THE GOVERNMENT

Based on the Law on the Organization of the Government dated December 25, 2001;

Pursuant to Resolution No. 62/2013/QH13 of the National Assembly on strengthening management of planning, investment in construction, operation and exploitation of hydropower projects adopted at the sixth session of the 13th National Assembly on November 27, 2013;ựng, vận hành khai thác công trìnhnh thủy điện được Quốc hội khóa XIII, kỳ họp thứ 6 thông qua ngày 27 tháng 11 năm 2013;

Pursuant to Resolution No. 121/NQ-CP dated December 10, 2013 of the Government on the regular meeting of the Government in November 2013;

Considering the proposal of the Minister of Industry and Trade,NUMBER 113

RESOLUTION:

Article 1. Issuing the Government's action program to implement Resolution No. 62/2013/QH13 dated November 27, 2013 of the National Assembly on strengthening management of planning, investment in construction, operation and exploitation of hydropower projects with the main contents as follows:

1. Objectives

Determining, assigning, and organizing the effective implementation of the main tasks of state management agencies to implement Resolution No. 62/2013/QH13 dated November 27, 2013 of the National Assembly on strengthening management of planning, investment in construction, operation and exploitation of hydropower projects, aiming to create fundamental changes in state management work regarding planning, investment in construction, and operation and exploitation of hydropower projects.

Main tasks

Based on the state management functions, tasks, and authorities assigned to them, ministries, ministerial-level agencies, government agencies, provincial people's committees, and centrally governed city people's committees shall focus on directing the organization and implementation of the main tasks specified in the list attached to this Resolution.

3. Organization of Implementation

a) Based on the tasks and contents of this Resolution and their assigned functions and tasks, ministers, heads of ministerial-level agencies, heads of government agencies, chairpersons of provincial people's committees, and chairpersons of centrally governed city people's committees shall direct the development of action plans for their ministries, sectors, and localities, submit these plans to the Ministry of Industry and Trade for consolidation and report to the Prime Minister before March 31, 2014; on this basis, they shall concretize these tasks in their annual work plans. For tasks that do not need to be implemented through programs or projects, immediate organization and implementation should be ensured to timely and effectively carry out the contents of the action program.

b) Ministers, heads of ministerial-level agencies, heads of government agencies, chairpersons of provincial people's committees, and chairpersons of centrally governed city people's committees shall concentrate on directing, strengthening inspection, urging the implementation of this Resolution; annually report to the Prime Minister on the implementation situation, and simultaneously send reports to the Ministry of Industry and Trade for monitoring and consolidation to be submitted to the Government. For hydropower projects, reports must be made to the Prime Minister before commencement of construction.

The Minister of Industry and Trade, based on the assigned functions, tasks, and authorities, shall monitor and urge ministries, sectors, and localities to implement this Resolution; regularly report and propose necessary measures to the Government and the Prime Minister to ensure the effective and synchronized implementation of the action program.

Article 2. This Resolution takes effect from the date of signature.

Article 3. Ministers, heads of ministerial-level agencies, heads of government agencies, chairpersons of provincial people's committees, and chairpersons of centrally governed city people's committees are responsible for implementing this Resolution./.
