CIRCULAR
GUIDELINES ON THE ESTABLISHMENT OF ASSISTANT UNITS FOR THE DIRECTORIUM FOR THE CONSTRUCTION OF THE "REPAYING DEBTS AND GRATITUDE" FUND AT ALL LEVELS
Pursuant to Decree No. 91/1998/NĐ-CP dated November 9, 1998 of the Government promulgating the Charter for the construction and management of the "Repaying Debts and Gratitude" Fund;
After receiving the opinion of the Government Organizational and Cadre Affairs Board in Document No. 34/TCCP-TCBC dated February 10, 1999 and the agreement of the Central Steering Committee of the Vietnam Fatherland Front in Document No. 29/MTTQ dated January 25, 1999, the Ministry of Labor, Invalids and Social Affairs guides the establishment of assistant units for the Directorium for the Construction of the "Repaying Debts and Gratitude" Fund (hereinafter referred to as the assistant unit of the Directorium), as follows:
I/ ORGANIZATION OF THE ASSISTANT UNIT OF THE DIRECTORIUM
1- The assistant unit of the Directorium:
a, The assistant unit of the Directorium for the construction of the "Repaying Debts and Gratitude" Fund at the central, provincial, and district levels shall consist of a number of full-time and part-time officials and civil servants from the labor, invalids, and social affairs agencies, and part-time officials and civil servants from some member agencies of the Directorium, decided by the Head of the Directorium for the construction of the "Repaying Debts and Gratitude" Fund at the same level.
b, The assistant unit of the Directorium for the construction of the "Repaying Debts and Gratitude" Fund at the commune level shall consist of part-time officials from some member agencies of the Directorium, decided by the Head of the Directorium for the construction of the "Repaying Debts and Gratitude" Fund at the commune level.
Officials and civil servants of the assistant unit of the Directorium at each level still belong to the staffing of the member agencies of the Directorium.
The accountant of the "Repaying Debts and Gratitude" Fund at the central and provincial levels must have a college degree in finance-accounting or higher. The accountant of the "Repaying Debts and Gratitude" Fund at the district level must have a secondary degree in finance-accounting or higher.
Accountants and cashiers at the central, provincial, and district levels are included in the general staffing of the labor, invalids, and social affairs agency.
The accountant and cashier of the "Repaying Debts and Gratitude" Fund at the commune level shall be concurrently held by the accountant and cashier of the Commune Finance Board.
2- Responsibilities of the labor, invalids, and social affairs agencies at all levels and officials responsible for the assistant unit of the Directorium:
The labor, invalids, and social affairs agencies at all levels shall create conditions for working places and material facilities to serve the activities of the assistant unit of the Directorium at the same level.
a- At the central level: The Director of the Department of War Invalids and Martyrs (responsible for the assistant unit of the Directorium) and shall be responsible to the Minister of Labor, Invalids, and Social Affairs for managing and arranging officials and civil servants of the assistant unit of the Directorium for the construction of the "Repaying Debts and Gratitude" Fund to complete assigned tasks.
b- At the provincial level: The Director of the Provincial Department of Labor, Invalids, and Social Affairs (responsible for the assistant unit of the Directorium) shall be responsible to the People's Council of the province for managing and arranging officials and civil servants of the assistant unit of the Directorium for the construction of the "Repaying Debts and Gratitude" Fund to complete assigned tasks.
c- At the district level: The Head of the District Department of Labor, Invalids, and Social Affairs (or the Head of the Organization Department of Labor, Invalids, and Social Affairs) (responsible for the assistant unit of the Directorium) shall be responsible to the People's Council of the district for managing and arranging officials of the assistant unit of the Directorium for the construction of the "Repaying Debts and Gratitude" Fund to complete assigned tasks.
d- At the commune level: The member responsible for Culture-Society and Information or the member responsible for Labor, Invalids, and Social Affairs (responsible for the assistant unit of the Directorium) shall be responsible to the People's Council of the commune for arranging and managing officials of the assistant unit of the Directorium to complete assigned tasks.
II/ TASKS OF THE ASSISTANT UNIT OF THE DIRECTORIUM AT ALL LEVELS
The assistant unit of the Directorium for the construction of the "Repaying Debts and Gratitude" Fund shall be responsible for assisting the Directorium and the Standing Directorium in performing the functions and tasks prescribed in Article 13 and Article 14 of the Charter and implementing the tasks prescribed in the Operation Regulation of the Directorium at the same level.
III/ IMPLEMENTATION
Based on the tasks of the assistant unit of the Directorium for the "Repaying Debts and Gratitude" Fund, the Director of the Department of War Invalids and Martyrs, the Director of the Provincial Department of Labor, Invalids, and Social Affairs, the Head of the Organization Department of Labor, Invalids, and Social Affairs (or the Head of the Department of Labor, Invalids, and Social Affairs) at the district level, and the member responsible for Culture-Society and Information or the member responsible for Labor, Invalids, and Social Affairs at the commune level shall stipulate the working regulations and assign tasks to officials and civil servants of the assistant unit of their own level.
This Circular takes effect from the date of signature.
During the process of implementation, if there are any difficulties, localities shall report to the Ministry of Labor, Invalids, and Social Affairs for research and resolution.
