Circular No. 11 TC/TT guiding "on the management and allocation of funds for training and education of reserve officers and organizing reserve mobilization units"

CIRCULAR

Guidelines on the management and allocation of training and education funds for reserve officers and the organization of mobilization reserve units

- Based on Directive No. 200/TTg dated May 30, 1979 of the Prime Minister regarding the organization of training and education for reserve officers who are graduates of 1979 from universities;

- Based on Decision No. 228/TTg dated June 26, 1979 of the Prime Minister regarding the organization of some mobilization reserve units and concentrated training for two to three months;

After reaching consensus with the Ministry of National Defense and relevant ministries and sectors, the Ministry of Finance provides guidelines for the allocation and expenditure of funds during concentrated training as follows:

A. CONCENTRATED TRAINING ORGANIZED DIRECTLY BY THE MINISTRY OF NATIONAL DEFENSE

I. ON SALARIES, LIVING EXPENSES, SCHOLARSHIPS, AND INCIDENTAL ALLOWANCES:

1. For state officials, workers, and employees:

a. During the period of concentrated training, state officials, workers, and employees retain their original salaries and allowances (if applicable) and do not receive regional differential allowances.

State officials and employees directly assigned by central or local administrative agencies to attend concentrated training classes shall have their respective units responsible for paying their salaries and allowances during the training period, which will be included in the administrative service fund from the central or local budget.

Workers and employees from production and business units under central or local management attending concentrated training classes shall have their respective enterprises responsible for paying their salaries and allowances during the training period, which will be considered as non-operating costs and will be treated as national budget expenditures (outside cost of goods sold and circulation fees).

b. During the period of concentrated training, state officials, workers, and employees are entitled to a daily food allowance of 0.70 dong per person. If the training takes place in military branches or services with a higher food allowance than 0.70 dong per person per day, they will receive the food allowance according to the branch's or service's rate. Trainees must pay 0.60 dong per person per day, with the difference covered by the defense budget. Incidental expenses are self-funded by the trainees.

2. For rural and urban area reservists (not part of state establishment):

a. According to Decree No. 62/CP dated April 7, 1972 of the Council of Ministers and Circular No. 20 TT/LB dated December 13, 1972 of the Ministry of Finance - Ministry of National Defense, rural and urban area reservists during concentrated training are provided with a daily food allowance of 0.70 dong per person and incidental expenses of 0.20 dong per person per day, and additional meals on holidays and festivals similar to those for lower-ranking officers and soldiers in regular units.

b. Reserve first-class personnel from rural and urban areas attending training receive, in addition to living expenses as mentioned above, a monthly incidental allowance based on their previous rank:

- Private Second Class and Private First Class: 6.00 dong per month

- Non-commissioned Officer: 10.00 dong per month

- Junior Officer: 15.00 dong per month

- Mid-level Officer: 20.00 dong per month

c. The defense budget covers the costs for the aforementioned allowances for rural and urban area reservists attending concentrated training classes.

3. For university and vocational school students serving as reservists (not part of reserve officer training):

a. University and vocational school students selected to attend concentrated training classes in mobilization reserve units for two to three months according to Decision No. 228/TTg dated June 26, 1979 of the Prime Minister, continue to receive scholarships or living expenses from their schools during the military training period.

b. During the training period, students receiving scholarships are provided with a daily food allowance of 0.70 dong and an incidental allowance of 0.20 dong per day. Students pay for their meals as follows:

- Those with scholarships of 18.00 dong or more per month pay 0.60 dong per day

- Those with scholarships of 16.00 dong per month pay 0.50 dong per day.

Part for the difference covered by the national defense budget.

c. For students receiving living expenses benefits, if the living expenses are lower than 27 dong (21 dong for food + 6 dong for pocket money), they will be compensated to reach 27 dong; if the living expenses are 27 dong or higher, the students only pay 0.60 dong/day for food and do not receive additional pocket money allowance of 0.20 dong/day.

4. Regarding university graduates:

a. University graduates who completed their studies in 1979 continue to stay at school for 3 months of military training to become reserve officers, retaining their current scholarship benefits and universities continue to pay them, which is included in the training costs of the school funded by the state budget.

b. During the training period, students receive living expenses equivalent to those of junior officer school students in the military as specifically guided by the Ministry of National Defense. Students pay a unified food fee of 0.60 dong/person/day, with the difference covered by the national defense budget. Additionally, students also receive a monthly pocket money allowance of 12 dong.

II. OTHER EXPENSES

1. State officials, workers, employees, and reservists from rural areas and streets attending centralized training classes are reimbursed for train fares and travel allowances according to the current regulations (including both the trip to the training location and the return trip), the funds for these reimbursements are guaranteed by the national defense budget.

2. State officials, workers, employees, and reservists from rural areas and streets during long-term centralized training lasting two months or more may borrow uniforms and equipment based on the capacity of the Ministry of National Defense, as specifically guided by the Ministry of National Defense.

3. Treatment policy when sick or injured during training.

a. Reservists during centralized training who fall ill or get injured and need treatment are admitted to civilian hospitals - food cost 0.70 dong/day and pocket money allowance is provided by the training unit, medical expenses are covered by the civilian hospital. If the patient remains hospitalized beyond the training period, the training unit transfers the patient to the hospital for continued care according to the state's policies for state officials or civilians undergoing treatment.

b. In case of emergency, they are admitted to the nearest hospital (which could be either a civilian or military hospital). During treatment at a military hospital, reservists eat according to their condition and pay 0.60 dong/day for food, pocket money allowance is provided by the training unit. If treatment extends beyond the training period, they are transferred to a civilian hospital and are treated as stated in paragraph a above.

4. All necessary expenses during the training period are covered by the national defense budget according to the state's prescribed regulations.

B. CENTRALIZED TRAINING ORGANIZED DIRECTLY BY LOCALITIES.

In addition to centralized training organized directly by the Ministry of National Defense according to Decision No. 228/TTg of the Prime Minister, provinces and cities must also widely conduct reservist training according to the time frame specified under the unified guidance of the Ministry of National Defense. The expenditure and funding for these training sessions follow the principles outlined in Section A:

- For self-defense militia and reserve personnel who are state officials, workers, and employees, apply point 1, Section I, Part A; however, the difference in food expenses is covered by the local budget.

- For self-defense militia and reserve personnel from rural and street areas, apply paragraph a, point 2, Section I, Part A, with funding covered by the local budget.

- For reserve personnel I from rural and street areas, apply paragraph b, point 2, Section I, Part A.

- For self-defense militia and reserve personnel who are university and vocational high school students, apply point 3, Section I, Part A. The difference mentioned in paragraph b, c is covered by the local budget.

All necessary expenses for organizing reservist training in localities are covered by the local budget. The salaries and salary supplements of state officials during training have been borne by the state budget (for central administrative and production units, it is borne by the central budget, for local units, it is borne by the local budget).

Any difficulties encountered while implementing this circular should be promptly reported to the Ministry of Finance and the Ministry of National Defense for resolution./.
