DIRECTIVE

On strengthening the guidance for examinations and admissions

Resolution No. 37/2004/QH11 dated December 3, 2004 of the National Assembly of the Eleventh Session on education states: "continue to improve examination work towards being concise, effective, and practical." In the past year, the guidance and implementation of examinations and admissions have made significant progress and received public approval. However, compared to requirements, this work still has some limitations and issues that need to be addressed.

The Minister of Education and Training requests the heads of units within the Ministry, directors of provincial Departments of Education and Training, rectors of universities and academies, principals of colleges and vocational schools strictly implement the Examination and Admission Regulations, ensuring accuracy, honesty, strictness, fairness, and objectivity in examinations. In 2005 and subsequent years, efforts should focus on the following tasks:

1. Concentrate all efforts to prepare thoroughly for examination periods:

Regularly direct and inspect the implementation of teaching programs and plans, organize good review sessions for students.

Allocate staff and teachers who meet the criteria to participate in all stages of examination work, ensure adequate financial and material conditions, guarantee absolute safety for examination periods.

Organize training for managers and teachers assigned to implement examination work to understand the Regulations; effectively promote and widely disseminate the Regulations and examination rules through various media.

2. Enhance the quality and effectiveness of examinations and admissions; organize examinations and admissions concisely and practically, ensuring accurate assessment of students' abilities; address shortcomings, prevent and strictly handle negative phenomena, dishonest behaviors, and contribute to limiting and eventually eliminating excessive supplementary tutoring; address the tendency to chase academic achievements in examinations.

3. Organize well the stages of test paper preparation, invigilation, marking, rechecking, result verification, admission verification, and file storage. Continue to improve test paper preparation towards assessing basic knowledge and the ability to apply knowledge, aligning with the content and time allocated for each subject in the examination schedule. Prepare conditions to gradually implement a unified final high school graduation examination and supplementary high school graduation examination with a single type of diploma.

Invigilation remains the weakest link in examinations, requiring decisive measures to address it. Strictly enforce the prohibition of candidates bringing unauthorized materials and items into the examination area.

4. Strengthen the inspection and supervision work: proactively detect and promptly handle violations; increase supervision during invigilation and marking; properly resolve complaints and reports regarding examinations and admissions. Educational management agencies, examination and admission steering committees at all levels have the responsibility to cooperate with relevant agencies to strictly handle violations of the Examination and Admission Regulations.

5. Prepare comprehensively and develop specific plans to implement examinations using a combination of multiple-choice and essay questions from 2006 onwards, moving towards organizing a unified examination for high school graduation, supplementary high school graduation, and university, college, and vocational school admissions.

The Ministry of Education and Training requests the People's Committees of provinces and centrally-administered cities and related Ministries and Sectors to strengthen guidance, create favorable conditions for the effective implementation of examination and admission work, and organize wide dissemination so that everyone understands and supports the examination and admission policies.

This Directive is circulated to all educational management agencies and educational institutions for implementation. Heads of units within the Ministry of Education and Training, Directors of provincial Departments of Education and Training, rectors of universities and academies, principals of colleges and vocational schools are responsible for implementing this Directive. All cadres, teachers, students, and trainees throughout the sector must fully grasp and strictly implement this Directive.

During the implementation process, if there are any difficulties, they should be reported promptly to the Ministry of Education and Training (Examination and Quality Assurance Department)./
