 DIRECTIVE

On Strengthening Work to Prevent and Control Dengue Fever Epidemics

acute respiratory syndrome caused by virus (SARS)

On April 28, 2003, the World Health Organization (WHO) recognized that Vietnam had successfully controlled the SARS epidemic. However, the SARS epidemic continues to evolve complicatedly in some countries in the region and around the world. The risk of SARS continuing to invade our country is very high. To strengthen prevention and control of the SARS epidemic, the Prime Minister issues the following directive:

1. The Ministry of Health shall continue to direct health agencies to conduct strict medical examinations for individuals entering Vietnam from areas affected by the epidemic; take the lead and coordinate with the Ministries of Public Security, National Defense, Transport, Finance, the General Administration of Tourism, and the Civil Aviation Corporation of Vietnam, as well as the People's Committees of provinces and centrally governed cities to organize quarantine and medical monitoring of individuals entering from affected areas according to the Ministry of Health’s regulations on preventing and controlling the SARS epidemic within ten days.

2. The Ministry of Foreign Affairs shall be responsible for informing Vietnamese diplomatic missions abroad and foreign diplomatic missions in Vietnam about the information that Vietnam will conduct strict medical examinations for individuals entering from affected areas.

3. The Ministry of Public Security (Department of Exit and Entry Administration), the Ministry of Finance (General Department of Customs), the Ministry of Transport (Civil Aviation Administration of Vietnam, Vietnam Maritime Administration), and the Ministry of Agriculture and Rural Development (Plant Protection Department and Animal Health Department) shall closely cooperate with the Ministry of Health in organizing and implementing medical quarantine measures at border gates.

4. The Ministries of Public Security and Transport shall provide complete lists, addresses, telephone numbers, and other necessary information of all passengers entering Vietnam from affected areas to the Ministry of Health to direct localities to monitor and supervise.

5. The People's Committees of provinces and centrally governed cities, especially those in the northern border provinces and cities with airports, seaports, and international border gates, shall closely cooperate with the Ministry of Health and relevant ministries and sectors in organizing and implementing activities to prevent and control the SARS epidemic; increase personnel, equipment, and means to immediately meet the requirements of medical quarantine at border gates, airports, and seaports.

6. Ministers, heads of ministerial-level agencies, and chairpersons of provincial and centrally governed city people's committees shall be responsible for directing and strictly implementing this Directive and regularly reporting the results of implementation to the Ministry of Health for consolidation and reporting to the Prime Minister.
