CIRCULAR
Prescribing the framework program for intermediate vocational education and the framework program for higher vocational education for five occupations:Framework for intermediate vocational programs and standard framework for higher vocational programs in certain occupations under the Mathematics and Statistics - Journalism and Information - Social Services - Environment and Environmental Protection groups

Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to Decree No. 186/2007/ND-CP dated December 25, 2007 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Labor, War Invalids and Social Affairs;
Pursuant to Decision No. 58/2008/QD-BLDTBXH dated September 6, 2008 of the Minister of Labor, War Invalids and Social Affairs promulgating regulations on the standard framework for intermediate vocational programs and the standard framework for higher vocational programs;
Pursuant to the results of the review by the Review Board and the proposal of the General Department of Vocational Training regarding the issuance of the standard framework for intermediate vocational programs and the standard framework for higher vocational programs for the occupations: Business Statistics; Administrative Clerical Work; Social Work; Occupational Safety and Health;
The Ministry of Labor, War Invalids and Social Affairs hereby stipulates the standard framework for intermediate vocational programs and the standard framework for higher vocational programs for the above occupations as follows:
Article 1. Scope of Regulation and Applicability:
This Circular stipulates the standard framework for intermediate vocational programs and the standard framework for higher vocational programs to be applied to public and private vocational training institutions (hereinafter referred to as vocational training establishments) that have registered to provide vocational training for the occupations specified in this Circular; the standard frameworks for intermediate vocational programs and higher vocational programs prescribed in this Circular are not mandatory for vocational training establishments with foreign investment capital.
Article 2. The standard framework prescribed in this Circular includes:
1. Standard framework for intermediate vocational programs and standard framework for higher vocational programs for the occupation "Business Statistics" (Annex 1);
2. Standard framework for intermediate vocational programs and standard framework for higher vocational programs for the occupation "Administrative Clerical Work" (Annex 2);
3. Standard framework for intermediate vocational programs and standard framework for higher vocational programs for the occupation "Social Work" (Annex 3);
4. Standard framework for intermediate vocational programs and standard framework for higher vocational programs for the occupation "Occupational Safety and Health" (Annex 4).
Article 3. Responsibilities for Developing Vocational Training Programs:
Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide vocational training for the occupations specified in this Circular shall organize the development, review, and approval of their vocational training programs.
Article 4. Implementation provisions:
1. This Circular takes effect 45 days from the date of signature;
2. Ministries, ministerial-level agencies, agencies under the Government, Political and Social Organizations, People's Committees of provinces and centrally governed cities, the General Department of Vocational Training, vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide intermediate vocational programs and higher vocational programs for the occupations specified in this Circular, and related units are responsible for implementing this Circular.
