 CIRCULAR

AMENDING, SUPPLEMENTING, AND REPEALING CERTAIN PROVISIONS OF THE CIRCULAR NO. 17/2013/TT-BTTTT DATED AUGUST 2, 2013 ISSUED BY THE MINISTER OF INFORMATION AND COMMUNICATION REGULATING THE OPERATIONS OF POST OFFICE - COMMUNITY CULTURAL STATIONS

Pursuant to the Law on Postal Services dated June 17, 2010;

Pursuant to the Law on Telecommunications dated November 23, 2009;

Decree No. 17/2017/ND-CP dated February 17, 2017 of the Prime MinisterGovernment stipulates functions, tasks, rightsd) Administrative and management task group: carry out tasks related to statistics, compilation, issuance of library user cards, evaluation of library activities, international cooperation in libraries; administrative, archival, personnel organization, accounting, and other internal management activities.u organ dated November 21, 2013 of the Prime Minister promulgating the National Radio Frequency Plan;

Pursuant to Decision No. 41/2011/QD-TTg dated August 8, 2011 of the Prime Ministerregarding the designation of enterprises to maintain, manage the public postal network, provide public postal services, and international postal services;

At the proposal of the Director of the Post Department;

The Minister of Information and Communications issues this Circular to amend, supplement, and repeal certain provisions of the Circular No. 17/2013/TT-BTTTT dated August 2, 2013 issued by the Minister of Information and Communications regulating the operations of Post Office - Community Cultural Stations. articles of Circular No. 17/2013/TT-BTTTT dated August 2, 2013 issued by the Minister of Information and Communications regulating the operations of Post Office - Community Cultural Stations.

Article 1. Amending, supplementing, and repealing certain provisions of the Circular No. 17/2013/TT-BTTTT dated August 2, 2013 issued by the Minister of Information and Communications regulating the operations of Post Office - Community Cultural Stations.

1. Clause 2 of Article 4 shall be amended and supplemented as follows:

"2. Employees working at Post Office - Community Cultural Stations shall enter into contracts, receive remuneration, and other benefits according to agreements with enterprises assigned to manage the system of Post Office - Community Cultural Stations, in accordance with relevant laws."

2. Clause 1 of Article 5 shall be amended and supplemented as follows:

"1. Post Office - Community Cultural Stations shall provide the following postal services:"

a) Basic mail service with address for delivery, weighing up to 02 kilograms, and public interest press distribution service pursuant to the Decision of the Prime Minister;"

b) Service for receiving applications and delivering results of administrative procedures through public postal services;

c) Other postal services as required by the State.”

3. Clause 3 of Article 5 shall be amended and supplemented as follows:

"3. The provision of postal services mentioned in Clause 1 of this Article must comply with national technical standards corresponding to each type of service and other relevant regulations."

4. Clause 1 of Article 9 shall be amended as follows:

"1. Book circulation between Post Office - Community Cultural Stations and related parties shall be carried out at least once every six months."

5. Point a of Clause 1 of Article 13 shall be amended as follows:

"a) To take the lead in inspecting and supervising the operations of the system of Post Office - Community Cultural Stations."

6. Clause 2 of Article 14 shall be amended and supplemented as follows:

"2. Organizing, managing, maintaining, and developing the system of Post Office - Community Cultural Stations nationwide."

7. Clause 9 of Article 14 shall repeal the phrase: "prepaid mobile phone subscription registration point"

8. Supplement Clause 10 of Article 14 as follows:

"10. Annually report to the Ministry of Information and Communications and direct branch offices to report to Provincial Departments of Information and Communications about the operation status of Post Office - Community Cultural Stations, the number of newly opened, ceased, or temporarily ceased Post Office - Community Cultural Stations."

9. Repeal certain points and clauses as follows:

a) Repeal point b of Clause 2 and Clause 3 of Article 3;

b) Repeal point b of Clause 2 of Article 13;

c) Repeal Clause 1 of Article 14;

d) Repeal Clause 3 of Article 15.

Article 2. Implementation clause

1. This Circular shall take effect from January 1, 2020.

2. The Director of the Postal Affairs Department, Heads of relevant units under the Ministry of Information and Communications, Directors of Provincial Departments of Information and Communications, Vietnam Post Corporation, and related units shall be responsible for implementing this Circular.

3. In the course of implementation, if there are arising issues or difficulties, organizations and individuals shall reflect them to the Ministry of Information and Communications for consideration and resolution./.
