Article 3. Common Standards on Professional Ethics for Specialized Civil Aviation Port Service Officials
3. To be conscious of improving professional ethics, maintaining integrity, honor, and reputation; not to abuse their positions or assigned tasks for personal gain; to be united, creative, self-improving, ready to learn new knowledge; to have a sense of cooperation, helping colleagues, sharing experiences in work; actively participating in scientific research topics, technical innovations to develop the profession and improve competence.
Article 4. Civil Aviation Port Service Officer Grade I - Code: V.12.01.01
a) To take the lead in organizing and implementing professional tasks within the scope of management of the civil aviation port service as prescribed by law;
1. Adhering to the Party's guidelines, policies, and State laws.
2. Be honest, objective, and highly responsible for assigned tasks; fulfill all obligations of a civil servant in professional activities.
b) To take the lead in researching and proposing policies, guidelines, plans for development, and application of science and technology within the scope of tasks of the civil aviation port service;
Chapter II
OCCUPATIONAL STANDARDS
c) To take the lead in organizing the compilation and construction of professional guidance materials for the civil aviation port service; to organize specialized training sessions, vocational training, or dissemination of knowledge and experience within the scope of functions and tasks of the civil aviation port service as prescribed by law;
1. Tasks
d) To take the lead in researching and establishing regulations and rules for managing civil aviation industry operations according to the assigned field;
đ) To take the lead in researching projects, programs, and scientific works to innovate and perfect management mechanisms, enhance efficiency and effectiveness of activities in the assigned sector;
e) To perform other tasks assigned by superiors.
a) To hold a bachelor's degree or higher in a relevant field corresponding to the area of work;
b) To hold a certificate in training according to the position qualification standards for Civil Aviation Port Service Officer Grade I;
c) To have foreign language proficiency equivalent to level 4 of the six-level foreign language proficiency framework for Vietnam as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 issued by the Minister of Education and Training on the six-level foreign language proficiency framework for Vietnam;
2. Qualification requirements for education and training
d) To have computer skills meeting the basic standard for information technology usage as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 issued by the Minister of Information and Communications on the Standard for Information Technology Usage or equivalent or higher.
a) To thoroughly understand the viewpoints, policies, and guidelines of the Party and the laws and policies of the State regarding the civil aviation industry; the functions and responsibilities of the civil aviation port service;
b) To thoroughly understand the strategy, policies, situation, and trends of development of the civil aviation industry both domestically and internationally;
c) To have the ability to propose and advise on policy formulation, to take the lead in building programs and projects related to professional tasks in the assigned field;
3. Professional Qualification Standards
d) To be proficient in presentation, defense, and organization skills to implement projects, programs, and initiatives related to state management in the civil aviation industry;
đ) To have the ability to analyze, synthesize, systematize, and propose methods to improve or resolve practical issues within the scope of management in the assigned field;
e) To have the ability to organize and direct the application of scientific and technological progress to improve and enhance the quality and efficiency of work in the assigned field;
g) An official promoted to the position of Civil Aviation Port Service Officer Grade I must have held the position of Civil Aviation Port Service Officer Grade II or equivalent for at least six years, including at least one year (12 months) immediately preceding the promotion.
đ) Having the ability to analyze, synthesize, systematize, and propose methods to improve or resolve practical issues within the scope of management in the assigned industry or field;
e) Having the ability to organize and direct the implementation of the application of scientific and technological progress to enhance and improve the quality and effectiveness of work in the assigned industry or field;
For a civil servant to be promoted to the position of Air Traffic Control Officer Level I, they must have held the position of Air Traffic Control Officer Level II or equivalent for at least six years, including at least one year (twelve months) in the most recent period holding the position of Air Traffic Control Officer Level II.
Article 5. Air Port Officer Level II - Code: V.12.01.02
1. Tasks
a) Take the lead or participate in performing specialized tasks within the management scope of the air port authority as prescribed by law;
b) Participate in researching and proposing policies, guidelines, plans for development and application of science and technology within the scope of tasks assigned to the air port authority;
c) Take the lead or participate in organizing the compilation and construction of professional guidance materials within the assigned tasks; take the lead in organizing specialized training sessions, vocational training, or disseminating knowledge and experience within the assigned tasks;
d) Take the lead or participate in researching and constructing regulations and management rules for civil aviation professional operations according to the field assigned;
đ) Directly implement, direct, monitor, and manage specialized activities within the assigned field; build reports, statistics, manage archival files, and perform procedural tasks;
e) Organize, guide, supervise, and inspect the implementation of aviation laws at airports under the functional and task scope of the air port authority as prescribed by law;
g) Advise on measures to enhance inspection and supervision capabilities and propose improvements to management mechanisms and policies within the assigned field;
h) Take the lead in researching topics and projects on operational management to improve management efficiency within the assigned field;
i) Perform other tasks assigned by superiors;
2. Qualification requirements for education and training
d) To have computer skills meeting the basic standard for information technology usage as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 issued by the Minister of Information and Communications on the Standard for Information Technology Usage or equivalent or higher.
b) Hold a certificate of training according to the standard occupational title of Air Port Officer Level II;
c) Have a foreign language proficiency equivalent to level 3 of the six-level foreign language capability framework for Vietnam as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014, issued by the Minister of Education and Training on the six-level foreign language capability framework for Vietnam;
c) To have the ability to propose and advise on policy formulation, to take the lead in building programs and projects related to professional tasks in the assigned field;
3. Professional Qualification Standards
d) To be proficient in presentation, defense, and organization skills to implement projects, programs, and initiatives related to state management in the civil aviation industry;
đ) To have the ability to analyze, synthesize, systematize, and propose methods to improve or resolve practical issues within the scope of management in the assigned field;
c) Organize guidance and implementation of systems, policies, and regulations within the assigned field;
d) Organize or coordinate inspections, evaluations, and summaries of policy enforcement within the assigned sector;
đ) An officer promoted to the occupational title of Air Port Officer Level II must have held the occupational title of Air Port Officer Level III or equivalent for at least nine years (excluding probationary and trial periods), including at least one year (12 months) in the most recent period holding the occupational title of Air Port Officer Level III;
Article 6. Air Port Officer Level III - Code: V.12.01.03
1. Tasks
a) Develop plans to implement assigned tasks;
b) Participate in researching and proposing policies, guidelines, plans for development and application of science and technology within the assigned tasks;
c) Research and resolve issues within their authority or advise on decisions to address specific issues related to the assigned field according to job position and legal provisions;
d) Guide, monitor, urge, inspect, and propose measures to ensure compliance with management regulations and directly perform inspection and supervision tasks regarding the implementation and adherence to civil aviation laws at airports;
đ) Participate in inspections, information collection, statistics, file management, and data storage on issues related to the assigned field;
e) Proactively coordinate with relevant units and other officers in implementing tasks, acting within their authority and responsibilities;
g) Perform other tasks assigned by superiors;
2. Qualification requirements for education and training
d) To have computer skills meeting the basic standard for information technology usage as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 issued by the Minister of Information and Communications on the Standard for Information Technology Usage or equivalent or higher.
b) Hold a certificate of training according to the standard occupational title of Air Port Officer Level III;

3. Professional Qualification Standards
a) Be thoroughly familiar with legal regulations, systems, and policies of the civil aviation industry and knowledge about the assigned field;
b) Understand the goals and subjects of management, principles, and mechanisms of management within the assigned operational field;
c) Be familiar with the process of building plans, decisions, and have knowledge about the assigned industry and field;
d) Possess presentation, analysis, synthesis, reporting, and problem-solving skills; have research, summarization, and solution-proposing methods to enhance management skills;
đ) Have organizational skills to ensure timely and quality completion of assigned tasks; be capable of independent and team work; have skills in using office equipment for professional work;
e) Be knowledgeable about practical situations related to the assigned field and tasks; understand the development trends of the civil aviation industry and the specialized field assigned;
g) An officer promoted to the occupational title of Air Port Officer Level III must have held the occupational title of Air Port Officer Level IV or equivalent for a minimum of three years (36 months).
Article 7. Air Traffic Control Officer Level IV - Code: V.12.01.04
1. Tasks
a) Perform tasks to inspect and supervise compliance with civil aviation laws, regulations, and specialized guidance materials of organizations and individuals operating at airports;
b) Provide full and effective advice in carrying out assigned tasks in accordance with the law; participate or cooperate in implementing assigned tasks;
c) Analyze and evaluate effectiveness, report promptly, and propose solutions as required by assigned tasks;
d) Implement file management systems, organize statistics and archive documents and data accurately as required by tasks;
đ) Participate in drafting internal procedures, regulations, and rules;
c) To have foreign language proficiency equivalent to level 4 of the six-level foreign language proficiency framework for Vietnam as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 issued by the Minister of Education and Training on the six-level foreign language proficiency framework for Vietnam;
2. Qualification requirements for education and training
a) Hold a college degree or higher in a relevant field corresponding to the job and sector;
b) Possess a certificate for training according to the standard occupational title of Air Traffic Control Officer Level IV;
c) Have language proficiency equivalent to level 1 of the six-level foreign language proficiency framework for Vietnam as stipulated in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 issued by the Minister of Education and Training on the six-level foreign language proficiency framework for Vietnam;
c) To have the ability to propose and advise on policy formulation, to take the lead in building programs and projects related to professional tasks in the assigned field;
3. Professional Qualification Standards
a) Be thoroughly familiar with legal documents related to state management at airports;
b) Possess analytical, synthesis, reporting, and problem-solving skills; be capable of working independently and in teams; have the ability to coordinate activities and implement assigned tasks;
c) Be well-versed in principles, systems, rules, procedures, and operational guidelines and management objectives of the industry and sector;
d) Understand the nature and characteristics of managed entities and management operations;
đ) Draft operational guidance documents and participate in their implementation as directed by superiors; know how to use office equipment and other tools for professional work;
Chapter III
SALARY GRADING FOR PROFESSIONAL STAFF IN THE AIR TRAFFIC CONTROL SPECIALTY
AIR TRAFFIC CONTROL
Article 8. Principles for Salary Grading of Professional Staff in the Air Traffic Control Specialty
1. Appointment and salary grading for professional staff in the air traffic control specialty must be based on the position, responsibilities, and expertise currently held, and must meet all standards set forth in this Circular;
2. When transferring from the current professional title to a corresponding professional title in the air traffic control specialty, there shall be no combination of salary increment or promotion of professional title;
Article 9. Transfer of Salary Grading for Professional Staff in the Air Traffic Control Specialty
1. The professional titles of air traffic control officers specified in this Circular shall apply the Specialized and Vocational Pay Scale for State-Owned Enterprise Personnel (Table 3) promulgated by Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the remuneration system for officials, civil servants, and armed forces personnel, as follows:
a) The professional title of Air Traffic Control Officer Level I shall apply the A3.1 category of civil servant pay scale from coefficient 6.20 to 8.00;
b) The professional title of Air Traffic Control Officer Level II shall apply the A2.1 category of civil servant pay scale from coefficient 4.40 to 6.78;
c) The professional title of Air Traffic Control Officer Level III shall apply the A1 category of civil servant pay scale from coefficient 2.34 to 4.98;
d) The professional title of Air Traffic Control Officer Level IV shall apply the A0 category of civil servant pay scale from coefficient 2.10 to 4.89;
2. The salary grading for professional staff in the air traffic control specialty who are currently graded under existing civil servant or staff grades shall be implemented according to the guidance provided in Clause 2, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs on salary grading when upgrading, changing positions, or changing types of civil servants and staff, specifically as follows:
a) Grade Air Traffic Control Officer Level I, code V.12.01.01, for staff currently graded under category A3.1;
b) Grade Air Traffic Control Officer Level II, code V.12.01.02, for staff currently graded under category A2.1;
c) Grade Air Traffic Control Officer Level III, code V.12.01.03, for staff currently graded under category A1;
d) Grade Air Traffic Control Officer Level IV, code V.12.01.04, for staff currently graded under category A0;
Chapter IV
IMPLEMENTING PROVISIONS
Article 10. Implementation Organization
1. This Circular serves as the basis for recruitment, utilization, and management of professional staff in the air traffic control specialty at air traffic control units;
2. The head of public service establishments for air traffic control shall be responsible for reviewing job positions within the unit, compiling a list of staff eligible for transfer to the professional title of air traffic control officer within their jurisdiction, and submitting it to the competent authority for examination and decision;
3. Responsibilities of the Civil Aviation Administration of Vietnam
a) Direct relevant public service establishments to review staff according to job positions, develop plans for transferring salary grading to the professional title of air traffic control officer within their jurisdiction;
b) Submit to the Ministry of Transport for examination and decision on appointment and salary grading for the professional title of air traffic control officer Levels I and II;
c) Decide on appointment and salary grading for the professional title of air traffic control officer or delegate authority according to jurisdiction for staff from Level III and below;
d) Resolve issues within their authority during the implementation process and report the results of transferring salary grading to the professional title of air traffic control officer within their jurisdiction to the Ministry of Transport;
4. Responsibilities of the Ministry of Transport
a) Approve plans for transferring salary grading to the professional title of air traffic control officer for staff within the jurisdiction as specified in this Circular;
b) Decision on appointment and salary classification for the position of Air Traffic Controller at Level I after obtaining the opinion of the Ministry of Home Affairs;
c) Decision on appointment and salary classification for the position of Air Traffic Controller at Level II;
d) Resolve within the scope of authority any issues arising during the process of appointment and salary classification for the position of specialized civil servant in air traffic control.
Article 11. Effective Date
1. This Circular takes effect from August 1, 2020.
2. In cases where the legal normative documents referred to for application under this Circular are amended, supplemented, or replaced by new documents, implementation shall be carried out according to the provisions of the amended, supplemented, or replacing documents.
Article 12. Responsibility for Implementation
The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, the Director of the Civil Aviation Administration of Vietnam, Heads of agencies, organizations, and related individuals are responsible for implementing this Circular./.
