Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on State Budget dated December 16, 2002;

Pursuant to the Law on Credit Organizations dated December 12, 1997, and the Law Amending and Supplementing Certain Provisions of the Law on Credit Organizations dated June 15, 2004;

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Resolution No. 06/2006/QH12 dated May 4, 2006 of the Government regarding the regular meeting of the Government in April 2006;

At the request of the Minister of Finance.

Article 1. Approves the Charter on organization and operation of the Vietnam Development Bank as set forth in this Decision.

Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette. The Decision No. 231/1999/QĐ-TTg dated December 17, 1999 of the Prime Minister approving the Charter on organization and operation of the Development Support Fund is hereby repealed.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of People's Committees of provinces and centrally governed cities, Management Board, General Director of the Vietnam Development Bank are responsible for implementing this Decision./.
