TRANSITION TO THE NATIONAL STANDARD TCVN 6909:2001

 

Dear: - Ministries, ministerial-level agencies, and government agencies,

- Office of the President, National Assembly Office,

Government Office

- Supreme People's Procuracy, Supreme People's Court

- Central bodies of associations and mass organizations

- Central Financial Management Board and Party Committees

- Provincial People's Committees under central jurisdiction

- State-owned Enterprises 90, 91

 

Pursuant to Decision No. 72/2002/QĐ-TTg dated June 10, 2002 of the Prime Minister on the unified use of the national standard TCVN 6909:2001 for Vietnamese character sets in electronic information exchange between Party and State organizations, the Ministry of Finance provides guidelines for fiscal mechanisms as follows:

1. On conversion tools:

For conversion tools and basic software supporting the TCVN 6909:2001 standard, the state will provide licenses for use by all computer systems of government agencies and units.

The Ministry of Science and Technology is tasked with providing these tools under the Prime Minister's directive.

2. On funding for conversion:

- For administrative and public service organizations: costs associated with conversion should be arranged within the regular budget allocation for 2002. Specifically, for databases currently in use, the principle is that the year of transition to TCVN 6909:2001 will see these costs included in the unit's allocated budget for that year.

- For state-owned enterprises: conversion costs are to be included in product cost calculations.

3. On expenditure regulations: Based on actual work items transitioning from existing character sets to TCVN 6909:2001 and current government expenditure regulations, heads of grassroots units have the authority to determine specific expenditure levels for each task and are responsible for their unit's expenditure decisions. Heads of ministries, sectors, central agencies, and provincial People's Committee chairs have the authority to set reasonable expenditure levels for work items (if such items do not yet have established norms or expenditure regulations).

Based on the implementation status of the transition, heads of ministries, sectors, central agencies, and provincial People's Committees are responsible for guiding subordinate units in transitioning to TCVN 6909:2011 and using funds appropriately, economically, and effectively. Heads of grassroots units are responsible for their unit’s conversion fund usage and must settle accounts according to current regulations.
