The Minister of Public Security, the Minister of Health, and the Minister of Finance shall guide the implementation of health insurance for the relatives of officers, non-commissioned officers, and soldiers working in the People's Public Security Force as follows:
PART I
OBJECTS, CONTRIBUTION LEVELS, RESPONSIBILITY FOR CONTRIBUTIONS, AND BENEFIT LEVELS OF HEALTH INSURANCE

This Circular applies to the relatives of officers, non-commissioned officers in business affairs; officers, non-commissioned officers in technical professions working, studying within and outside the People's Public Security Force; non-commissioned officers, soldiers of the People's Public Security Force serving under fixed-term contracts as stipulated in Point b, Clause 16, Article 12 of the Health Insurance Law (hereinafter referred to as the relatives of officers, non-commissioned officers, and soldiers of the PPSF) participating in health insurance (excluding the relatives of officers, non-commissioned officers, and soldiers of the PPSF participating in health insurance in other groups according to the Government's regulations), including:
a) Father, mother; father, mother of spouse; legally recognized foster parent of oneself, spouse;
b) Spouse;

1. The monthly health insurance contribution (BHYT) for the relatives of officers, non-commissioned officers, and soldiers of the PPSF is equal to 4.5% of the national minimum wage and will be adjusted according to the roadmap prescribed by the Government.
2. The funding for the health insurance contributions for the relatives of officers, non-commissioned officers, and soldiers of the PPSF shall be guaranteed by the state budget as stipulated in Point d, Clause 1, Article 13 of the Health Insurance Law.
3. Based on the list of beneficiaries eligible for health insurance cards (as stipulated in Clause 2, Article 4 of this Circular), the personnel organization agency shall coordinate with the finance agency at the same level to report to the head of the public security unit and transfer funds to the social insurance agency issuing the health insurance card. The health insurance contribution funds shall be transferred at the beginning of each year's first quarter, at least equal to 85% of the annual contribution level.

1. The scope of benefits and benefit levels of those participating in health insurance as stipulated in Article 1 of this Circular shall be implemented according to the provisions of the Health Insurance Law and Decree No. 62/2009/ND-CP dated July 27, 2009 of the Government detailing and guiding the implementation of certain articles of the Health Insurance Law and the relevant guidance documents for each group.
2. When participants in health insurance go to medical facilities that have not signed a health insurance examination and treatment contract; do not have the required procedures or seek medical treatment abroad, the person holding the health insurance card shall pay the costs directly to the medical facility and be reimbursed according to the provisions of Articles 8 and 9 of the Joint Circular No. 09/2009/TTLT-BYT-BTC dated August 14, 2009 of the Ministry of Health and the Ministry of Finance guiding the implementation of health insurance (hereinafter referred to as Joint Circular No. 09/2009/TTLT-BYT-BTC).
3. Rehabilitation treatment benefits shall be carried out according to the provisions of Circular No. 11/2009/TT-BYT dated August 14, 2009 of the Ministry of Health promulgating the List of rehabilitation techniques and average cost per treatment session for some diseases and disease groups covered by the health insurance fund. Early screening diagnosis benefits for some diseases shall be carried out according to the guidelines of the Ministry of Health.
4. Participants in health insurance as stipulated in Article 1 of this Circular who belong to multiple benefit levels shall be issued a health insurance card with the highest benefit level.
5. The health insurance fund shall not cover the costs of medical examinations and treatments for cases specified in Article 23 of the Health Insurance Law.
Chapter II
HEALTH INSURANCE CARD
Article 4. Documents for Issuing Health Insurance Cards
1. Declaration form (according to Model No. 01 issued together with this Circular) of officers, non-commissioned officers, and soldiers of the People's Internal Affairs Force regarding eligible dependents for health insurance benefits.
2. List (according to Model No. 02 issued together with this Circular) attached with the data file requesting issuance of health insurance cards for dependents of officers, non-commissioned officers, and soldiers of the People's Internal Affairs Force.

The Social Insurance of provinces and centrally-administered cities where the General Departments, Commands, Bureaus, Institutes... under the Ministry of Public Security, provincial and centrally-administered city-level public security organs, and provincial-level Fire Prevention and Fighting Services (hereinafter referred to collectively as public security units and localities) shall issue health insurance cards for dependents of officers, non-commissioned officers, and soldiers of the People's Internal Affairs Force upon receipt of the application documents.
2. Time for declaration, preparation of documents for issuing health insurance cards:
a) In October each year, public security units and localities shall guide officers, non-commissioned officers, and soldiers of the People's Internal Affairs Force to declare, review, compile, and submit lists to the local social insurance for those who will receive health insurance cards before December 31 and enjoy health insurance benefits from January 1 of the following year;
b) Within the first 15 days of the last month of each quarter, public security units and localities shall guide supplementary declarations, reviews, compilations, and submission of lists to the local social insurance for those who will receive health insurance cards before the end of that month and enjoy health insurance benefits from the first day of the next month;
3. Public security units and localities shall send a letter requesting the local social insurance to issue health insurance cards for dependents of officers, non-commissioned officers, and soldiers of the People's Internal Affairs Force, accompanied by the list according to Model No. 02 issued together with this Circular.
4. The local social insurance shall implement printing and issuing health insurance cards for dependents of officers, non-commissioned officers, and soldiers of the People's Internal Affairs Force within ten working days from the date of receiving complete documents as stipulated in Article 4 of this Circular.
5. The object code and benefit code of the insured participating in health insurance shall be implemented according to the guidance of the Vietnam Social Insurance.

1. Twelve (12) months for dependents of officers and non-commissioned officers in business and technical professions.
2. Thirty-six (36) months for dependents of non-commissioned officers and soldiers serving on a fixed term in the People's Internal Affairs Force.
The validity period of the health insurance card may be extended when there is a decision by the competent authority to extend the service period of non-commissioned officers and soldiers serving on a fixed term in the People's Internal Affairs Force, but not exceeding the remaining service period of such non-commissioned officers and soldiers.

1. Reissuing and exchanging health insurance cards shall be carried out as follows:
a) Reissue the health insurance card in case it is lost;
b) Exchange the health insurance card in case: The card is torn, damaged, or broken; change of initial medical examination and treatment registration place; change of benefit code or incorrect information recorded on the card.
2. Documents and procedures for reissuing and exchanging health insurance cards:
a) Officers, non-commissioned officers, and soldiers of the People's Internal Affairs Force whose dependents need to reissue or exchange health insurance cards shall submit a request form (according to Model No. 03 issued together with this Circular) to public security units and localities;
b) Public security units and localities shall send a letter requesting, accompanied by a list, copies of related documents concerning changes in benefit levels, changes in information on the card, and the old health insurance card (except in cases of loss) to the local social insurance that issued the card initially;
c) Within seven working days from the date of receiving complete documents, the local social insurance shall reissue the health insurance card.
During the waiting period for reissuing or exchanging the card, the person holding the card still enjoys the rights of a health insurance participant.
Exchanging the health insurance card due to a change in the initial medical examination and treatment registration place shall be carried out in the last 15 days of the last month of each quarter. In cases of reissuing due to loss of the health insurance card, the information cannot be changed compared to the first-issued card.
The health insurance card number remains unchanged in all cases of reissuing and exchanging the card.
3. Costs for reissuing and exchanging health insurance cards shall be implemented according to the provisions of Circular No. 19/2010/TT-BTC dated February 3, 2010, of the Ministry of Finance on the level of fees, collection, payment, management, and use of fees for reissuing and exchanging health insurance cards.
4. In cases where the holder of a health insurance card leaves the card at a medical facility, the reissuing of the card and the collection of fees for reissuing the card shall be guided and implemented by the Vietnam Social Insurance.
Chapter III
ORGANIZATION OF MEDICAL EXAMINATION AND TREATMENT AND PAYMENT FOR MEDICAL EXPENSES
Article 8. Registration for initial medical examination and treatment
Officers, non-commissioned officers, and soldiers of the People's Public Security Forces choose and register for initial medical examination and treatment for their dependents who fall under the categories specified in Article 1 of this Circular at one of the most suitable and convenient healthcare facilities according to the provisions of Section II of Circular No. 10/2009/TT-BYT dated August 14, 2009, issued by the Ministry of Health guiding the registration for initial medical examination and treatment and referral for health insurance medical examination and treatment (hereinafter referred to as Circular No. 10/2009/TT-BYT).

Article 9. Referral
1. Individuals with health insurance cards may undergo medical examination and treatment at the registered initial health insurance medical examination and treatment facility and be referred for medical examination and treatment based on the severity of their illness, in accordance with the scope of expertise within the most convenient healthcare system.
2. The referral for medical examination and treatment shall be carried out in accordance with the provisions of Article 8, Section III of Circular No. 10/2009/TT-BYT.

Article 10. Advance payment, settlement, and cost
1. The temporary advance payment, settlement, and final accounting of funds for medical examination and treatment for the dependents of officers, non-commissioned officers, and soldiers of the People's Public Security Forces shall be implemented by the local Social Insurance Fund in accordance with the provisions of Joint Circular No. 09/2009/TTLT-BYT-BTC.

Article 12. Propaganda and dissemination
1. Propaganda and disseminate the health insurance regime, policies, and laws for the dependents of officers, non-commissioned officers, and soldiers of the People's Public Security Forces to officers, non-commissioned officers, and soldiers of the People's Public Security Forces. Guide the declaration and registration of initial health insurance medical examination and treatment facilities to ensure the accuracy of the beneficiaries of health insurance including factors such as: surname, middle name, given name; month and year of birth; place of residence; initial health insurance medical examination and treatment facility.
3. Implement or delegate subordinate units to pay health insurance premiums for the dependents of officers, non-commissioned officers, and soldiers of the People's Public Security Forces in accordance with the laws on health insurance at the local Social Insurance Fund where the unit is stationed (including dependents with permanent residence registration and those who have registered for initial medical examination and treatment at healthcare facilities in other provinces or centrally-administered cities).
4. Receive and deliver health insurance cards to officers, non-commissioned officers, and soldiers of the People's Public Security Forces to send to their dependents. In cases where officers, non-commissioned officers, and soldiers of the People's Public Security Forces are working in remote areas, border regions, islands, or are on special assignment or studying abroad, public security units and localities are responsible for directly delivering health insurance cards to the dependents of officers, non-commissioned officers, and soldiers of the People's Public Security Forces.
5. By June each year, submit the budget estimate for implementing health insurance for the next year for the dependents of officers, non-commissioned officers, and soldiers of the People's Public Security Forces to the Finance Department, Ministry of Public Security.
6. By November each year, terminate contracts and settle the health insurance premium paid for the dependents of officers, non-commissioned officers, and soldiers of the People's Public Security Forces for the year signed with the local Social Insurance Fund to implement health insurance for the dependents of officers, non-commissioned officers, and soldiers of the People's Public Security Forces for the following year. At the same time, report to the Finance Department, Ministry of Public Security and the Social Insurance Fund of the People's Public Security Forces on the results of implementing health insurance for the year according to Form No. 04 attached to this Circular.

Article 13. Declaration
1. When the dependents of officers, non-commissioned officers, and soldiers of the People's Public Security Forces, who fall under the categories specified in Article 1 of this Circular, need to apply for a health insurance card, the officers, non-commissioned officers, and soldiers of the People's Public Security Forces are responsible for accurately declaring the information of their dependents according to Form No. 01 attached to this Circular, submitting it to the unit they are currently working for or the unit managing and paying salaries or allowances; choosing to register for initial health insurance medical examination and treatment facilities in accordance with Article 8 of this Circular and bearing responsibility for the truthfulness of the declaration.
2. Each dependent falling under the categories specified in Article 1 of this Circular can only be issued one health insurance card. If a dependent has multiple officers, non-commissioned officers, and soldiers (Police; Military or personnel engaged in confidential work), they will also only be issued one health insurance card, the declaration and application for issuance of the health insurance card shall be carried out as follows:
a) The person living with the officer, non-commissioned officer, or soldier of the People's Public Security Forces is responsible for declaring.
b) If a dependent has both parents who are officers, non-commissioned officers, or soldiers of the People's Public Security Forces, the mother is responsible for declaring.

d) Have the health insurance organization settle the costs of medical examination and treatment according to the health insurance regime;
e) Request the health insurance organization, health insurance medical examination and treatment facility, and relevant agencies to explain and provide information about the health insurance regime;
2. Responsibilities:
a) Use the health insurance card for its intended purpose and not lend it to others;
b) Comply with the provisions set forth in Article 28 of the Health Insurance Law when seeking medical examination and treatment;
c) Adhere to the regulations and guidance provided by the health insurance organization at the medical examination and treatment facility when seeking medical examination and treatment;
d) Pay for medical examination and treatment costs to the medical examination and treatment facility outside of the portion covered by the health insurance fund.

1. Advise the Government on the implementation of health insurance policies for the dependents of officers, non-commissioned officers, and soldiers of the People's Police Force.
2. Direct healthcare facilities to provide health care and organize medical examinations and treatments for the dependents of officers, non-commissioned officers, and soldiers of the People's Police Force who have health insurance cards in accordance with the law.

If the organization submits the dossier directly to the State Bank of Vietnam (Department of Foreign Exchange Management) and the photocopies are not certified photocopies, photocopies from original books, or photocopies confirmed by the organization, the organization must present the original documents for comparison. The person comparing the dossier must sign confirmation on the photocopy and bear responsibility for its accuracy compared to the original.
1. Direct, guide, and inspect local social insurance agencies to implement health insurance for the dependents of officers, non-commissioned officers, and soldiers of the People's Police Force in accordance with the law on health insurance.
2. Direct local social insurance agencies to provide lists of healthcare facilities that have contracts for initial medical examinations and treatments to local social insurance agencies to notify police units and localities to register for initial medical examinations and treatments for dependents.

1. This Joint Circular shall take effect from October 26, 2012.
2. Repeal Circular No. 02/2006/TT-BCA dated February 8, 2006, of the Ministry of Public Security guiding the procedures for establishing files and issuing health insurance cards for the dependents of officers working in the People's Police Force; Article 3 and Article 9 of the Joint Circular No. 05/2011/TTLT-BCA-BTC dated August 2, 2011, of the Ministry of Public Security and the Ministry of Finance guiding the implementation of benefits and policies for the dependents of non-commissioned officers and soldiers serving on a fixed-term basis in the People's Police Force; Circular No. 3115/BCA-X11 dated December 28, 2009, guiding the issuance of health insurance cards for the dependents of officers, non-commissioned officers, and soldiers of the People's Police Force in 2010.
During the process of implementation, if there are any difficulties, relevant ministries, sectors, police units and localities, and local social insurance agencies should report to the Ministry of Public Security (through the Social Insurance Agency of the People's Police Force) for the Ministry of Public Security to coordinate with the relevant ministries for consideration and resolution./.
