DECISION OF THE PRIME MINISTER

Regarding the budget for paying salaries to full-time trade union officers working at non-state enterprises

PRIME MINISTER

Pursuant to the Government Organization Law dated December 25, 2001;

Pursuant to the proposal of the Vietnam General Confederation of Labor in Circular No. 1847/TLĐ dated November 7, 2002,

DECISION:

Article 1. Supplement VND 13,584,000,000 (thirteen billion five hundred eighty-four million dong) to the Vietnam General Confederation of Labor from the increased revenue of the central state budget in 2002, to pay salaries for full-time trade union officers working at non-state enterprises as proposed by the Vietnam General Confederation of Labor in Circular No. 1847/TLĐ.

Article 2. The Ministry of Finance shall take the lead in coordinating with the Vietnam General Confederation of Labor, the Ministry of Labor, Invalids and Social Affairs, and the Ministry of Home Affairs to study and issue management mechanisms and measures, sanctions to ensure that 2% of trade union funds are collected as prescribed, to guarantee sufficient funding for the salaries of full-time trade union officers, including those working at non-state enterprises. This mechanism will be implemented from the 2003 state budget year.

Article 3. This Decision shall take effect from the date of signing.

Article 4. The Ministers of Finance, Labor, Invalids and Social Affairs, Home Affairs, and the Chairman of the Vietnam General Confederation of Labor are responsible for implementing this Decision.
