Regulations on the Framework Program for Intermediate Vocational Qualifications and Higher Vocational Qualifications

Pursuant to the Vocational Training Law dated November 29, 2006;

Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - Invalids and Social Affairs;

Pursuant to Decision No. 58/2008/QĐ-BLDTBXH dated September 6, 2008 of the Minister of Labor - Invalids and Social Affairs promulgating regulations on the framework program for intermediate vocational qualifications and higher vocational qualifications;

Pursuant to the results of the appraisal by the Appraisal Council and the proposal of the General Department of Vocational Training regarding the issuance of the framework program for intermediate vocational qualifications and higher vocational qualifications for the following occupations: Mine Drilling; Mine Electrical Equipment Repair; Tunnel Drilling; Metallurgical Equipment Repair; Mine Machinery Repair; Industrial Wastewater Treatment; Diesel Power Plant Operation; Optical and Radio Transmission Technology; Forging; Electro-Mechanical Technology;

The Ministry of Labor - Invalids and Social Affairs hereby stipulates the framework program for intermediate vocational qualifications and higher vocational qualifications for the above occupations as follows:

Article 1. Scope of Regulation and Objects of Application:

This Circular stipulates the framework program for intermediate vocational qualifications and higher vocational qualifications to be applied to public and private vocational training institutions (hereinafter referred to collectively as vocational training institutions) that have registered to provide vocational training for the occupations specified in this Circular;

The framework program for intermediate vocational qualifications and higher vocational qualifications stipulated in this Circular is not mandatory for vocational training institutions with foreign investment capital.

Article 2. The framework program prescribed in this Circular includes:

1. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Mine Drilling" (Annex 1).

2. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Mine Electrical Equipment Repair" (Annex 2).

3. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Tunnel Drilling" (Annex 3).

4. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Metallurgical Equipment Repair" (Annex 4).

5. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Mine Machinery Repair" (Annex 5).

6. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Industrial Wastewater Treatment" (Annex 6).

7. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Diesel Power Plant Operation" (Annex 7).

8. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Optical and Radio Transmission Technology" (Annex 8).

9. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Forging" (Annex 9).

10. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Electro-Mechanical Technology" (Annex 10).

Article 3. Responsibility for developing vocational training programs:

Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate-level colleges that have registered to conduct vocational training for the trades specified in this Circular shall organize the development, review, and approve the vocational training programs of their respective institutions.

Article 4. Implementation provisions:

1. This Circular takes effect from June 10, 2011.

2. The Ministries, ministerial-level agencies, governmental agencies, Political-Social Organizations, People's Committees of provinces and centrally governed cities, the General Department of Vocational Training, vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate-level colleges that have registered to conduct intermediate vocational training and higher vocational training for the trades specified in this Circular, and related units are responsible for implementing this Circular.
