Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government on the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

This Decision hereby promulgates the Framework Curriculum for Higher Education in Social Work at Bachelor's and College Levels.

DECISION:

Article 1. Amending and supplementing certain provisions of the Graduate Admissions Regulation issued together with Decision No. 02/2001/QĐ-BGDĐT dated January 29, 2001 and amended and supplemented at Decision No. 19/2002/QĐ-BGDĐT dated April 9, 2002 and Decision No. 16/2003/QĐ-BGDĐT dated April 9, 2003 of the Minister of Education and Training as follows:

1. Clause 2 shall be amended and supplemented as follows:

"Article 2. Admission Examination Period

Each university, college, and academy (hereinafter referred to collectively as universities) with a total enrollment quota for master's and doctoral programs of 20 or more shall organize an admission examination for graduate students and research fellows at their own institution in May or September. The institutions shall choose an appropriate examination time and report it to the Ministry of Education and Training. The specific examination schedule shall be decided by the Ministry of Education and Training.

Universities with a total enrollment quota for master's and doctoral programs under 20 and scientific research institutes must send their candidates to take the examination at universities that have the conditions to organize the admission examination and recruit students in relevant fields. The subject examination and defense of the research proposal of research fellows can be organized at the training institution.

Universities with a total enrollment quota for master's and doctoral programs over 250 may organize two admission examinations per year. The enrollment quotas for both examinations must be publicly announced in the first recruitment announcement.

The heads of training institutions are responsible for issuing the recruitment announcement and organizing postgraduate admissions according to the provisions of this Regulation."

Clause 3, Article 5, Point a is amended and supplemented as follows:

"a) Regarding academic credentials: candidates for master's programs in these fields must hold a bachelor's degree from a regular, part-time, self-study, or expanded program, and have completed a supplementary knowledge program in the field they are applying for. This supplementary knowledge program shall be defined by the training institution."

Clause 2, Article 9 is amended and supplemented as follows:

"2. In each examination period, a candidate may only be admitted to one training institution and one training field."

Article 2. This Decision takes effect 15 days after its publication in the Official Gazette. Any previous regulations contrary to this Decision are abolished.

Article 3. The Heads of the Office and Heads of related units under the Ministry of Education and Training, and the Heads of postgraduate training institutions are responsible for implementing this Decision./.
