Issuing Regulations on Management of Ministry-Level Scientific and Technological Research Topics

Pursuant to the Higher Education Law on June 18, 2012;
Pursuant to the Law on Science and Technology dated June 18, 2013;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 08/2014/NĐ-CP dated January 27, 2014 of the Government detailing and guiding the implementation of certain provisions of the Law on Science and Technology;
Considering the proposal of the Director of the Department of Science, Technology, and Environment,
The Minister of Education and Training issues this Circular to promulgate Regulations on Management of Ministry-Level Scientific and Technological Research Topics of the Ministry of Education and Training.
Article 1. These Regulations are promulgated together with this Circular.
Article 2. This Circular takes effect from May 27, 2016 and replaces Circular No. 12/2010/TT-BGDĐT dated March 29, 2010 issued by the Minister of Education and Training on Regulations on Management of Ministry-Level Scientific and Technological Research Topics of the Ministry of Education and Training.
Article 3The Heads of the Office, the Department of Science, Technology and Environment, heads of units under the Ministry of Education and Training, Directors of regional universities, Rectors of universities and colleges, Directors of research institutes, Directors of scientific research centers, and related individuals are responsible for implementing this Circular.
