Guidelines for implementing Decision No. 66/2002/QĐ-TTg dated May 27, 2002 of the Government Chairman on allowances for forest rangers

Implementing Decision No. 66/2002/QĐ-TTg dated May 27, 2002 of the Government Chairman on allowances for forest rangers working in commune areas; the Ministry of Home Affairs, the Ministry of Finance, and the Ministry of Agriculture and Rural Development jointly issue guidelines for implementing allowances for forest rangers working in commune areas as follows:

Forest rangers within the establishment of forest protection divisions, district forest protection offices, city forest protection offices under provinces who are assigned to work continuously (at least 15 days in a month) in communes, wards, or towns according to the decision of the provincial forest protection division director or the central-affiliated city forest protection division director.

II. AMOUNT OF ALLOWANCE:

I. APPLICABLE OBJECTS:

Level 1: VND 100,000 per month, applicable to communes with regional allowances from 0.1 to 0.3 times the minimum wage.

Level 2: VND 120,000 per month, applicable to communes with regional allowances from 0.4 to 0.5 times the minimum wage.

Level 3: VND 140,000 per month, applicable to communes with regional allowances of 0.7 times or more than the minimum wage.

III. METHOD OF PAYMENT:

1. If the working period in the commune does not cover the entire month, the allowance shall be paid at half the rate specified for the commune.

In cases where a forest ranger is responsible for multiple communes with different allowance rates as stipulated in Section II of this Circular, the allowance received shall be determined based on the rate applicable to the commune where the longest working time occurs in that month.

2. The allowance for forest rangers working in commune areas shall be paid together with their monthly salary by the direct managing unit.

3. The funding for paying the allowance for forest rangers working in commune areas shall be allocated and utilized within the local budget.

Before deciding to assign forest rangers to work in commune areas, the forest protection division or district forest protection office must have a written agreement with the Provincial People's Committee Organization Department and maintain a record of the time spent by forest rangers in the commune as the basis for allowance payment and settlement with the finance department.

This Circular takes effect from June 1, 2002.
