Regarding the announcement of the results of the codification of regulatory legal documents
within the domain of state management of the Ministry of Finance for the period 2019-2023
THE MINISTER OF FINANCE
Pursuant to the Law on Issuing Legal Documents dated June 22, 2015 and the Law Amending and Supplementing Certain Provisions of the Law on Issuing Legal Documents dated June 18, 2020;
Pursuant to Decree No. 34/2016/ND-CP dated May 14, 2016 of the Government detailing some provisions and measures to implement the Law on Enacting Regulatory Legal Documents and Decree No. 154/2020/ND-CP dated December 31, 2020 of the Government amending and supplementing some articles of Decree No. 34/2016/ND-CP dated May 14, 2016 of the Government detailing some provisions and measures to implement the Law on Enacting Regulatory Legal Documents;
Pursuant to Decree No. 14/2023/NĐ-CP dated April 20, 2023 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
At the request of the Director of the Legal Department,
DECISION:
Article 1. Announce along with this Decision the results of the codification of regulatory legal documents within the domain of state management of the Ministry of Finance for the period 2019-2023, including:
1. List of regulatory legal documents still in effect within the domain of state management of the Ministry of Finance during the codification period 2019-2023;
2. List of regulatory legal documents that have expired, ceased to be effective in full within the domain of state management of the Ministry of Finance during the codification period 2019-2023;
3. List of regulatory legal documents that have expired, ceased to be effective in part within the domain of state management of the Ministry of Finance during the codification period 2019-2023;
4. List of regulatory legal documents requiring suspension of implementation, cessation of effectiveness, amendment, supplementation, replacement, abolition, or issuance of new documents within the domain of state management of the Ministry of Finance during the codification period 2019-2023.
Article 2. Responsibilities of units:
1. The Legal Department shall coordinate with the Information Technology and Financial Statistics Department, the Office of the Ministry, and related units to publish the results of the codification of regulatory legal documents on the Ministry of Finance's electronic portal; submit for publication in the Official Gazette the list of regulatory legal documents that have expired, ceased to be effective in full within the domain of state management of the Ministry of Finance during the codification period 2019-2023 and the list of regulatory legal documents that have expired, ceased to be effective in part within the domain of state management of the Ministry of Finance during the codification period 2019-2023 according to the law.
2. Units under the Ministry related to the matter:
a) Based on the list of regulatory legal documents requiring suspension of implementation, cessation of effectiveness, amendment, supplementation, replacement, abolition, or issuance of new documents within the domain of state management of the Ministry of Finance during the codification period 2019-2023 as stipulated in Clause 4 of Article 1 of this Decision, promptly draft and submit to the competent authority for issuance of documents to amend, supplement, replace, abolish, or issue new regulatory legal documents.
b) For documents not included in the program for building regulatory legal documents of the Ministry or higher-level agencies, promptly propose their inclusion in the program for building regulatory legal documents for implementation.
Article 3. This Decision takes effect from the date of signing. The Director of the Ministry's Office, the Head of the Legal Department, and the Heads of units under the Ministry are responsible for implementing this Decision./.
