CIRCULAR
Regarding the amendment and supplementation of certain provisions on the model of inspection cards and the management and use of inspection cards issued by the Ministry of Finance pursuant to Decision No. 41/2008/QĐ-BTC dated June 24, 2008 of the Minister of Finance.

Pursuant to the Inspection Law dated June 15, 2004;
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 100/2007/NĐ-CP dated June 13, 2007 of the Government on Inspectors and Collaborators;
The Ministry of Finance amends and supplements certain provisions regarding the model of inspection cards and the management and use of inspection cards issued by the Ministry of Finance pursuant to Decision No. 41/2008/QĐ-BTC dated June 24, 2008 of the Minister of Finance as follows:
Article 1. Amending and supplementing certain provisions on the model of inspection cards and the management and use of inspection cards issued by the Minister of Finance pursuant to Decision No. 41/2008/QĐ-BTC dated June 24, 2008 as follows:
1. Point c, Clause 2, Part I. The model of inspection card is amended and supplemented as follows:
c) Inspection card code
- The inspection card code for inspectors under the Ministry of Finance shall have distinguishing and recognizable symbols indicating the Inspectorate of the Ministry, Inspectorate of the General Department, Inspectorate of the Department, Inspector (in uppercase letters, font size 10)
+ Inspectors under the Ministry of Finance have a common code A16 (the agency code of the Ministry of Finance, as stipulated in Decision No. 93/2005/QĐ-BNV dated August 30, 2005 of the Minister of Home Affairs prescribing the List of Codes for State Agencies).
+ Inspectors in specialized fields have the Ministry of Finance code plus the first letter of the name of the field: Tax (T), Customs (H), Securities (C), Reserve (D), Treasury (K), Insurance (B).
+ Inspectors in Departments have codes according to their field and also include the code of the locality where the Department's headquarters is located (locality code as prescribed in Decision No. 93/2005/QĐ-BNV dated August 30, 2005 of the Minister of Home Affairs).
- The serial number of the inspector has three digits (starting from 001); numbered according to the agency or unit (Ministry Inspectorate, General Department Inspectorate, Department Inspectorate).
- Specific inspection card codes for agencies and units are as follows:
+ Ministry of Finance Inspectorate: A16 - inspector serial number.
+ Securities Commission Inspectorate: A16 - C - inspector serial number.
+ Tax Inspectorate: General Department: A16 - T - inspector serial number; Department Inspectorate: A16 - T - province code - inspector serial number.
+ Customs Inspectorate: General Department: A16 - H - inspector serial number; Department Inspectorate: A16 - H - province code - inspector serial number.
+ Reserve Inspectorate: General Department: A16 - D - inspector serial number; Department Inspectorate: A16 - D - province code - inspector serial number.
+ Treasury Inspectorate: State Treasury: A16 - K - inspector serial number; Provincial Treasury Inspectorate: A16 - K - province code - inspector serial number.
+ Insurance Inspectorate: Insurance Supervision Bureau: A16 - B - inspector serial number.
2. Point a, Clause 1, Part II. Management of inspection cards is amended and supplemented as follows:
- Application dossier for issuance of inspection card:
+ A request letter for issuance of the card (with attached list of candidates) from the head of the direct supervising agency of the inspector.
+ One Inspector application form and decision appointing to the inspector rank.
+ Two personal photographs (size 3x4) taken in ID format.
+ Issued inspection card (in case the inspector is appointed to a higher inspector rank or transferred to another inspection area within the Ministry of Finance).
3. Clause 2, Part II. Management of inspection cards is amended and supplemented as follows:
- Retrieval of inspection cards:
+ The Minister of Finance delegates the authority to issue decisions to retrieve inspection cards of inspectors under their management to the heads of the direct supervising agencies (at the Ministry Inspectorate, it is the Chief Inspector of the Ministry; at the General Department, it is the General Department Director; at the Department, it is the Department Director).
+ The head of the direct supervising agency of the inspector is responsible for retrieving the inspection card, cutting the corner, and submitting it to the superior Inspectorate; Inspectorates of General Departments and Departments under the Ministry collect and submit them to the Ministry of Finance Inspectorate along with the decision to retrieve the card.
This Circular takes effect 45 days from the date of issuance. Other provisions in Decision No. 41/2008/QĐ-BTC dated June 24, 2008 of the Minister of Finance on the Model of Inspection Cards and the Management and Use of Inspection Cards under the Ministry of Finance that are not amended in this Circular remain valid.
Article 2. During implementation, if there are difficulties, please promptly report to the Ministry of Finance for study and amendment./.
