Regulations on material infrastructure, equipment, and training of specialized staff for recreational scuba divingtraining professional staff for the sport Lion-Dragon Dance
Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
Based on Decree No. 79/2017/NĐ-CP dated July 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
The Minister of Culture, Sports and Tourism issues this Circular regulating
At the proposal of the Director-General of the General Department of Physical Training and Sport;
The Minister of Culture, Sports and Tourism issues this Circular to stipulate the infrastructure, equipment, and training of professional staff for the Lion-Dragon Dance sport.
Article 1. Scope of Regulation
Article 1. This Circular stipulates the infrastructure, equipment, and training of professional staff to meet the requirements for practicing, competing, and performing the Lion-Dragon Dance sport.
Article 2. The standards for infrastructure and equipment for high-performance sports training and competition in the Lion-Dragon Dance sport shall be implemented according to Article 43 of the Law on Physical Education and Sports.
Article 2. Applicability
This Circular applies to organizations and individuals organizing activities for practicing, competing, performing, and training professional staff for the Lion-Dragon Dance sport in Vietnam.
Article 3. Infrastructure
Article 1. Activities for practicing, competing, and performing the Lion-Dragon Dance sport indoors or in training fields must meet the following requirements:
a) The training floor area must be at least 200 square meters;
b) The floor surface must be flat and non-slippery;
c) The distance from the floor to the ceiling must be at least five meters. In cases where the Mai Hoa Thung scaffold is used, the distance from the floor to the ceiling must be at least seven meters;
d) The lighting system must ensure a minimum illumination of 150 Lux;
đ) There must be a changing room and personal storage area;
e) There must be a bulletin board displaying the main contents including: training hours, participants, those not allowed to participate, attire during training, safety measures during training.
Article 2. Activities for practicing, competing, and performing the Lion-Dragon Dance sport outdoors must comply with the requirements specified in points a, b, d, đ, and e of Article 1 herein.
Article 4. Equipment
Article 1. The dragon head, dragon body, lion head, lion tail, various costumes, and props such as drums, gongs, bells, and masks must ensure safety and comply with the current regulations of the Law on Lion-Dragon Dance Competition or traditional practices of each locality.
Article 2. Equipment and props used for training, competing, and performing that are considered simple weapons must be managed and used in accordance with the law.
Article 3. Mai Hoa Thung Scaffold: The height of the tallest pole must not exceed three meters, and protective padding must surround the scaffold.
Article 4. The Lion Climbing Pole must be secure, with a maximum height not exceeding ten meters. Poles six meters or higher must be made of metal. The pole base system must be secure, with pole straps, protective padding around the pole, and safety harnesses ensuring the safety of the practitioners.
Article 5. Ratio of Training Guidance
Each trainer may instruct no more than thirty people per training session.
Article 1. The General Department of Sports, national social-professional organizations for Lion-Dragon Dance, or provincial Departments of Culture, Sports and Tourism, provincial Departments of Culture and Sports under the central government shall organize training for instructors and rescue personnel in the Lion-Dragon Dance sport.
Article 2. The General Department of Sports is responsible for developing the content and program for training instructors and rescue personnel in the Lion-Dragon Dance sport, to be submitted to the Minister of Culture, Sports and Tourism for approval.
Article 3. Certificates of professional training for instructors and rescue personnel shall be issued by the training organization. The certificate format is specified in Appendix 1 and Appendix 2 attached to this Circular.
Article 7. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Cultural, Sports and Tourism Inspection Agency shall conduct inspections and handle violations of this Circular within its authority.
3. Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports under the central government shall be responsible for implementing this Circular.
Article 8. Effective Date
Article 1. This Circular takes effect from March 17, 2018.
Article 2. Circular No. 10/2012/TT-BVHTTDL dated November 29, 2012 of the Ministry of Culture, Sports and Tourism regarding the conditions for operating sports facilities organizing Lion-Dragon Dance activities shall cease to be effective from the date this Circular takes effect. During implementation, if any difficulties arise, organizations and individuals are requested to promptly report them to the Ministry of Culture, Sports and Tourism for research and resolution.
