DIRECTIVE

Regarding support measures for vocational training and employment for labor in areas undergoing land use purpose conversion

The process of converting agricultural land use purposes to serve economic and social development has created conditions to attract domestic and foreign investment, develop enterprises in both quantity and scale, contribute to promoting growth, restructuring the economy and labor structure, solving employment issues, increasing labor productivity, and generating significant revenue for the state budget.

Due to the correct understanding of the Party's and State's policies and viewpoints, many localities have promptly supplemented relevant policies and financial resources, effectively addressing socio-economic issues in areas undergoing land use purpose conversion, receiving the people's approval and support. However, the land recovery often focuses mainly on agricultural cultivation land of some communes and densely populated areas; in some regions where land has been recovered but not yet put into exploitation and use, people lack land for production. Some localities have not fully understood the Party's and State's policies and viewpoints, simplifying land recovery procedures without adequately linking land planning with resettlement support, particularly vocational training and employment support for workers; compensation for households whose land is recovered is mainly implemented in monetary form, lacking timely and effective mechanisms and solutions to support vocational training and stable employment for those whose land is recovered. Unemployment and job shortages are currently pressing issues in many land conversion areas.

To address these situations, while implementing the policy of economic restructuring alongside labor restructuring, creating jobs, increasing income, and developing rural areas, first and foremost stabilizing the lives of people in areas where land has been recovered, the Prime Minister instructs ministries, sectors, provincial People's Committees under the Central Government to urgently organize the implementation of the following tasks:

1. Review and adjust land use project plans to be consistent with local socio-economic development plans, regional plans, and national plans; link agricultural land use planning with industry development, especially focusing on restoring traditional industries, establishing resettlement land funds, planning service lands and adjacent industrial zones; simultaneously build and submit to competent authorities for issuance or issue according to their authority mechanisms, policies, and solutions to support workers whose land is recovered regarding vocational training and employment suitable to the actual situation of each locality, region, and the country.

2. Provincial People's Committees under the Central Government shall guide planning and plans for land use purpose conversion, proactively build plans to support vocational training and job creation from rural vocational training projects and loans to solve employment for workers during the land recovery planning and implementation process; grasp the labor source and labor structure in land conversion areas to develop resettlement support measures, establish and develop service cooperatives or small businesses operating in the area where land has been recovered, develop traditional industries to create more jobs for workers; strengthen information dissemination and propaganda about the Party's policies and the State's laws; guide and mobilize the people to actively participate in vocational training to change professions and find suitable jobs to quickly stabilize their lives.

3. Ministries, sectors, central agencies:

a) The Ministry of Natural Resources and Environment shall take the lead, coordinate with the Ministry of Planning and Investment and related ministries and sectors to study and supplement land recovery plans; direct localities to link agricultural land use planning with vocational training and labor utilization plans in land use purpose conversion areas; direct, guide, and inspect localities in building and implementing comprehensive plans synchronized with infrastructure construction outside industrial zones, social infrastructure (healthcare, culture, education...), urban and densely populated residential area construction plans.

b) The Ministry of Agriculture and Rural Development shall take the lead, coordinate with the Ministry of Natural Resources and Environment to direct, guide, and inspect localities in building and implementing long-term and short-term plans for resettling people in areas undergoing agricultural land use purpose conversion; guide the restructuring of agricultural and rural industries.

c) The Ministry of Finance shall take the lead, coordinate with the Ministry of Planning and Investment, the Ministry of Labor, Invalids, and Social Affairs to enhance resources for rural vocational training support projects to focus on vocational training for workers in land use purpose conversion areas, while allocating considerable resources for loan projects to create jobs from the National Employment Fund for localities with large proportions of agricultural land being converted.

d) The Ministry of Labor, Invalids, and Social Affairs shall take the lead, coordinate with central ministries, sectors, and political-social organizations to direct localities to grasp the labor and employment situation in areas with agricultural land use conversions, based on which to formulate five-year and annual plans for vocational training and job creation; research and supplement policies and solutions to support vocational training and job creation for workers in land use purpose conversion areas; increase funding for vocational training and employment support in the national target program on employment and education-training to help workers whose land is recovered quickly change professions and stabilize employment; research, summarize, and widely promote effective job creation models to workers in land use purpose conversion areas.

4. The ministries and sectors shall, within their respective functions, develop plans, implement directives, and guide the People's Committees of provinces and centrally governed cities to carry out the tasks; every six months and annually, the localities shall report to the Ministry of Labor, Invalids, and Social Affairs on the implementation of vocational training support policies and job creation in areas where agricultural land use has been converted for other purposes, so that the Ministry of Labor, Invalids, and Social Affairs can compile and report to the Prime Minister on the implementation of this Directive.

The ministers, heads of ministerial-level agencies, heads of government agencies, and chairpersons of provincial and centrally governed city People's Committees are responsible for implementing this Directive./.
