Pursuant to the Law 17 provides for the functions, duties, and organizational structure of the General Inspectorate; of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade; year 2014;

Chapter I

GENERAL PROVISIONS

2. The staff member receiving the application shall compare the information in the citizen's application file with the information in the National Population Database and the Citizen Identification Card Database and handle as follows:无效ealth

These Circulars stipulate the principles and procedures for issuing, replacing, and reissuing citizen identity cards.

Article a) In cases where the application file meets the requirements, it shall be handled as provided for in Article 5 of this Circular.nationalThe amount of fees collected for food safety and hygiene work shall be implemented according to the schedule of fees attached to this Circular.

Once fully supplemented, it shall be handled as provided for in Article 5 of this Circular.

2. Public security units and localities.

c) In cases where the comparison shows that the requirements are not met, the application file shall be returned to the citizen and the reason shall be clearly stated on the Citizen Identification Card Application Form.

Article d) In cases where the citizen has no information in the National Population Database, they shall be required to present valid documents regarding the information needed to be recorded in the Citizen Identification Card Application Form for verification. 1. Collect the Identity Card, cut the corner, and return it to the citizen (if applicable); collect the Citizen Identification Card in the case of renewing the Citizen Identification Card.

2. Enter information about the type of Citizen Identification Card issued (issuance, renewal, reissuance), personal information, and distinguishing features of the citizen.

3. Collect fingerprints of the citizen: Collect fingerprint clusters of the four fingers of the right hand; fingerprint clusters of the four fingers of the left hand; fingerprints of the two thumbs.

Chapter II

PROCEDURES FOR ISSUING, REPLACING, AND REISSUING CITIZEN IDENTITY CARDS

In cases where it is not possible to collect all ten fingerprints of the citizen, describe and enter information about the uncollectable fingerprints.

4. Take a portrait photograph of the citizen.

5. Print the Citizen Identification Card Information Collection Receipt, transfer it to the citizen for checking, signing, and clearly stating their name. The staff member collecting information checks, signs, and clearly states their name on the receipt.

6. In cases where the citizen adjusts the information compared to the previous application for the issuance, renewal, or reissuance of the Citizen Identification Card or the information in the National Population Database and the Citizen Identification Card Database, the basis and content of the adjustment must be entered and the Citizen Identification Card Information Adjustment Receipt printed, transferred to the citizen for checking, signing, and clearly stating their name. The staff member collecting information signs, clearly states their name on this receipt, and retains it in the application file for the issuance, renewal, or reissuance of the Citizen Identification Card.

7. Collect fees for the renewal or reissuance of the Citizen Identification Card as prescribed.

8. Provide the citizen with a notice of the result delivery date for the issuance, renewal, or reissuance of the Citizen Identification Card.

9. The staff member responsible for collecting information at the end of the shift or day shall hand over the application file for the issuance, renewal, or reissuance of the Citizen Identification Card to the staff member responsible for sorting the application files for the issuance, renewal, or reissuance of the Citizen Identification Card.

3. Approving search files:

a) At the Police Department of Districts, Cities, and Provincial Cities (hereinafter referred to as the Police Department of Districts):

- In cases where it is necessary to search within the province or centrally governed city, the Head of the Administrative Management Police Squadron shall approve the search files and send them to the Citizen Identification Card Archive Squadron under the Administrative Management Police Squadron for searching.

- In cases where it is necessary to search outside the province or centrally governed city, the Chief of the Police Department of Districts shall transfer the search files to the Administrative Management Police Squadron in the area where the search is required.

- In cases where it is necessary to search within the province or centrally governed city, the Head of the Registration and Residence Management Squadron; Issuance and Management of Citizen Identification Cards (Identity Cards) and Travel Documents or the Head of the Issuance and Management of Citizen Identification Cards (Identity Cards) and Travel Documents (hereinafter referred to as the Head of the Citizen Identification Card Squadron) shall transfer the search files to the Citizen Identification Card Archive Squadron under the Administrative Management Police Squadron for searching.

8. Staff responsible for collecting information at the end of their shift or session shall hand over the application files for issuing, replacing, or reissuing Citizen Identification Cards to staff responsible for classifying such application files.

Article 6. 5. 3. Approval of retrieval files:

a) At the Public Security Department of district, city district, town, or provincial city (hereinafter referred to as the Public Security Department of district level):

- In cases where retrieval is required within the province or centrally governed city, the Head of the Administrative Management Police Team shall approve the retrieval file and send it to the Citizen Identification Card Archive Team under the Administrative Management Police Department for retrieval.

- In cases where retrieval is required outside the province or centrally governed city, the Head of the Public Security Department of district level shall transfer the retrieval file to the Administrative Management Police Department where the retrieval is needed.

b) At the Administrative Management Police Team for Social Order:

- In cases where retrieval is required within the province or centrally governed city, the Head of the Registration and Residency Management Team, Citizen Identification Card (ID card) issuance and management team, or other travel documents, or the Head of the Citizen Identification Card (ID card) issuance and management team, and other travel documents (hereinafter collectively referred to as the Head of the Citizen Identification Card Team) shall transfer the retrieval file to the Citizen Identification Card Archive Team under the Administrative Management Police Department for retrieval.

- In cases where it is necessary to search for stored records outside the province or centrally governed city, the Head of the Administrative Police Department for Social Order Management shall transfer the required search files to the Administrative Police Department for Social Order Management of the provincial or centrally governed city police force (hereinafter referred to as the provincial-level police force) where the search is needed.

c) At the National Citizen Identification Center: The Director of the National Citizen Identification Center shall transfer the required search files to the Administrative Police Department for Social Order Management where the search is needed.

4. The unit receiving the search request shall be responsible for conducting the search according to the content and deadline of the search and sending the search results to the requesting unit.

5. Upon receiving the search results, they must compare and contrast with the information in the application file for issuing, replacing, or reissuing the Citizen Identification Card and handle as follows:

a) In cases where it is determined that the citizen's information is appropriate, proceed according to the provisions of Article 7 of this Circular.

b) In cases where it is determined that the citizen's information is inappropriate, take verification and handling measures as prescribed and require the citizen to resubmit the application file according to general regulations.

Article 7. Processing and Approving Application Files for Issuing, Replacing, and Reissuing, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPCitizen Identification Cards Citizen Identification Card Citizen identification cards

1. At the Provincial-Level Police Force

a) The staff assigned to classify application files for issuing, replacing, or reissuing the Citizen Identification Card shall classify the files as either eligible or ineligible, and prepare a proposal for the Head of the Administrative Police Department for Social Order Management.

b) The Head of the Administrative Police Department for Social Order Management shall review the eligible files and report to the Head of the Provincial-Level Police Force; for the ineligible files, notify the citizen in writing.

c) The Head of the Provincial-Level Police Force shall review the file processing results and approve the eligible application files for issuing, replacing, or reissuing the Citizen Identification Card.

d) After the application files have been approved by the Head of the Provincial-Level Police Force, the Head of the Administrative Police Department for Social Order Management shall submit the electronic data requesting issuance, replacement, or reissuance of the Citizen Identification Card to the Administrative Police Department for Social Order Management.

2. At the Administrative Police Department for Social Order Management:

a) For the electronic data on issuing, replacing, or reissuing the Citizen Identification Card transferred from the Provincial-Level Police Force, follow the provisions of Article 8 of this Circular.

b) For the application files for issuing, replacing, or reissuing the Citizen Identification Card directly received by the Administrative Police Department for Social Order Management, handle as follows:

- The staff assigned to classify application files for issuing, replacing, or reissuing the Citizen Identification Card shall classify the files as either eligible or ineligible, and prepare a proposal for the Head of the Citizen Identification Card Team.

- The Head of the Citizen Identification Card Team shall review the eligible files and report to the Head of the Administrative Police Department for Social Order Management; for the ineligible files, notify the citizen in writing.

c) The Head of the Administrative Police Department for Social Order Management shall review the file processing results and approve the eligible application files for issuing, replacing, or reissuing the Citizen Identification Card.

d) After the application files have been approved by the Head of the Administrative Police Department for Social Order Management, the Head of the Citizen Identification Card Team shall follow the provisions of Clause 2 of Article 8 of this Circular.

3. At the National Citizen Identification Center:

a) For the electronic data on issuing, replacing, or reissuing the Citizen Identification Card transferred from local police forces, follow the provisions of Article 9 of this Circular.

b) For the application files for issuing, replacing, or reissuing the Citizen Identification Card directly received by the National Citizen Identification Center, handle as follows:

- The staff assigned to classify application files for issuing, replacing, or reissuing the Citizen Identification Card shall classify the files as either eligible or ineligible, and prepare a proposal for the Director of the National Citizen Identification Center.

- The Director of the National Citizen Identification Center shall review the file processing results and approve the eligible application files for issuing, replacing, or reissuing the Citizen Identification Card; for the ineligible files, notify the citizen in writing.

- After the application files have been approved by the Director of the National Citizen Identification Center, follow the provisions of Article 9 of this Circular.

Article 8. Staff receiving and processing electronic data for application, issuance, or reissuance of Citizen Identity Cards shall perform as follows:

1. Compare fingerprints in the electronic data for application, issuance, or reissuance of Citizen Identity Cards with fingerprints in the Citizen Identity Card Database:

a) If the fingerprints belong to the person applying for, replacing, or reissuing the Citizen Identity Card, then proceed according to the provisions of Clause 2 of this Article.đổ b) In cases where the fingerprints do not belong to the person applying for, replacing, or reissuing the Citizen Identity Card, prepare a report to the Director of the National Citizen Identity Card Center to propose the Director of the Registration and Population Data Management Bureau return the electronic data to the place where the application was received for handling according to the provisions of points b, d of Clause 2 of Article 4 of this Circular. is a document or information successfully sent, received, and stored on the System, including: 2. b) In cases where the conditions for issuing, replacing, or reissuing Citizen Identity Cards are not met, proceed according to the provisions of point b of Clause 1 of this Article.

Article 10. Approval for issuance, replacement, reissuance and printing of complete Citizen Identity Cards

1. The Director of the Registration and Population Data Management Bureau approves the issuance, replacement, or reissuance of Citizen Identity Cards.

2. The date of issuance, replacement, or reissuance of Citizen Identity Cards is the date when the Director of the Registration and Population Data Management Bureau approves the issuance, replacement, or reissuance of Citizen Identity Cards.

3. The Director of the National Citizen Identity Card Center organizes the printing of complete Citizen Identity Cards after approval.

Article 11. Return of Citizen Identity Cards and handling of issuance, replacement, reissuance of Citizen Identity Cards

1. a) Return Citizen Identity Cards to the place where the application for issuance, replacement, or reissuance of Citizen Identity Cards was made;

b) Return the result data of the issuance, replacement, or reissuance of Citizen Identity Cards to the Administrative Police Department for Order and Social Security., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPc) Transfer citizen data to the National Population Database Center as prescribed.无效2. b) Returning Citizen Identity Cards, issuing confirmation papers for ID numbers (if applicable) to citizens.

For citizens who have registered to receive Citizen Identity Cards at a requested address, hand over Citizen Identity Cards and confirmation papers for ID numbers (if applicable) to the service provider for delivery to citizens.c) Transfer the application file for issuance, replacement, or reissuance of Citizen Identity Cards to the archive of the Citizen Identity Card Office where the citizen has registered permanent residence as prescribed.policies2- The information does not belong to the priority list of warning signs.n l handling the issuance, replacement, or reissuance of Citizen Identification Cards: Camendn cconcerning the classification and determination of state management authority in the field of crop production1. Return the Citizen Identification Card to the place where the issuance, replacement, or reissuance procedures were conducted;

1. The National Citizen Identification Center shall be responsible for:

b) Provide the data results of the issuance, replacement, or reissuance of Citizen Identification Cards to the Administrative Management Police Department.

c) Transfer citizen data to the National Population Database Center in accordance with regulations.

2. The Administrative Management Police Department shall receive and update the data results of the approval of the issuance, replacement, or reissuance of Citizen Identification Cards returned for management in accordance with regulations and return the data results of the approval of the issuance, replacement, or reissuance of Citizen Identification Cards to the place where the procedures were conducted.

3. The place conducting the issuance, replacement, or reissuance of Citizen Identification Cards shall be responsible for:

b) Returning the Citizen Identification Card and issuing a confirmation number for the ID card (if applicable) to the citizen.

For citizens who have requested delivery of the Citizen Identification Card to a specified address, hand over the Citizen Identification Card and the confirmation number for the ID card (if applicable) to the service provider for delivery to the citizen.

c) Transfer the application files for the issuance, replacement, or reissuance of Citizen Identification Cards to the Citizen Identification Card archive at the citizen's registered residence in accordance with regulations.

c) For other areas, within 5 working days, counted from the date of receiving all application materials for issuing, amending, and reissuing citizen identification cards.

2. At the Provincial Public Security Office:

a) For electronic data transferred from the district-level Public Security Office, within the same day for issuing and amending and 2 working days for reissuing, counted from the date of receiving all electronic data, the Provincial Public Security Office must complete the processing and transfer of electronic data to the National Citizen Identification Center.

b) For applications received by the Administrative Management Police Department, within 2 working days, counted from the date of receiving the application, must complete the processing and transfer of electronic data to the National Citizen Identification Center.

3. At the Registration and Residency Management Bureau and National Population Data Center:

a) For electronic data transferred from the Provincial Public Security Office, within 2 working days for issuing and amending and 5 working days for reissuing, counted from the date of receiving all electronic data, the Registration and Residency Management Bureau and National Population Data Center must complete the processing, approval, and full printing of the citizen identification card.

b) For applications received by the National Citizen Identification Center, within 4 working days, counted from the date of receiving all application materials, must complete the processing, approval, and full printing of the citizen identification card.

c) Within 3 working days, counted from the date of completing the full printing of the citizen identification card, the citizen identification card must be delivered back to the place where the application for issuing, amending, or reissuing the citizen identification card was made.

This Circular takes effect from April 20, 2016, and replaces Circular No. 07/2014/TT-BCA dated February 13, 2014, issued by the Minister of Public Security on the procedures for issuing, amending, and reissuing identity cards.
