CIRCULAR

Guidelines on the establishment of the working group assisting the Steering Committee for the construction of the "Gratitude Repayment Fund" at all levels

Pursuant to Decree No. 91/1998/NĐ-CP dated November 9, 1998 of the Government promulgating the Charter for the construction and management of the "Gratitude Repayment Fund"

After receiving comments from the Government's Organizational and Cadre Affairs Council in Document No. 34/TCCP-TCBC dated February 10, 1999 and the agreement of the Central Steering Committee of the Vietnam Fatherland Front in Document No. 29/MTTQ dated January 25, 1999, the Ministry of Labour - Invalids and Social Affairs provides guidelines on the establishment of the working group assisting the Steering Committee for the construction of the "Gratitude Repayment Fund" (hereinafter referred to as the working group assisting the Steering Committee), as follows:

I. ORGANIZATION OF THE WORKING GROUP ASSISTING THE STEERING COMMITTEE

1. The working group assisting the Steering Committee:

a) The working group assisting the Steering Committee for the construction of the "Gratitude Repayment Fund" at the central, provincial, and district levels shall consist of a number of full-time and part-time officials from the Labour-Invalids and Social Affairs agency and part-time officials from some member agencies of the Steering Committee, decided by the Chairman of the Steering Committee for the construction of the "Gratitude Repayment Fund" at the same level.

b) The working group assisting the Steering Committee for the construction of the "Gratitude Repayment Fund" at the commune level shall consist of part-time officials from some member agencies of the Steering Committee, decided by the Chairman of the Steering Committee for the construction of the "Gratitude Repayment Fund" at the commune level.

Officials and civil servants of the assistant unit of the Directorium at each level still belong to the staffing of the member agencies of the Directorium.

The accountant of the "Gratitude Repayment Fund" at the central and provincial levels must have a college degree in finance-accounting or higher. The accountant of the "Gratitude Repayment Fund" at the district level must have a secondary degree in finance-accounting or higher.

Accountants and cashiers at the central, provincial, and district levels are included in the general staffing of the labor, invalids, and social affairs agency.

The accountant and cashier of the "Repaying Debts and Gratitude" Fund at the commune level shall be concurrently held by the accountant and cashier of the Commune Finance Board.

2. Responsibilities of the Labour-Invalids and Social Affairs agencies at all levels and officials responsible for the working group assisting the Steering Committee:

The labor, invalids, and social affairs agencies at all levels shall create conditions for working places and material facilities to serve the activities of the assistant unit of the Directorium at the same level.

a. At the central level: The Director of the Veterans and Martyrs Bureau and the person in charge of the Working Group assisting the Steering Committee shall be responsible before the Minister of Labour-Invalids and Social Affairs for managing and arranging officials of the working group assisting the Steering Committee for the construction of the "Gratitude Repayment Fund" to complete assigned tasks.

b. At the provincial level: The Director of the Provincial Labour-Invalids and Social Affairs Department and the person in charge of the Working Group assisting the Steering Committee shall be responsible before the Provincial People's Committee for managing and arranging officials of the working group assisting the Steering Committee for the construction of the "Gratitude Repayment Fund" to complete assigned tasks.

c. At the district level: The Head of the District Labour-Invalids and Social Affairs Office (or the Head of the Organization of Labour-Invalids and Social Affairs Office) and the person in charge of the Working Group assisting the Steering Committee shall be responsible before the District People's Committee for managing and arranging officials of the working group assisting the Steering Committee for the construction of the "Gratitude Repayment Fund" to complete assigned tasks.

d. At the commune level: The member in charge of Culture-Social Affairs and Information or the member in charge of Labour-Invalids and Social Affairs and the person in charge of the Working Group assisting the Steering Committee shall be responsible before the Commune People's Committee for arranging and managing officials of the working group assisting the Steering Committee to complete assigned tasks.

II. TASKS OF THE WORKING GROUP ASSISTING THE STEERING COMMITTEE AT ALL LEVELS

The working group assisting the Steering Committee for the construction of the "Gratitude Repayment Fund" shall be responsible for assisting the Steering Committee and its Standing Committee in performing the functions and tasks stipulated in Article 13 and Article 14 of the Charter and implementing the tasks prescribed in the Operating Regulations of the Steering Committee at the same level.

III. IMPLEMENTATION

Based on the tasks of the working group assisting the Steering Committee of the "Gratitude Repayment Fund", the Director of the Veterans and Martyrs Bureau, the Director of the Provincial Labour-Invalids and Social Affairs Department, the Head of the Organization of Labour-Invalids and Social Affairs Office (or the Head of the Labour-Invalids and Social Affairs Office) at the district level, and the member in charge of Culture-Social Affairs and Information or the member in charge of Labour-Invalids and Social Affairs at the commune level shall establish operating regulations and assign tasks to officials of their own working groups.

This Circular takes effect from the date of signature.

During the implementation process, if there are any difficulties, localities shall report to the Ministry of Labour-Invalids and Social Affairs for research and resolution.
