JOINT DECREE OF THE NATIONAL PRICING COMMISSION AND THE MINISTRY OF HEALTH NO. 11-VGNN-YT-TT ON MARCH 18, 1985 REGULATING THE LIST OF PRODUCTS FOR WHICH
THE NATIONAL PRICING COMMISSION IS AUTHORIZED BY THE STATE COUNCIL TO DETERMINE PRICES AND THE MINISTRY OF HEALTH TO DETERMINE PRICES
Pursuant to Decree No. 33-HĐBT dated February 27, 1984 of the State Council promulgating the Regulations on Price Management, the joint ministries hereby regulate the list of products for which the National Pricing Commission and the Ministry of Health determine prices as follows:

3. Processing prices, purchase prices
The Ministry of Health determines the prices of products for which the Ministry of Health provides main materials to other Ministries and provinces for processing. Before determining the prices, the Ministry of Health will consult and reach consensus with the receiving Ministries and provinces.
4. Retail prices, service prices
a. The Ministry of Health determines retail prices for new drugs and traditional medicines outside the list of goods regulated by the State Council, including:
- Imported
- Donated
- Domestic production.
+ Produced by central pharmaceutical factories.
+ Produced by local pharmaceutical factories according to the Ministry of Health's plan and sold nationwide or in large regions.
b. Prices of specialized medical instruments and equipment.
5. The Ministry of Health will base its determination of trade discounts for specific products within the health sector on the trade discounts for materials and commerce set by the State Council or authorized by the National Pricing Commission.
6. The Ministry of Health will base its determination of drug and healthcare service prices for foreign nationals on guidelines from the National Pricing Commission and relevant Ministries regarding pricing policies, principles, standard prices, or price ranges (if applicable).
