CIRCULAR

Regulations on uniforms, insignia, rank badges, nameplates, animal quarantine cards

Pursuant to the Law on Animal Health dated June 19, 2015;

BASED ON THE DECREE NO. 199/2013/NĐ-CP OF NOVEMBER 26, 2013 OF THE GOVERNMENT PROVIDING FOR THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT;

At the proposal of the Director of the Department of Animal Health,

The Minister of Agriculture and Rural Development issues Circular stipulating uniforms, insignia, rank badges, nameplates, animal quarantine cards 

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

2. Applicability:

This Circular stipulates the regulations on uniforms, insignia, rank badges, nameplates, animal quarantine cards, and the issuance and usage thereof.

This Circular applies to individuals engaged in animal quarantine work, slaughterhouse inspection, veterinary sanitary inspection of animals and animal products (hereinafter referred to collectively as animal quarantine officers).

Article 2. Purpose of Use

1. The animal quarantine insignia shall be printed on certain types of documents, forms, specialized working tools, souvenirs, and other symbols of the sector; it shall be attached to the peaked cap and soft cap; or a portion of the insignia (two ears of rice, anchor, swallowtail, cross) may be attached to the animal quarantine badge.

2. The animal quarantine insignia shall be attached to the peaked cap and soft cap.

3. The animal quarantine badge shall be worn on the collar of the animal quarantine uniform.

4. The animal quarantine rank badge shall be worn on the shoulder of the animal quarantine uniform to distinguish the positions of leaders at various levels of authorized animal health agencies and professional staff.

5. The animal quarantine uniform includes: shirt, pants (spring-summer, autumn-winter), peaked cap, soft cap, tie (cravat), belt, shoes, raincoat, file folder.

6. The animal quarantine nameplate shall bear the name and number of the animal quarantine officer and shall be worn on the left chest.

7. The animal quarantine card shall be issued by the Director of the Department of Animal Health for use and presentation when necessary during the performance of duties and powers of the animal quarantine officer.

Chapter II

INSIGNIA, RANK BADGES, BADGES,

ANIMAL QUARANTINE RANK BADGES

Article 3. Animal Quarantine Insignia

The animal quarantine insignia (Figure 1 in Appendix I promulgated together with this Circular) is a circular frame in yellow, with a bright red background; inside there are two golden ears of rice, below which are two golden rings connecting the two ears of rice, with a dark slate blue background, within which is the acronym KDĐV (short for KIỂM DỊCH ĐỘNG VẬT) in gold; in the center is a golden anchor; above the anchor is a golden swallowtail; above the swallowtail is a dark slate blue cross within a white circle.

Article 4. Rank Badge

1. The rank badge attached to the peaked cap (Figure 2 in Appendix I promulgated together with this Circular) consists of a double pine branch made of metal with a silver-white color encircling the raised animal quarantine insignia in a circular shape with a diameter of 35mm and a height of 5mm.

2. The rank badge attached to the soft cap (Figure 3 in Appendix I promulgated together with this Circular) is the raised animal quarantine insignia in a circular shape with a diameter of 29mm and a height of 3mm.

Article 5. Animal Quarantine Badge

1. A part of the animal quarantine insignia attached to the animal quarantine badge (Figure 4 in Appendix I promulgated together with this Circular) includes a golden anchor; above the anchor is a golden swallowtail; in the center are two golden ears of rice surrounding a golden circle, within which is a dark slate blue cross.

2. The animal quarantine badge attached to the collar of the uniform (Figure 5 in Appendix I promulgated together with this Circular) has a parallelogram shape with acute angles of 45 degrees and obtuse angles of 135 degrees, a length of 75mm, and a height of 32mm; the background is dark slate blue; in the center is a part of the animal quarantine insignia as prescribed in Clause 1 of this Article, made of raised metal.

Article 6. Issuing animal quarantine insignias

1. Basic insignia:

a) A standing trapezoid shape with a border, one end flat and the other pointed at the tip, height 130 mm, larger base 45mm; smaller base 40 mm together with the base of an equilateral triangle with a height of 10 mm (Figure 8 in Appendix II issued along with this Circular);

b) The insignia button (Figure 6 in Appendix II issued along with this Circular) made of metal, diameter 15 mm with a raised five-pointed star in the center, height 5mm; it is attached to the pointed end of the insignia;

c) Stripes of the insignia made of metal, length 44mm, width 4mm, attached on the larger base foundation of the insignia to distinguish different ranks of animal quarantine staff;

d) A five-pointed star on the insignia background (Figure 7 in Appendix II issued along with this Circular) made of metal, raised; size 15 mm, height 5mm. The star is attached in a straight vertical row in the middle of the insignia to indicate leadership positions in animal quarantine agencies at various levels.

2. Insignia regulations for each level:

a) Professional and technical staff: Basic insignia with a yellow border, insignia background color dark slate blue (same color as the animal quarantine badge worn on the shoulder), insignia button and horizontal stripes (─) or horizontal wavy stripes (<) in yellow;

Technical inspector rank (Figure 9 in Appendix II issued along with this Circular) has one yellow wavy stripe attached;

Animal quarantine inspector rank (Figure 10 in Appendix II issued along with this Circular) has one yellow horizontal stripe attached;

Senior animal quarantine inspector rank (Figure 11 in Appendix II issued along with this Circular) has two yellow horizontal stripes attached, each stripe separated by 2 mm;

Senior-level animal quarantine inspector rank (Figure 12 in Appendix II issued along with this Circular) has three yellow horizontal stripes attached, each stripe separated by 2 mm.

b) Specialized staff working in animal quarantine under the Department of Animal Health: Basic insignia with a dark slate blue border; insignia background color orange-yellow, insignia button and horizontal stripes (─) in silver-white;

Specialist rank (Figure 13 in Appendix II issued along with this Circular) has one silver-white horizontal stripe attached;

Senior specialist rank (Figure 14 in Appendix II issued along with this Circular) has two silver-white horizontal stripes attached, each stripe separated by 2 mm;

Senior-level specialist rank (Figure 15 in Appendix II issued along with this Circular) has three silver-white horizontal stripes attached, each stripe separated by 2 mm.

c) Insignia for leaders of animal quarantine stations at border gates, specialized departments under Regional Animal Health Agencies, Regional Animal Quarantine Inspection Agencies under the Department of Animal Health; stations and specialized departments under provincial-level agencies responsible for veterinary management functions; heads of fixed traffic animal quarantine stations: Insignia according to the provisions of point a, Clause 2, Article 6 of this Decree;

Deputy-level insignia has one gold star attached (Figure 16 in Appendix II issued along with this Circular);

Head-level insignia has two gold stars attached (Figure 17 in Appendix II issued along with this Circular).

d) Insignia for leaders of Regional Animal Health Agencies, Regional Animal Quarantine Inspection Agencies, Central Veterinary Sanitation Inspection Centers under the Department of Animal Health, provincial-level agencies responsible for veterinary management functions: Insignia according to the provisions of point a, Clause 2, Article 6 of this Decree;

Deputy-level insignia has three gold stars attached (Figure 18 in Appendix II issued along with this Circular);

Head-level insignia has four gold stars attached (Figure 19 in Appendix II issued along with this Circular).

e) Insignia for leaders of Animal Quarantine Inspection Departments, Community Animal Health Departments under the Department of Animal Health: Insignia according to the provisions of point b, Clause 2, Article 6 of this Decree;

Deputy-level insignia has one silver-white star attached (Figure 20 in Appendix II issued along with this Circular);

Head-level insignia has two silver-white stars attached (Figure 21 in Appendix II issued along with this Circular).

f) Insignia for leaders of the Department of Animal Health: Insignia according to the provisions of point b, Clause 2, Article 6 of this Decree;

Deputy Director of the Department of Animal Health insignia has three silver-white stars attached (Figure 22 in Appendix II issued along with this Circular);

Director of the Department of Animal Health insignia has four silver-white stars attached (Figure 23 in Appendix II issued along with this Circular).

Chapter III

ANIMAL QUARANTINE UNIFORMS

Article 7. Uniform clothing

1. Pants:

a) Dark indigo-colored pants made in European style for both men and women; suitable for both spring-summer and autumn-winter seasons;

b) For female staff working in animal quarantine at border gates or animal quarantine agencies, dark indigo-colored skirts (jupe) that extend below the knee and have a slit on the back can be used.

2. Spring-summer shirt: Made in a blouson style with a turned-down collar, white short-sleeved or long-sleeved, with one row of white plastic buttons; the chest has two raised pockets with batwing flaps, each pocket having a raised seam in the middle; the back has shoulder pads with two loops for attaching insignia; the shirt has side slits with two button closures.

3. Autumn-winter shirt: The shirt and all buttons on it are dark indigo-colored;

a) Men's shirt: Made in a vest style with a wide collar for wearing badges; the front has four raised pockets with batwing flaps, each pocket having a raised seam in the middle; one row of plastic buttons with a diameter of 22 mm; the back has shoulder pads with two loops for attaching insignia;

b) Women's shirt: Made in a vest style with a wide collar; the front has two raised pockets with batwing flaps below; one row of plastic buttons with a diameter of 22 mm; the back has shoulder pads with two loops for attaching insignia;

c) The inner shirt worn under the autumn-winter shirt is a white long-sleeved shirt with a standing collar suitable for both men and women to wear a necktie (cravat).

4. Cold-resistant coat: Dark indigo-colored, made in a Mao-style with a wide collar for wearing badges; it has two diagonal pockets hidden on the sides, with a belt; one row of plastic buttons with a diameter of 22 mm; the back has shoulder pads with two loops for attaching insignia.

5. Raincoat: Similar to the cold-resistant coat, made in dark indigo color using water-repellent vinylon fabric.

Article 8. Hats

1. Pi-shaped hat: A pi-shaped hat with a white crown and brim; the body of the hat is dark indigo-colored, with the animal quarantine emblem attached in the center of the front part; it has a double yellow ribbon placed in front, a black plastic visor, and black straps.

2. Soft hat: Dark indigo-colored, with the animal quarantine emblem attached above the visor, having a diameter of 29 mm.

Article 9. Necktie (Cravat)

Standard style, dark indigo-colored, suitable for both men and women.

Article 10. Shoes and sandals

1. Black leather shoes with low heels suitable for both spring-summer and autumn-winter seasons.

2. Sandals with a strap and moderate heel height suitable for spring-summer attire.

Article 11. Document Case

The document case is made of black leather or imitation leather with a lid.

Article 12. Other Annual Attire

Other annual attire includes rubber boots, rubber gloves, protective workwear, white lab coats, masks, and safety goggles.

Chapter IV

QUARANTINE BADGES AND ANIMAL INSPECTION CARDS

Article 13. Animal Quarantine Badge

1. The animal quarantine badge is rectangular, measuring 85 mm in length and 20 mm in width; it is made of metal (as shown in Figure 24 of Appendix III issued together with this Circular).

2. The outer edge is 1.5 mm wide; the background is dark indigo-colored.

3. On the left is a portion of the quarantine symbol as specified in Clause 1, Article 5 of this Circular.

4. On the right from top to bottom are the name and badge number of the person carrying the badge (which matches the number on the animal inspection card).

Article 14. Animal Inspection Card

1. The animal inspection card includes the following information: image, name, year of birth, position, badge number, and workplace of the animal inspector.

2. The card is made of hard cardboard with plastic coating; it is rectangular, measuring 70 mm in width and 100 mm in length, with two blue cobalt borders; the background is white with light blue cobalt patterns, with a recessed quarantine symbol in the center, having a diameter of 19 mm and colored blue cobalt; the text is printed in black. Both sides of the animal inspection card are as follows:

a) Front side (as shown in Figure 25 of Appendix III issued together with this Circular):

On the left from top to bottom is the name of the issuing agency; the quarantine symbol with a diameter of 15 mm; the photo of the cardholder (2x3 cm, wearing quarantine uniform), the lower right corner of the photo is stamped with the seal of the issuing agency;

On the right from top to bottom is the text "SOCIALIST REPUBLIC OF VIETNAM" in capital letters; the next line is "INDEPENDENCE - FREEDOM - HAPPINESS"; the text "ANIMAL INSPECTION CARD" is printed in red; badge number, name, year of birth, position, workplace;

b) Back side (as shown in Figure 26 of Appendix III issued together with this Circular): At the top is the text "REGULATIONS FOR HOLDERS OF ANIMAL INSPECTION CARDS" printed in red; the content of the regulations; place, date, and year of issuance; position, signature, name of the issuer, and stamp.

3. Criteria for issuing the animal inspection card:

a) Having a professional qualification of at least a college level (in veterinary science, animal husbandry, aquaculture, or aquatic pathology);

b) Completing a specialized training course on animal quarantine, animal products organized by the Department of Animal Health or units authorized by the Department of Animal Health.

4. The animal inspection card is issued to animal inspectors according to Clause 2, Article 1 of this Circular. When not performing or ceasing to perform quarantine, slaughter inspection, or animal health inspection tasks, animal inspectors must return the card to the direct management agency.

Article 15. Issuance of Animal Quarantine Cards

1. Application materials for issuance:

a) A request document from the provincial Veterinary Management Office or relevant agencies under the General Department of Livestock Production (hereinafter referred to as the requesting agency), accompanied by a list of animal quarantine personnel applying for the card;

b) A certified copy (by the issuing agency) of the certificate confirming completion of specialized training on animal quarantine procedures;

c) Two 2x3cm portrait photographs (wearing quarantine uniforms) for each person.

2. Procedure for issuance:

a) The requesting agency sends one set of application materials for the card, as stipulated in Clause 1 of this Article, to the General Department of Livestock Production via postal service or direct delivery;

b) Within ten working days from the date of receipt of complete and valid application materials, the Director of the General Department of Livestock Production issues the animal quarantine card according to this Circular. In cases where the application materials are incomplete or invalid, a written response will be issued to request supplementation and completion of the materials.

Article 16. Reissuance of Animal Quarantine Cards

1. Application materials for reissuance:

a) A request document from the agency applying for reissuance of the animal quarantine card, accompanied by a list of those applying for reissuance;

b) Two 2x3cm portrait photographs (wearing quarantine uniforms) for each person.

2. Procedure for reissuance:

a) The requesting agency sends one set of application materials for the card, as stipulated in Clause 1 of this Article, to the General Department of Livestock Production via postal service or direct delivery;

b) Within five working days from the date of receipt of complete and valid application materials, the General Department of Livestock Production issues the animal quarantine card according to this Circular. In cases where the application materials are incomplete or invalid, a written response will be issued to request supplementation and completion of the materials.

Article 17. Revocation of Animal Quarantine Cards

1. The provincial Veterinary Management Office revokes the animal quarantine card in the following cases:

a) When an animal quarantine officer ceases their duties related to quarantine, slaughter inspection, and veterinary hygiene inspection of animals and animal products;

b) When an animal quarantine officer is subject to disciplinary action involving dismissal or forced resignation as prescribed by regulations on disciplinary measures.

2. Annually, the provincial Veterinary Management Office reports in writing to the General Department of Livestock Production on cases of revoked animal quarantine cards.

Chapter V

REGULATIONS ON SEWING, DISTRIBUTION, AND USE

ANIMAL QUARANTINE UNIFORMS

Article 18. Usage of Uniforms, Inspection Badges, Emblem, Rank Badge, and Quarantine Sign

Uniforms, emblems, rank badges, and quarantine signs are used as follows:

1. Spring-summer and autumn-winter uniforms must be consistent.

2. The shirt buttons must be fastened at the collar and cuffs (for long-sleeved shirts).

3. The inspection badge attached to the cap or soft hat should be placed centrally on the front part of the hat.

4. The emblem worn on the lapel (on the upper lapel if it has two lapels and a turned-down collar) should be parallel to the edges of the lapel and 3-4mm away from them. If wearing a suit jacket or cold-weather jacket, the emblem should be worn on the lapel of the suit jacket or cold-weather jacket.

5. The quarantine sign:

a) For spring-summer uniforms: The lower edge of the quarantine sign should be adjacent to the top edge of the pocket flap of the spring-summer uniform;

b) For autumn-winter uniforms: The upper edge of the quarantine sign should be adjacent to the top edge of the pocket flap of the autumn-winter uniform.

6. Subjects as stipulated in Article 1 of this Circular must wear uniforms, emblems, rank badges, quarantine signs, and animal quarantine cards consistently when performing official duties.

Article 19. System for Issuing Animal Quarantine Uniforms

1. Spring-Summer Suit: 01 set/year (02 sets in the first year).

a) Male: 01 short-sleeved or long-sleeved shirt, 01 pair of pants.

b) Female: 01 short-sleeved or long-sleeved shirt, 01 pair of pants or a skirt.

2. Autumn-Winter Suit: 01 set/2 years (02 sets in the first year); For southern provinces and cities, the autumn-winter suit can be replaced with a spring-summer suit: 01 set/year.

3. White Shirt to Wear Under Autumn-Winter Suit: 01 piece/year (02 pieces in the first year).

4. Animal Quarantine Emblem, Inspection Badge, Rank Badge: Replace when damaged.

5. Cap, Soft Hat: 01 piece/2 years.

6. Tie (Cravat): 01 piece/2 years.

7. Leather Shoes: 01 pair/2 years.

8. Backstrap Sandals: 01 pair/year.

9. Socks: 03 pairs/year.

10. Cold Weather Coat: 01 piece/5 years.

11. Document Case: 01 piece/2 years.

12. Raincoat: 01 piece/year.

13. Other Annual Uniforms Used by Animal Quarantine Officers Regularly Exposed to Hazardous Factors:

a) Protective Workwear: 01 set/year (02 sets in the first year).

b) Rubber Boots: Replace when damaged.

c) Rubber Gloves: Replace when damaged.

d) White Lab Coat: 02 pieces/year.

e) Safety Glasses: Replace when damaged (initial issue of 02 pieces).

f) Face Mask: Replace when damaged (initial issue of 02 pieces).

Chapter VI

IMPLEMENTATION

Article 20. Management of Animal Quarantine Uniforms

1. The management and use of animal quarantine uniforms must comply with regulations and be limited to authorized personnel.

2. Individuals subject to the provisions of Article 1 of this Circular, upon ceasing their duties in animal quarantine work, must return all caps, soft hats, badges, and identification cards to the managing authority.

3. Funds for the production and supply of animal quarantine uniforms shall be sourced from the annual budget of the unit.

4. Animal quarantine officers may only use uniforms, badges, and identification cards when performing their duties; they may not use them for other purposes; they may not alter, repair, lend out, or give away uniforms, badges, identification cards, or inspection cards.

5. Organization for Producing and Distributing Animal Quarantine Uniforms:

a) Heads of units under the Department of Animal Health and provincial and municipal veterinary management agencies are responsible for producing, distributing, and managing uniforms according to Article 19 of this Circular and collecting inspection cards according to Article 17 of this Circular.

b) The Department of Animal Health is responsible for guiding and inspecting the management and use of animal quarantine emblems, badges, and identification cards nationwide; producing and distributing uniforms at the Department of Animal Health; and issuing inspection cards nationwide.

Article 21. Implementation clause

1. This Circular takes effect from July 18, 2016.

2. This Circular replaces Decision No. 48/2006/QĐ-BNN dated June 9, 2006, issued by the Minister of Agriculture and Rural Development on Regulations concerning animal quarantine uniforms, badges, and identification cards.

3. The Head of the Ministry's Office, the Director of the Department of Animal Health, the Heads of units under the Ministry, and related organizations and individuals are responsible for implementing this Circular.

During implementation, if there are any difficulties, organizations and individuals are requested to report to the Ministry of Agriculture and Rural Development for timely research and resolution.
