RESOLUTION

Regarding the regular Government meeting in September 2001

On September 26 and the morning of September 27, 2001, the Government held its regular meeting for September 2001 to discuss and adopt the following issues:

1- The Government heard the reports from the Minister of Planning and Investment and the Minister of Finance:

- Report on the implementation of the National Assembly's Resolution on tasks for 2001 and the socio-economic development plan for 2002,

- Report on the five-year socio-economic development plan from 2001 to 2005,

- Report on the implementation of state budget tasks for 2001 and the state budget estimate for 2002,

- Report on the final settlement of the state budget for 2000.

Regarding the implementation of tasks for 2001 and the socio-economic development plan for 2002, based on the developments in the first nine months of the year and forecasts for the remaining months, the Government assesses that: In 2001, the country's economy continued to maintain a relatively high growth rate. Despite many adverse external impacts such as the downturn in the world economy, contraction of export markets, natural disasters occurring in many regions across the country, particularly severe flooding in the Mekong Delta causing significant damage and affecting production, investment attraction, and people's livelihoods... with the close guidance of the Government, the continuous and persistent efforts of all sectors at all levels, businesses, and the people, there is a high possibility that the targets set for 2001 will be basically achieved. The economic growth rate, although forecasted to be lower than the National Assembly's target, has increased significantly compared to 2000 and is higher than the level achieved by countries in the region; the economic structure has made positive changes, aquaculture has developed strongly, industrial production value and key products have all increased, tourism and service activities are quite vibrant; state revenue has maintained a high growth rate; cultural and social activities, poverty reduction, employment, education and training... have achieved many encouraging results; social order and security have been ensured.

The achievements obtained have significantly enhanced the production capacity and level of the economy, promoted dynamism and better adaptability to domestic and international market fluctuations.

The remaining months' tasks are very heavy, the Government requests Ministries, sectors, and localities to continue implementing measures, directing production, exports, and basic construction investment, advancing administrative reform deeply, maintaining stability in national security and social order, combating social evils; closely monitoring the flood situation in the Mekong Delta region to take protective measures for people's lives and property, and planning to quickly restore production and people's livelihoods after floods; accelerating the progress of completing projects recorded in the Government's Work Program for 2001.

Regarding the direction, tasks, plans, and state budget estimates for 2002, the Government assesses that the situation will be more difficult than in 2001, requiring the formulation of realistic development plans, demonstrating a strong determination to strive, reasonably allocate the state budget, and clearly identify measures to continue maintaining the growth rate. Measures need to focus on creating an effective equal business environment, reforming macro policies, improving organizational structures, enhancing management and control capabilities at all levels. In 2002, efforts must be concentrated on achieving breakthroughs in several important areas including: improving the efficiency, quality, and competitiveness of the economy; restructuring and modernizing state-owned enterprises, mobilizing investment capital from various economic sectors, investing reasonably to transform the economic structure; applying science and technology to production and services; improving human resource quality; effectively implementing poverty reduction and addressing urgent social issues.

Regarding the Socio-Economic Development Plan for 2001-2005, the direction, tasks, and socio-economic development plan for 2001-2005 were approved by the Ninth National Congress of the Communist Party of Vietnam with specific contents aimed at rapid and sustainable economic growth; a strong shift in the economic and labor structures towards industrialization and modernization; significantly enhancing efficiency and competitiveness, expanding foreign economic relations; making substantial progress in education and training, science and technology, promoting human factors, creating more jobs, reducing poverty, and curbing social evils; continuing to strengthen economic and social infrastructure, forming an important step towards a socialist-oriented market economy system; maintaining political stability and social order and security, firmly safeguarding national independence, territorial integrity, and national security. The Government is determined to successfully implement the socio-economic development targets approved by the Party Congress. It is necessary to draw lessons from the past five years to apply them to the next five years, especially lessons on tapping internal strength, building mechanisms and policies to release productive capacity, and leveraging the strength of the entire nation to develop the country. In annual plan formulation and implementation, the Government will base its decisions on the situation's developments to make specific adjustments to the goals and indicators of the Plan. Ministries and sectors need to closely monitor domestic situations, regularly update information on economic and political conditions, new and complex developments in the world and region, and provide specific analyses and early forecasts to present to the Government for consideration and adjustment when necessary.

The Government agrees to approve the Report on the Final Settlement of the State Budget for 2000.

The Ministry of Planning and Investment and the Ministry of Finance are tasked to work together with the Government Office and related agencies to incorporate the opinions of Government members, refine the above reports, and submit them to the Prime Minister for review before presenting to the Politburo, the Central Committee of the Communist Party of Vietnam, and the National Assembly.

2- The Government hears the presentation by the General Statistics Office Director on the Statistics Law project; listens to the Prime Minister's Office Minister-in-Charge report on the consolidated opinions of the Government members regarding the draft Law.

The Government agrees to approve this Law project, entrusting the General Statistics Office to lead and coordinate with the Ministry of Justice and the Prime Minister's Office to incorporate the opinions of the Government members, perfecting the Law project, and reporting to the Prime Minister for review before submitting to the National Assembly.
