DECREE
Regarding the establishment of Dien Bien Phu City, adjustment of administrative boundaries to expand and establish wards under Dien Bien Phu City, Lai Chau Province
THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Interior and the Chairman of the People's Committee of Lai Chau Province,
DECREE:
Article 1. Now, Dien Bien Phu City is established directly under Lai Chau Province, with adjustments to administrative boundaries to expand and establish wards under Dien Bien Phu City, Lai Chau Province as follows:
1. Establishing Dien Bien Phu City directly under Lai Chau Province based on the entire natural area, population, and administrative units directly under Dien Bien Phu Town.
Dien Bien Phu City has 5,120.80 hectares of natural area and 56,345 inhabitants, including six administrative units directly under it: wards Muong Than, Tan Than, Him Lam, Thanh Binh, and communes Thanh Minh, Noong Bua.
2. Adjusting administrative boundaries to expand Dien Bien Phu City:
a) Transferring the entire 356.25 hectares of natural area and 8,520 inhabitants of Muong Than Town under Dien Bien District to be managed by Dien Bien Phu City.
b) Adjusting 281 hectares of natural area and 3,147 inhabitants of Thanh Luong Commune under Dien Bien District to be managed by Dien Bien Phu City.
c) Adjusting 251 hectares of natural area and 2,627 inhabitants of Thanh Nua Commune under Dien Bien District to be managed by Dien Bien Phu City.
3. Establishing wards under Dien Bien Phu City:
a) Establishing Nam Thanh Ward based on the entire 356.25 hectares of natural area and 8,520 inhabitants of Muong Than Town (transferred from Dien Bien District).
Administrative boundary of Nam Thanh Ward: East borders Dien Bien District; West and South border Dien Bien District; North borders wards Thanh Truong, Muong Than, Noong Bua.
b) Establishing Thanh Truong Ward based on 281 hectares of natural area and 3,147 inhabitants of Thanh Luong Commune; 251 hectares of natural area and 2,627 inhabitants of Thanh Nua Commune (the part adjusted from the two communes to be managed by Dien Bien Phu City).
Thanh Truong Ward has 532 hectares of natural area and 5,774 inhabitants.
Administrative boundary of Thanh Truong Ward: East borders wards Him Lam, Thanh Binh, Muong Than; West borders Dien Bien District; South borders Dien Bien District and Nam Thanh Ward; North borders Dien Bien District.
c) Establishing Noong Bua Ward based on the entire natural area and population of Noong Bua Commune.
Noong Bua Ward has 1,800 hectares of natural area and 5,200 inhabitants.
Administrative boundary of Noong Bua Ward: East borders Dien Bien District; West borders wards Tan Than, Muong Than; South borders Nam Thanh Ward and Dien Bien Dong District; North borders ward Him Lam and commune Thanh Minh.
4. After adjusting administrative boundaries to expand Dien Bien Phu City and establishing wards under Dien Bien Phu City:
Dien Bien Phu City has 6,009.05 hectares of natural area and 70,639 inhabitants, including eight administrative units directly under it: wards Muong Than, Tan Than, Him Lam, Thanh Binh, Nam Thanh, Thanh Truong, Noong Bua, and commune Thanh Minh.
Administrative boundary of Dien Bien Phu City: East borders Dien Bien District and Dien Bien Dong District; West, South, and North border Dien Bien District.
Dien Bien District retains 163,985.45 hectares of natural area and 100,755 inhabitants, including eighteen administrative units directly under it: communes Muong Pon, Thanh Nua, Thanh Luong, Thanh Hung, Thanh Chan, Thanh Xuan, Thanh An, Thanh Yen, Na Tau, Muong Phang, Noong Luong, Noong Het, Pa Tho, Nuam Ngam, Sam Mun, Na U, Muong Nha, Muong Loi.
Thanh Luong Commune under Dien Bien District retains 3,665.50 hectares of natural area and 5,697 inhabitants. Thanh Nua Commune under Dien Bien District retains 10,099 hectares of natural area and 5,301 inhabitants.
Article 2. This Decree shall take effect fifteen days from the date of publication in the Official Gazette. All previous regulations contrary to this Decree are hereby abolished.
Article 3. The Chairman of the People's Committee of Lai Chau Province, the Minister of Interior, and the Heads of related agencies are responsible for implementing this Decree./.
