CIRCULAR
Regulations on training clinical teaching methods for practical instructors in health education programs
Pursuant to the Decree12/2021/ND-CP111/2017/NĐ-CP||| of October 5, 2017 by the Government on the organization of practical training in health education programs;
Pursuant to Decree No.75/2017/NĐ-CPFebruary 27day June 20, 2017 by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Health;
At the proposal of the Director of the Department of Science, Technology and Training;
The Minister of Health issues this Circular on training clinical teaching methods for practical instructors in health education programs.
Article 1. Scope of Regulation
This Circular stipulates the content, program, materials, duration, form of training, and issuance of the Certificate of Training in Clinical Teaching Methods for Practical Instructors in health education programs.
Article 2. Interpretation of Terms
In this Circular, the following terms are understood as follows:
1. Clinical teachingis teaching and learning for students, trainees (hereinafter referred to as learners) in the health sector methods of approaching and solving patient problems (diagnosis, counseling, treatment, care, and rehabilitation) at healthcare facilities based on medical evidence.
2. The training institution for practical instructors is educational institutions within the health sector and health workforce training institutions that meet the requirements set forth in this Circular.
Article 3. Requirements for trainers of practical instructors
1. Hold a bachelor's degree or higher in a field or specialty within the health sector.
2. Have at least five years of experience in clinical teaching in the corresponding specialty up to the time of participating in the training of practical instructors.
3. Possess a certificate in teaching methods (Pedagogical Skills and Basic Medical Pedagogy or Medical Pedagogy Methods) or have taught the University Teaching Methods course in the health sector for at least five years.
Article 4. Content of training
1. Overview of clinical teaching and practical content in the practical training program according to fields and specialties in the health sector.
2. Goal-oriented teaching and competency-based teaching.
3. Necessary skills for practical instructors.
4. Clinical teaching methods with and without patient participation.
5. Assessment and clinical evaluation.
6. Developing lesson plans for clinical teaching and monitoring clinical learning.
Article 5. Duration and form of training
1. Duration of training: 40 class hours
2. Form of training: Concentrated
Article 6. Program and training materials
1. Based on the training content specified in Article 4 of this Circular, the Minister of Health shall issue the Program for Training in Clinical Teaching Methods for Practical Instructors in health education programs.
2. The head of the training institution for practical instructors shall develop, review, and issue training materials based on the training program issued by the Ministry of Health before organizing the training.
Article 7. Issuance of Certificate
1. Learners will be issued the Certificate of Training in Clinical Teaching Methods for Practical Instructors in health education programs upon completion of the training program and meeting the course requirements.
2. The model of the Certificate of Training in Clinical Teaching Methods for Practical Instructors in health education programs is stipulated in the Appendix attached to this Circular.
3. Management, use of certificates and blanks shall be carried out in accordance with the provisions of the law.
Article 8. Training Allowance Expenses
The training allowance expenses for clinical teaching methods for practical instructors in health education programs shall be implemented in accordance with the provisions of the law.
Article 9. Effective Date
This Circular takes effect from August 1, 2019.
Article 10. Transitional Provisions
1. Persons holding any of the following certificates prior to the date this Circular takes effect shall be recognized as equivalent to the Clinical Teaching Method Certificate for Practical Instructors in Health Education Programs:
a) Lecturers at educational institutions within the health sector who have obtained the "Basic Medical Pedagogy" certificate or the "Medical Pedagogy Methods" certificate, where the training program includes content on clinical teaching methods as stipulated by the Ministry of Health and accredited by the Ministry of Health.
b) Physicians, pharmacists, nurses, midwives, and medical technicians serving as visiting lecturers with at least five years of teaching experience and three consecutive years of clinical experience, and who have obtained the "Basic Medical Pedagogy" certificate or the "Medical Pedagogy Methods" certificate, where the training program includes content on clinical teaching methods.
c) Lecturers who have obtained the "Clinical Teaching Methods" certificate (40 hours) according to the program issued by the Ministry of Health in Circular No. 689/BYT-K2ĐT dated February 16, 2012.
d) Lecturers who have obtained the "Pedagogical Skills for Lecturers in Higher Education Institutions in the Health Sciences Sector" certificate, where the training program includes content on clinical teaching methods.
2. For training institutions currently implementing training programs to issue certificates as specified in points a and d of Clause 1 of this Article, such programs shall continue to be recognized as equivalent to the Clinical Teaching Method Certificate for Practical Instructors in Health Education Programs until the Clinical Teaching Method Training Program prescribed in Clause 1 of Article 6 of this Circular is issued by the Ministry of Health.
Article 11. Responsibility for Implementation
1. The Department of Science, Technology and Training, Ministry of Health shall be responsible for:
a) Guiding the implementation of this Circular.
b) Developing and submitting to the Minister of Health for approval the Training Program as prescribed in Article 6 of this Circular.
2. Training institutions for practical instructors shall be responsible for:
a) Ensuring resources to organize training and issue training certificates as prescribed in this Circular.
b) Coordinating with practical training institutions to implement plans for training clinical teaching methods for practical instructors.
c) Reporting annually to the Ministry of Health (Department of Science, Technology and Training) in December regarding the results of training courses, number of courses, number of participants, number of certificates issued, and management and organizational work.
3. Practical training institutions shall be responsible for:
a) Coordinating with training institutions for practical instructors to implement plans for training clinical teaching methods for practical instructors as prescribed in this Circular.
b) Creating favorable conditions and supporting practical instructors to participate in clinical teaching method training courses. During the implementation of this Circular, if there are difficulties or obstacles, relevant agencies, organizations, and individuals are requested to report to the Ministry of Health (Department of Science, Technology and Training) for consideration and resolution./.
