WHEREAS, THE CIVIL SERVANTS ORDINANCE dated February 26, 1998 and THE AMENDMENT AND SUPPLEMENTATION ORDINANCE OF CERTAIN ARTICLES OF THE CIVIL SERVANTS ORDINANCE dated April 29, 2003;
WHEREAS, DECREE NO. 178/2007/ND-CP dated December 3, 2007 of THE GOVERNMENT on FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENT AFFILIATED AGENCIES;
BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;
WHEREAS, DECREE NO. 13/2008/NĐ-CP dated February 4, 2008 on THE ORGANIZATION OF SPECIALIZED BODIES UNDER PROVINCE PEOPLE'S COMMITTEES AND DIRECTLY UNDERGOING CENTRAL MANAGEMENT CITY PEOPLE'S COMMITTEES;
WHEREAS, DECISION NO. 82/2004/QD-BNV dated November 17, 2004 of THE MINISTRY OF HOME AFFAIRS on THE ISSUE OF STANDARDS FOR DIRECTORS OF PROVINCE BOARDS AND EQUIVALENT POSITIONS UNDER PROVINCE PEOPLE'S COMMITTEES;
At the proposal of the Director of the Cadre and Civil Servant Department,
DECISION:
Article 1. ATTACHING HERETO ARE THE PROFESSIONAL AND VOCATIONAL STANDARDS FOR DIRECTORS AND DEPUTY DIRECTORS OF PROVINCE INFORMATION AND COMMUNICATION BOARDS.
Article 2. THE PROFESSIONAL AND VOCATIONAL STANDARDS AS SET OUT IN ARTICLE 1 SHALL BE THE BASIS FOR THE CHAIRMAN OF PROVINCE PEOPLE'S COMMITTEES AND DIRECTLY UNDERGOING CENTRAL MANAGEMENT CITY PEOPLE'S COMMITTEES TO IMPLEMENT PLANNING, TRAINING, DEVELOPMENT, EVALUATION, USE, AND APPOINTMENT OF DIRECTORS AND DEPUTY DIRECTORS OF PROVINCE INFORMATION AND COMMUNICATION BOARDS.
Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE.
Article 4. THE HEAD OF THE OFFICE, DIRECTOR OF THE CIVIL SERVICE DEPARTMENT, HEADS OF AGENCIES AND UNITS UNDER THE MINISTRY OF INFORMATION AND COMMUNICATION, PROVINCE PEOPLE'S COMMITTEES AND DIRECTLY UNDERGOING CENTRAL MANAGEMENT CITY PEOPLE'S COMMITTEES ARE RESPONSIBLE FOR ENFORCING THIS DECISION./.
