CIRCULAR
Guidelines for Expenditure on Establishing Electronic Information under Information Technology
Pursuant to Decree No. 87/CP dated December 19, 1996 of the Government Chairman guiding the implementation of decentralization in management, budget preparation, execution, and settlement according to the State Budget Law;
Pursuant to Decision No. 531/TTg dated August 8, 1996 of the Government Chairman regarding national program management and Circular No. 06TT/LBKH-TC dated April 29, 1997 of the Ministry of Planning and Investment and the Ministry of Finance guiding the implementation of Decision No. 531/TTg dated August 8, 1996 of the Government Chairman on national program management;
Pursuant to Decision No. 280/TTg dated April 29, 1997 of the Government Chairman on building a wide area network for information transmission in administrative state agencies;
To strengthen and unify the management of expenditure for the National Information Technology Program, upon the proposal of the Steering Committee for the National Information Technology Program, the Ministry of Finance issues guidelines for expenditure on establishing electronic information under information technology as follows:
I. OBJECTS AND SCOPE OF APPLICATION
The subjects to which this Circular applies are administrative and service units using state budget funds to establish electronic information on computer networks at central ministries, sectors, and localities.
Scope of Application: Only applicable for payment of remuneration for staff working overtime as stipulated for tasks of establishing electronic information on computer networks, or hiring external parties.
II. LEVELS OF EXPENDITURE FOR ESTABLISHING ELECTRONIC INFORMATION
Establishing electronic information on computer networks in state administrative and service units involves creating databases and providing information on computer networks for information transmission, serving management work and professional activities of administrative agencies and state service units.
1. For data entry work:
1.1. Structured data entry: expenditure ranges from 30đ to 80đ per field (also called item of information), corresponding to different indicators in various forms based on management requirements. The expenditure increases progressively with the complexity of each field and the entire form of information.
1.2. Unstructured data entry: expenditure ranges from 1,500đ to 2,500đ per page, equivalent to 46 lines x 70 characters per line (depending on the actual page and specific requirements for data verification), with font size 12, single line spacing, default margins of word processing software and MS Word, including data verification and proofreading.
2. For image scanning work: This involves using peripheral devices to digitize images and store them as files for integration and use in texts or hypertexts. Expenditure ranges from 1,000đ to 3,000đ per A4 page (depending on size, resolution, and post-processing requirements for image correction).
3. For creating hypertext pages (Web): This is a type of data described in hypertext markup language (HTML), primarily for establishing connections to other resources on the network. Hypertext pages include:
3.1. Simple hypertext pages: These are mainly textual documents aimed at presenting informational content. Expenditure ranges from 1,000đ to 2,500đ per original A4 page converted into a hypertext page (unstructured text converted into hypertext, depending on complexity).
3.2. Complex hypertext pages: These are documents utilizing advanced features of hypertext markup language, creating user-friendly interfaces, aesthetic designs, and ease of use, serving as a basis for efficient information retrieval and utilization. Expenditure ranges from 3,500đ to 9,000đ (depending on the complexity of layout aesthetics, numerous images, use of advanced technologies, and complex links).
4. For establishing electronic information in foreign languages, the permitted increase in expenditure is from 10% to 30% of the stipulated expenditure levels.
Unit heads shall consider and decide on specific expenditure levels based on actual work and within the stipulated expenditure levels set out in this Circular.
When market prices fluctuate by 20% or more compared to the 1998 price level (announced by authorized bodies), the Ministry of Finance will study and amend expenditure levels accordingly.
III. MANAGEMENT WORK
1. Funds for these activities are included in the annual budget estimates of the units. In 1998, ministries, sectors, and localities shall implement within the scope of the state budget announced by the Government.
2. Unit heads shall approve plans for establishing electronic information simultaneously with approving expenditure levels and total overtime hours required for establishing electronic information.
3. Units shall prepare lists of people working overtime or hired externally, expenditure levels, amounts to be disbursed, signed off by unit heads as bases for disbursement. Those receiving money must sign the unit's list. This is the original document for the unit's accounting and the basis for final settlement according to current financial management regulations.
IV. IMPLEMENTATION PROVISIONS
This Circular takes effect fifteen days from the date of signature. Previous regulations of ministries, central agencies, and localities that conflict with this Circular are abolished.
Any difficulties encountered during implementation should be reported to the Ministry of Finance for research, amendment, and supplementation as appropriate./.
