MINISTER OF NATURAL RESOURCES AND ENVIRONMENT
Pursuant to Decree No. 91/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
Pursuant to Decision No. 35/2004/QĐ-BTNMT dated December 20, 2004 of the Minister of Natural Resources and Environment regarding the renaming of the Central Secondary School of Land Administration II to the Central Secondary School for Natural Resources and Environment;
At the proposal of the Director of the Central Secondary School for Natural Resources and Environment and the Head of the Cadre and Civil Servant Organization Department,
DECISION:
Article 1. Position and Functions
The Central Secondary School for Natural Resources and Environment is an educational public service organization under the Ministry of Natural Resources and Environment, with the function of training and upgrading personnel in fields related to natural resources and environment, information technology, and other diverse fields approved by competent state management agencies at secondary level and lower levels; upgrading and retraining cadres, civil servants, and employees of the Ministry; collaborating and cooperating in training both domestically and internationally, implementing scientific and technological services in accordance with the permitted training fields as stipulated by law.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. Submit to the Minister for approval the project on building and developing the School, the five-year and annual training plans, and organize their implementation after approval;
2. Organize the training process in accordance with the objectives and curricula at the secondary level and lower levels for the following fields: Surveying, Photogrammetry, Cartography, Land Management, Archiving, Environmental Management, Environmental Engineering, and Information Technology;
3. Develop training programs and teaching schedules based on the framework curriculum issued by the competent authority. Organize the compilation and approval of textbooks for the permitted training fields;
4. Organize upgrading and retraining of cadres, civil servants, and employees of the Ministry according to the annual plan assigned;
5. Organize skill upgrading examinations for workers in the permitted training fields in accordance with the law;
6. Implement experimental activities and scientific research, and provide scientific and technological services in accordance with the permitted training fields;
7. Collaborate with training institutions, economic, cultural, and social organizations to develop and improve the quality and effectiveness of training;
8. Cooperate in training and scientific research with foreign organizations and individuals in accordance with the law;
9. Manage and utilize effectively the financial resources and assets allocated by the State; manage construction investment projects in accordance with the law;
10. Manage organizational structure, staffing, and professional and vocational training for staff of the School in accordance with the Ministry's classification;
11. Regularly and promptly report on the implementation of assigned tasks;
12. Perform other tasks assigned by the Minister.
Article 3. Organizational Structure
a) The School leadership consists of the Director and Deputy Directors.
The Director is responsible to the Minister for assigned tasks and is legally accountable for all School activities; defines the functions and responsibilities of School organizations; establishes the school charter, work regulations, and manages all School activities. Deputy Directors assist the Director in school management, and are responsible to the Director for the areas of work they are assigned.
b) The Director's support staff includes:
1. Office of Organization and Administration;
2. Training and Science Office;
3. The Planning and Finance Division;
4. Student Management Office;
5. Management Office.
c) Departments:
1. General Science Department;
2. Surveying and Cartography Department;
3. Land Management Department;
4. Environment Department;
5. Information Technology Department.
The Central Secondary School for Natural Resources and Environment is a Level III budget unit, has its own seal, and is allowed to open bank accounts in accordance with current regulations.
Article 4. Effectiveness and Responsibility for Implementation
This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Abolish Decision No. 08/2003/QĐ-BTNMT dated October 13, 2003 of the Minister of Natural Resources and Environment concerning the functions, duties, powers, and organizational structure of the Central Secondary School of Land Administration II.
The Director of the Central Secondary School for Natural Resources and Environment, the Head of the Cadre and Civil Servant Organization Department, and the Heads of subordinate agencies and units under the Ministry are responsible for implementing this Decision./.
