the Framework Program for Higher Vocational Education Levels for 12 occupations in the Engineering Technology Group

Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to Decree No. 106/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, War Invalids and Social Affairs;
Pursuant to Decision No. 58/2008/QĐ-BLDTBXH dated September 6, 2008 of the Minister of Labor, War Invalids and Social Affairs promulgating regulations on the Framework Program for Intermediate Vocational Education Levels and the Framework Program for Higher Vocational Education Levels;
Considering the proposal of the General Director of the Vocational Training Administration,
The Minister of Labor, War Invalids and Social Affairs hereby issues this Circular stipulating the Framework Program for Intermediate Vocational Education Levels and the Framework Program for Higher Vocational Education Levels for 12 occupations in the Engineering Technology Group as follows:
Article 1. Attached to this Circular are the Framework Program for Intermediate Vocational Education Levels and the Framework Program for Higher Vocational Education Levels for the following occupations: Die Making; Construction Machinery Operation; Crane Operation; Process Piping Fabrication; Refrigeration Equipment Installation; Motorcycle Repair and Assembly; Textile Machine Repair; Automation Equipment Repair; Construction Electrical Equipment Repair; Railway Locomotive Electrical Systems; Live Electrical Transmission Line Maintenance; Peripheral and Terminal Equipment Technology to be applied to vocational colleges, intermediate vocational colleges, universities, higher vocational colleges, and private and public specialized intermediate vocational colleges that have registered to teach these occupations (hereinafter referred to collectively as vocational training institutions), but not mandatorily applied to vocational training institutions with foreign investment capital.
1. The Framework Program for Intermediate Vocational Education Level and the Framework Program for Higher Vocational Education Level for the occupation "Die Making" (Annex 1).
2. The Framework Program for Intermediate Vocational Education Level for the occupation "Construction Machinery Operation" (Annex 2).
3. The Framework Program for Intermediate Vocational Education Level for the occupation "Crane Operation" (Annex 3).
4. The Framework Program for Intermediate Vocational Education Level and the Framework Program for Higher Vocational Education Level for the occupation "Process Piping Fabrication" (Annex 4).
5. The Framework Program for Intermediate Vocational Education Level and the Framework Program for Higher Vocational Education Level for the occupation "Refrigeration Equipment Installation" (Annex 5).
6. The Framework Program for Intermediate Vocational Education Level for the occupation "Motorcycle Repair and Assembly" (Annex 6).
7. The Framework Program for Intermediate Vocational Education Level and the Framework Program for Higher Vocational Education Level for the occupation "Textile Machine Repair" (Annex 7).
8. The Framework Program for Intermediate Vocational Education Level and the Framework Program for Higher Vocational Education Level for the occupation "Automation Equipment Repair" (Annex 8).
9. The Framework Program for Intermediate Vocational Education Level and the Framework Program for Higher Vocational Education Level for the occupation "Construction Electrical Equipment Repair" (Annex 9).
10. The Framework Program for Intermediate Vocational Education Level and the Framework Program for Higher Vocational Education Level for the occupation "Railway Locomotive Electrical Systems" (Annex 10).
11. The Framework Program for Intermediate Vocational Education Level and the Framework Program for Higher Vocational Education Level for the occupation "Live Electrical Transmission Line Maintenance" (Annex 11).
12. The Framework Program for Intermediate Vocational Education Level and the Framework Program for Higher Vocational Education Level for the occupation "Peripheral and Terminal Equipment Technology" (Annex 12).
Article 2. In accordance with the provisions of this Circular, the principals of vocational training institutions that have registered to teach the occupations specified in this Circular shall organize the development, review, and approval of their vocational education programs.
Article 3. This Circular takes effect from July 12, 2014. Ministries, ministerial-level agencies, governmental agencies, political-social organizations, provincial People's Committees, the General Department of Vocational Training, vocational training institutions that have registered to provide Intermediate Vocational Education Levels and Higher Vocational Education Levels for the 12 occupations specified in this Circular, and related units are responsible for implementing this Circular./.
