DECREE
No. 109 dated June 18, 1946
CHAIRMAN OF THE VIETNAMESE DEMOCRATIC REPUBLIC GOVERNMENT
Considering the need to establish uniforms, insignia, and rank badges for railway staff because:
- Railway staff should follow a discipline similar to that of military personnel so that control within these agencies is thorough;
- In times of national emergency, martial law can be implemented in the railway sector;
- Railway staff, who interact directly with passengers and the public at stations, on trains, and along railways, should wear government insignia to maintain order easily.
Upon the proposal of the Minister of Public Works,
DECREE:
Article 1
From the date this Decree is signed, uniforms, insignia, and rank badges for railway staff shall be established as follows:
Chapter I
UNIFORMS
Article 2
Uniforms are identical across all ranks; only insignia (worn on the hat) and rank badges (worn on the sleeve and chest) differ.
Article 3
The uniform is as follows:
Hat: made of khaki or yellow leather, with a peaked style
In sunny weather, wear a khaki-yellow peaked cap
Coat: khaki or yellow leather, long-sleeved, four pockets, two shoulder straps, turned-down collar, and four buttons,
Yellow shirt - black tie ("cavat")
In hot weather, wear short-sleeved khaki-yellow coat with two chest pockets and two shoulder straps.
Trousers: khaki or yellow leather, long-legged
In hot weather, wear short trousers with long socks
Shoes: without a collar
Article 4
Current old uniforms may be temporarily used.
Chapter II
INSIGNIA, RANK BADGES, AND MARKS
Article 5
Insignia on the hat is circular in shape.
From rank 1 to rank 3: red background with a yellow wheel emblem.
- Rank 4 to 9: add a silver ring
- Rank 10 and above up to Deputy Director: add a gold ring.
Director: the gold ring is replaced by two willow branches tied together at the bottom.
Article 6
Marks are worn on the left upper arm for all staff members.
The mark consists of two parts, a) and b) (see original illustration)
1- Part a)
Used as rank badges, changing according to the level of the staff member.
- From rank 1 to rank 3: entirely yellow
- Rank 4: red V on a yellow background
- Ranks 5 and 6: (illustration provided) red on a yellow background
- Rank 7: (illustration provided) red on a yellow background
- Ranks 8 and 9: (illustration provided) red on a yellow background
- Ranks 10 and 11: (illustration provided) gold on a red background
- Rank 12: one gold chevron on a red background
- Rank 13: two gold chevrons on a red background
- Rank 14: three gold chevrons on a red background
- Rank 15: one gold chevron, one gold star on a red background
- District Chief and County Chief: two gold chevrons and one gold star on a red background
- Deputy Director: three gold chevrons, one gold star on a red background.
- Director: one large gold star on a red background surrounded by yellow.
2- Part b) Features a wheel emblem and the text "Vietnamese Railway"
The illustration changes colors according to the staff member's specialty.
- Green: Traffic control (station and train operations)
- Purple: Operation and mechanics (locomotive and carriages)
- Brown: Engineering (railway, bridges, and buildings)
- Light pink: Administrative
- Yellow: Reserved for senior staff members overseeing departments from County Chief upwards.
Article 7
In addition to the signs mentioned in Article 6, employees holding positions at level 12 or higher also have an additional circular sign with a locomotive head figure inside and a coiled dragon surrounding it.
This sign is worn on the left chest side.
Article 8
The Minister of Public Works shall promulgate a Decree to enforce this.
