CIRCULAR

REGULATIONS ON THE SYSTEM OF STATISTICAL INDICATORS FOR THE CULTURE, SPORTS AND TOURISM SECTOR

On the basis of Law on Statistics dated November 23, 2015;

Decree No. Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Decree No. Decree No. 97/2016/NĐ-CP dated July 1, 2016 of the Government specifying the contents of statistical indicators within the national system of statistical indicators;

Decree No. Decree No. 85/2017/NĐ-CP dated July 19, 2017 of the Government stipulating the organizational structure, tasks, and powers of centralized statistical organizations and sectoral statistical organizations;

Decree No. Decree No. 79/2017/NĐ-CP dated July 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director of the Department of Planning and Finance;

The Minister of Culture, Sports and Tourism promulgates this Circular to regulate the System of Statistical Indicators for the culture, sports and tourism sector.

Article 1. Scope of Regulation

This Circular regulates the System of Statistical Indicators for the culture, sports and tourism sector.

Article 2. Applicability

1. Agencies and units under the Ministry of Culture, Sports and Tourism.

2. Departments of Culture, Sports and Tourism; Departments of Culture and Sports; Departments of Tourism.

3. Other relevant agencies and units.

Article 3. System of Statistical Indicators for the culture, sports and tourism sector

1. The System of Statistical Indicators for the culture, sports and tourism sector is a collection of statistical indicators reflecting the main activities and results of the culture, sports and tourism sector aimed at serving the guidance and management work of state agencies at all levels; serving the evaluation, forecasting of situations, strategic planning, and policy development in the management areas of the culture, sports and tourism sectors; meeting the information needs of statistical indicators for the culture, sports and tourism sectors of organizations and individuals.

2. The System of Statistical Indicators for the culture, sports and tourism sector includes:

a) The list of statistical indicators for the culture, sports and tourism sector as specified in Appendix 1 attached hereto.

b) The content of statistical indicators for the culture, sports and tourism sector as specified in Appendix II attached hereto.

Article 4. Organization of Implementation

1. Responsibilities of the Department of Planning and Finance:

a) To take the lead in compiling the statistical information prescribed in the System of Statistical Indicators for the culture, sports and tourism sector.

b) To implement the publication of statistical information in accordance with Article 48 of the Law on Statistics and regulations on the confidentiality of information in the culture, sports and tourism sectors.

c) To take the lead in building and managing the information technology application system to serve the collection, compilation, storage, and exploitation of information from the System of Statistical Indicators for the culture, sports and tourism sector.

d) To take the lead and coordinate with relevant agencies and units to report to the Minister of Culture, Sports and Tourism for amendments and supplements to the System of Statistical Indicators for the culture, sports and tourism sector in line with actual conditions, legal provisions, and international practices.

đ) To be responsible for guiding, inspecting, and reporting on the implementation of the System of Statistical Indicators for the culture, sports and tourism sector.

2. Responsibilities of relevant agencies and units:

a) Agencies and units under the Ministry of Culture, Sports and Tourism shall be responsible for organizing the collection and compilation of the indicators assigned in the System of Statistical Indicators for the culture, sports and tourism sector in accordance with the regulations.

For statistical indicators that require organization of surveys to collect data, the agencies and units entrusted with responsibility shall be responsible for developing survey programs, seeking the opinion of the Department of Planning and Finance before submitting to the Minister for consideration and decision. Survey programs must ensure the contents and procedures for survey review as stipulated in the Law on Statistics.

b) Departments of Culture, Sports and Tourism; Departments of Culture and Sports; Departments of Tourism shall organize the collection, compilation, and advise the People's Committees of provinces and centrally-administered cities to direct local departments and agencies to provide information for the collection and compilation of the assigned statistical indicators in the System of Statistical Indicators for the culture, sports and tourism sector.

c) Relevant agencies and units shall organize the implementation of information technology applications to serve the collection, compilation, storage, and exploitation of information for the statistical indicator systems within their management scope; ensuring connectivity, interoperability, sharing, and integration of information and data with the System of Statistical Indicators for the culture, sports and tourism sector, operational information systems, and specialized databases.

Article 5. Effective Date

1. This Circular takes effect from January 1, 2022.

2. During the implementation process, if any difficulties arise, agencies, units, and individuals are requested to promptly reflect them to the Ministry of Culture, Sports and Tourism (through the Department of Planning and Finance) for research and appropriate amendments and supplements.
