Pursuant to Decree 185/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
Pursuant to Decree No. 112/2007/NĐ-CP dated June 26, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Physical Education and Sports;
Pursuant to Circular Joint 43/2008/TTLT-BVHTTDL-BNV dated June 6, 2008 of the Ministry of Culture, Sports and Tourism and the Ministry of Home Affairs guiding the functions, tasks, powers, and organizational structure of the Department of Culture, Sports and Tourism under the People's Committees of provinces and the Cultural and Information Departments under the People's Committees of districts;
The Ministry of Culture, Sports and Tourism promulgates the criteria for district, county, town, and provincial city cultural-sports centers (hereinafter referred to collectively as district-level cultural-sports centers) as follows:
Article 1. Scope of Regulation and Applicability
This Circular stipulates the criteria for district, county, town, and provincial city cultural-sports centers. Cultural-sports centers belonging to ministries, sectors, and armed forces; religious and belief establishments; specialized amusement and entertainment areas at the district level are not within the scope and subject to the application of this Circular.

Article 3. Implementation Organization
1. This Circular takes effect from March 1, 2011.
2. During implementation, if any issues arise or difficulties occur, please promptly report them to the Ministry of Culture, Sports and Tourism for study, supplementation, and appropriate revision.
