Pursuant to the Government Decree No. 73/CP dated November 1, 1995, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Quality Goods Ordinance dated December 24, 1999;
Pursuant to the Regulation on the Establishment, Examination, Approval, and Issuance of Industry Standards issued together with Decision No. 135/1999-QĐ-BNN-KHCN dated October 1, 1999;
