety and urban aesthetics. Focus on investing in transformer stations and power grids for industrial zones, tourist areas, and new urban areas. Construct and install street lighting systems to ensure urban illumination.
c) Information and communication
- Develop postal and telecommunications services towards modern automation and informatization at par with advanced countries in the region, providing diverse services according to international standards. Improve service quality, diversify service types, combine public utility services with commercial services, and develop various new services to meet economic and social development needs. Invest in upgrading and developing the system of cultural post offices, especially in difficult and mountainous areas.
- Utilize advanced technology to provide information and public services throughout the city reaching levels 3 and 4 by 2020 so that all citizens of Hanoi can transact and communicate through network environments (Internet, 3G, 4G). Apply information technology in building online meeting devices from the city down to the district level.
d) Water supply
Strive to achieve by 2020 that all households have access to clean water, with an average urban water supply of 150-180 liters/person/day-night; improve the quality and management capacity of the water supply network; reduce water loss to about 24-26%.
- Water source: Gradually limit the use of groundwater. Implement construction and increase the capacity of surface water plants: Da River Surface Water Plant, Duong River Surface Water Plant, Hong River Surface Water Plant. Construct rural water supply stations.
- Build a synchronized and closed water transmission network; continue to invest to effectively utilize surface water from the Da River. Complete the water supply system for urban areas. Expand centralized water supply networks to rural areas and build clean water supply systems for remaining rural areas.
đ) Irrigation, drainage, and wastewater treatment
- Complete Project 2 - Drainage Project to improve the environment in the old inner city area of Hanoi (Luu Vuoc Luu Luc, Set River, Kim Ngưu River, To Lich River). Renovate drainage rivers and canals in the inner city area. Implement the drainage project for the Nhue River watershed, and the drainage project for the urban development area between the Huu Nhue and Ta Day watersheds.
Invest in the stormwater drainage system in Long Bien District and Bac Thang Long - Van Chi Town in Dong Anh District. Construct reservoirs combined with parks and green spaces. Construct irrigation and drainage systems for specialized farming areas.
- Construct wastewater collection systems and local wastewater treatment plants, initially in new urban areas. Implement and complete large-scale centralized wastewater treatment projects: Yen So Wastewater Treatment Plant, Yen Xa Wastewater Treatment Plant, Phu Do Wastewater Treatment Plant. Invest in constructing wastewater treatment plants for industrial zones, craft villages, and satellite cities.
e) Solid waste management
- Strive to reach by 2015 that the daily collection and processing rate of urban household waste reaches 100%. Invest in recycling and waste treatment technologies using new and advanced methods. Increase the rate of waste processed, gradually reducing landfill waste to about 30% by 2020.

Coordinate with neighboring provinces and central ministries to invest in inter-provincial waste treatment complexes. Continue to promote socialization in waste collection, transportation, and treatment.
g) Cemeteries
- Construct funeral homes in districts and counties of the city. Shift traditional burial practices to new technological methods ensuring environmental hygiene and land conservation. Invest in some modern crematorium facilities ensuring environmental hygiene.
- Study planning and construct small-scale cemeteries in counties in the form of park-cemeteries. Relocate small cemeteries located within residential and new urban areas. Plan and construct large-scale cemeteries with beautiful architecture, landscapes, and ecological environments.
IV. ORGANIZATION DIRECTION OF DEVELOPMENT SPACE
1. General direction
Build Hanoi City into a green, cultured, civilized, modern city with distinct characteristics based on sustainable development. Integrate urban planning of the city with the spatial development of the Hanoi Capital Region, Northern regions, and nationwide.
2. Specific directions
Organize the urban space of Hanoi City according to a cluster model including the central city, satellite cities, towns, and rural areas, connected by a ring road system combined with radial axes, linked to regional and national transportation networks. The central city is separated from satellite cities and towns by green corridors.
- Central city
In the central urban area, arrange the headquarters of central agencies, the head offices of the Party, State, and national organizations and the city; diplomatic representative offices, international organizations; commercial facilities, trading centers, financial-banking-insurance-stock service bases; leading research institutes; the main offices of economic groups and large enterprises; high-quality training institutions with appropriate scale.
+ Direction for expanding and developing the central urban area: The central urban area will be expanded from the inner city towards the West and South to Highway 4 and towards the North to Me Linh and Dong Anh districts; towards the East to Gia Lam and Long Bien areas.
+ Historical inner city area (bounded by the Red River to the South and Highway 2):
Preserve and enhance the old town and French quarter to create a unique landscape and living space with many traditional cultural features. Implement projects to restore, upgrade, and renovate ancient buildings and French-style architectural works.
Complete the system of public centers including existing city centers such as the National Administrative-Political Center in Ba Dinh and the City Administrative-Political Center at Hoan Kiem Lake.
Renovate old residential areas without increasing population density or construction density, increase green space areas and social infrastructure. Reorganize informal residential areas with tube-shaped houses that spoil the urban aesthetic. Adjust land functions, relocate unsuitable production and educational facilities to outside the city.
+ Expanded inner city area (bounded by Highway 2 to the Nhu River):
This area will develop new urban zones, city-level cultural, service-commercial centers of high quality and modern architecture. It will also attract residents from the historical inner city. Improve the urban infrastructure comprehensively and modernly, reorganize the architectural layout of some suburban residential areas and villages during urban expansion.
+ Southern expansion area beyond the Red River (from the Nhu River to Highway 4):
The southern expansion area includes the chain of cities: Dan Phuong, Haoi Duc, Ha Dong, Thanh Tri, separated from the inner city by the Nhu River buffer zone. This area will develop high-rise residential zones in a coordinated and modern manner, cultural centers, service-commercial and financial centers for the region and the country.
+ Northern expansion area beyond the Red River (to the south of Ca Lo River):
The Long Bien-Gia Lam-Yen Vien urban area: Develop trade services, education, healthcare centers... linked with high-tech industries along National Highway 5 and National Highway 1.
The Dong Anh urban area: Develop international trade, high-tech industry, eco-tourism, entertainment while preserving and promoting the traditional cultural values of the Co Loa relic site, Thiap River, and Van Tri Lake; form a new sports complex for Hanoi, exhibition and trade center, and entertainment area for the city.
The Me Linh-Dong Anh urban area: Develop services and clean high-tech industries linked with aviation services, Noi Bai Airport, Thang Long-Me Linh flower exhibition center, and specialized science and technology center for flowers and ornamental plants.
- Satellite cities
Form and rapidly develop satellite cities with mixed functions and specific characteristics, operating relatively independently to support and share with the central city functions related to training, industry, services, housing...
+ Hoa Lac city with primary functions in science and technology and training. Invest in key facilities such as the Hanoi National University and the Hoa Lac High-Tech Zone; continue to complete the Ethnic Cultural-Vietnam Tourism Village linked with Dong Mo-Ngai Son Lake and Ba Vi-Vien Nam tourist area, develop a modern and comprehensive urban infrastructure system.
+ Son Tay city is a cultural-historical tourism and resort city; focusing on the preservation of the ancient Son Tay Citadel, the ancient village of Duong Lam, and the development of new tourism service centers linked with Xuan Khanh Lake, training and medical services.
+ Xuan Mai city is a service-industrial city supporting the development of small-scale handicrafts and craft village systems. Develop small-scale industrial zones, service centers for trade, university and college training.
+ Phu Xuyen city is an industrial city, a transportation hub, and cargo transfer center. Construct industrial zones and clusters such as Dai Xuyen, Quat Dong, Phu Xuyen... to relocate industries from the inner city and former Ha Tay area. Form healthcare service centers, worker housing areas, and other services like high-quality healthcare, vocational training...
+ Soc Son city develops services, exploiting the potential of Noi Bai International Airport, the Kunming-Hanoi-Qingdao economic corridor, and the scenic mountainous area of Soc. Develop urban areas, aviation industry, eco-resort tourism, establish clean industrial zones; healthcare centers, concentrated university areas.
- Towns
Build towns according to low-density eco-city models from existing district capitals such as Phung Tay Dang, Lien Quan, Kim Bai, Van Ding, Dai Nghia, Thanh Xuan and new towns. Develop district capital towns into economic-social centers of the districts, technical infrastructure hubs (electricity, water supply, transportation, environmental sanitation), public services (administration, trade, education, healthcare...), production (industry, technology transfer, information, finance...).
- Suburban areas
Form green belts connected with the development of large-scale ecological parks. Develop high-end vegetable, flower, and ornamental plant cultivation areas, clean food production. Expand high-tech agricultural models already established in Gia Lam, Dong Anh, Me Linh.
Establish large-scale eco-tourism areas in Ba Vi, Soc Son, Huong Son-Quan Son regions. Link tourism development with job creation and income enhancement for nearby residents.
Upgrade and expand the infrastructure system, creating rational connections between the downtown and suburban infrastructure, focusing on transportation networks, water supply and drainage, waste treatment.
Enhancing the quality of life and income of suburban residents. Gradually improving suburban housing. Strengthening planning, architectural management, and construction work in rural areas to be consistent with the process of urbanization.
IV. KEY DEVELOPMENT FOCI
1. Establishing a system of administrative offices and political centers to ensure the fulfillment of their functions as national political-administrative centers.
2. Developing Hanoi into a high-quality service center for the region, the country, and the area.
3. Selectively developing certain industries with high value-added and advanced technology.
4. Building a synchronized and modern infrastructure network.
5. Developing high-quality human resources and scientific and technological potential to meet the development requirements of the capital and the nation. Cultivating civilized urban lifestyles, elegant and civilized Hanoians.
6. Studying to form large cultural landmarks.
7. Developing urban ecological agriculture and building new rural areas.

VII. MAJOR SOLUTIONS TO IMPLEMENT THE PLAN
1. Mobilizing Investment Funds
The total investment capital demand for society during the period 2011-2015 is estimated at 1.400 to 1.500 trillion VND (approximately 69 to 70 billion USD), and for the period 2016-2020 at 2.500 to 2.600 trillion VND (approximately 110 to 120 billion USD) based on actual prices.
Actively and comprehensively implementing a system of measures to mobilize capital, with internal resources being the main source, maximizing land fund and state-owned assets to develop cities, infrastructure, focusing on attracting capital from various economic sectors, promoting socialization in healthcare, education, culture-sports... Identifying cultural values (tangible and intangible) as important development resources.
- Investment capital from the state budget (including ODA funds) will mainly be allocated for the development of economic and social infrastructure. It is expected that state budget investment will meet approximately 16 to 18% of the capital needs depending on the stage. Increasing the internal accumulation rate of the city's economy, maintaining a high growth rate, and implementing measures to encourage savings for development. Central government budget investment will focus on major infrastructure projects such as transportation networks, water conservancy, hospitals, universities, regional-scale infrastructure projects within the city.
- Studying the issuance of urban bonds, establishing some large credit companies to meet the capital needs for projects in line with the city's development plan. Continuing to seek ODA and NGO funding, focusing on technical infrastructure construction and environmental protection such as water supply systems, drainage, wastewater treatment, solid waste disposal...
- Improving the efficiency of investment, preventing waste and loss in state budget investment. Integrating the capital sources of national programs and international project support to create a combined strength of capital sources and improve investment efficiency. Enhancing the mobilization of investment capital from non-state enterprises and residents. Continuously researching and building mechanisms and policies to resolve difficulties for businesses, especially those related to input factors and output products.
- Vigorously attracting foreign direct investment (FDI). Continuing to improve the investment environment to create advantages in attracting foreign direct and indirect investments. Paying attention to investment promotion activities to attract new waves of investment into Vietnam. Vigorously mobilizing capital through land funds. Perfecting land financial policies (valuation and land leasing) according to international standards. Effectively utilizing land through good planning and management of land use; publicly disclosing land use plans and land funds. Creating clean land funds (already compensated and cleared) for land use rights auctions, generating revenue for infrastructure network development and social welfare projects.
Resolutely recovering unused or inefficiently used land and water surfaces previously assigned to agencies, organizations, and enterprises for more rational use.
- Strengthening the mobilization of investment capital through BOT, BTO, BT models to accelerate infrastructure development; continuing to research and pilot new investment forms in the construction of technical and social infrastructure projects and service provision such as PPP (public-private partnership), TOT (transfer-operate-transfer). Vigorously attracting capital through the issuance of project bonds; accelerating the issuance of certificates of house and land use rights and effectively collecting property taxes; forming and expanding urban development funds, urban infrastructure development funds, and urban housing development funds in accordance with legal regulations.
2. Mechanisms, Policies, and Human Resource Training
- Continuing to study and implement special mechanisms and policies for the city in areas such as urban construction, development, and management; mobilizing resources and implementing solutions to encourage and utilize the existing pool of science and technology personnel effectively. Increasing investment in education and training to raise the educational level of the population, the proportion of trained labor, and the health of workers. Reorganizing and planning to enhance the capabilities of the cadre and civil servant team responsible for state management tasks.
- Promoting socialization in education and vocational training. Modernizing technology by applying scientific and technological advancements to improve the management and operational capacity of enterprises, meeting the requirements of integration.
3. Science and Technology
- Continue to reform management mechanisms and the state management system for science and technology in accordance with the administrative reform process, focusing on the grassroots level. Create a strong shift towards applying scientific and technological achievements, especially in biotechnology, information and communication technology, new materials technology, to address pressing issues in economic and social development of the City.
- Develop a long-term strategy for training and developing human resources in science and technology, emphasizing talent utilization to encourage and promote creativity, thereby increasing the quantity and quality of inventions, patents, and technical improvements to serve the requirements of economic and social development.
- Establish a program for international integration in science and technology, narrowing the gap in science and technology between the City and other cities in the region and globally. Encourage organizations and individuals to invest in the development of science and technology.
4. Environmental protection
Build mechanisms, policies, planning, and comprehensive plans to organize and implement environmental protection. Control and prevent the basic level of pollution increase, restore degradation, and improve environmental quality, ensuring sustainable development, guaranteeing that residents live in an environment with good air, soil, water, landscape, and other environmental factors.
5. Expand international cooperation
- Expand trade, investment, cultural, scientific, and technological exchanges with the capital city and countries in the region and worldwide. Fulfill international commitments and cooperation in economic, social, scientific, and technological fields, as well as security and defense between Hanoi and the capital cities of neighboring countries.
- Expand and enhance the effectiveness of cooperation with localities along the two economic corridors Kunming - Lai Chau - Hanoi - Hai Phong - Quang Ninh and Nanning - Lang Son - Hanoi - Hai Phong - Quang Ninh.
6. Strengthen cooperation and coordination with central ministries and agencies and localities both within and outside the region.
- Coordinate with ministries, sectors, and localities in planning and investing in construction projects managed by ministries and sectors on the city's territory.
- Enhance cooperation, joint ventures, linkages, and coordinated development with other provinces and cities based on leveraging local strengths to develop together in several areas: building new urban areas, new urban zones, residential areas; developing industry, industrial clusters; tourism and services; agriculture and green belts; developing social infrastructure systems and social sectors; technical infrastructure systems and forming economic corridors; promoting investment, trade, and tourism.
7. Improve the efficiency and effectiveness of state management
- Vigorously carry out administrative reforms, enhance the effectiveness of state management and law enforcement, and streamline administrative procedures to comprehensively renew and fundamentally transform the quality of the administrative apparatus in three aspects: personnel, organizational structure, and administrative procedures. Perfect mechanisms and policies in all economic and social fields to improve the business production environment, investment environment, and enhance competitiveness index (PCI). Establish a legal framework conducive to investment and business activities on the territory.
- Expand the implementation of the "one-stop" mechanism in areas under the authority of state management agencies. Modernize material infrastructure and apply information technology to build an electronic government to provide people, organizations, and businesses with convenient online "one-stop" services accessible anytime and anywhere through the internet; gradually disclose and make transparent the activities of the city government through the Internet.
8. Organize the implementation of planning
- Conduct reviews and develop new plans for the development of industries and sectors, localities, detailed plans; focus on urban planning work; improve the quality of urban design, architectural landscapes, underground space exploitation planning; coordinate among sectors during the implementation of planning to ensure consistency between overall socio-economic development planning, construction planning, land use planning, and sectoral development planning.
- Implement planning through five-year and annual socio-economic development plans; these plans must align with approved planning goals and progress must be implemented in each period. Monitor and inspect the implementation of investment development according to planning; strengthen the responsibility of levels, sectors, and localities in implementing planning. At the end of each planning period (2015, 2020), evaluate the implementation of planning for each period, supplement and adjust goals to fit actual conditions.
Article 2. The overall socio-economic development plan for Hanoi City until 2020, with a vision to 2030, serves as the basis for establishing, approving, and implementing sectoral plans (construction planning, land use planning, and other related plans), and investment projects in Hanoi City.
Article 3. Delegate the People's Committee of Hanoi City to direct the establishment, approval, and implementation of the following contents based on the approved Planning content:
1. Overall socio-economic development planning at district and county levels; construction planning; land use planning; planning for the development of industries and sectors in the City to ensure socio-economic development goals linked with national defense and security consolidation.
2. Develop long-term, medium-term, and short-term plans tied to specific projects to appropriately allocate investment funds.
3. Study and develop, issue, or submit to competent authorities for issuance some appropriate mechanisms and policies in line with the development needs of the City at different stages to attract investment and effectively mobilize resources to implement the Planning.
4. Submit to the Prime Minister for consideration and decision on timely adjustments and supplements to the Planning in line with the socio-economic development situation of the City and the country at each stage to implement the Planning.
Article 4. Crelated ministries and agencies within their respective functions, tasks, and authorities shall be responsible for:
1. Guiding the People's Committee of Hanoi City to establish specific plans, study and submit to competent authorities at various levels for issuance of mechanisms and policies that are suitable to the requirements of socio-economic development in each stage with the aim of effectively utilizing resources and encouraging investment in accordance with socio-economic development goals and tasks.
2. During the process of reviewing, adjusting, and supplementing sectoral and field-specific plans, they must coordinate with Hanoi City to ensure the consistency and uniformity of the Plan; consider and support the city in mobilizing domestic and foreign investment capital to implement the Plan. Pay special attention to investing in projects managed by ministries and agencies on the city's territory such as expressways, ring roads; large-scale projects in the power supply, irrigation, drainage, and river pollution treatment systems; educational and healthcare facilities...
3. Supporting and creating favorable conditions for Hanoi City to attract investment in high-tech zones and high-end services...
Article 5. This Decision takes effect from the date of issuance.
Article 6. The Chairman of the People's Committee of Hanoi City, Ministers, Heads of ministerial-level agencies, and Heads of government-affiliated agencies are responsible for implementing this Decision./.
