Regarding the conversion of the Rubber Vocational Technical School into a Rubber Vocational Secondary Technical School.
appoint the Rubber Industry to be the Principal of the Rubber Vocational Technical Secondary School.

Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;AND OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Agreement No. 1005/TCCB dated November 1, 2000 of the Ministry of Education and Training regarding the establishment of the Rubber Vocational Secondary Technical School; Education and training regarding the establishment of the Rubber Vocational Technical Secondary School;
Now, the International Support Program (ISG) of the Ministry of Agriculture and Rural Development hereby establishes the Steering Board for the International Support Program (referred to as the Steering Board). The composition of the Steering Board for the International Support Program includes: civil servant position,
DECISION:
Article 1. The Rubber Vocational Technical School is hereby converted into the Rubber Vocational Secondary Technical School under the Vietnam Rubber Corporation.
The Rubber Vocational Secondary Technical School is a public service training entity with legal personality, its own seal, and operational funds provided by the State and the Vietnam Rubber Corporation. It is authorized to open an account at the National Treasury.
The school's headquarters is located in Dong Xoài City, Binh Phuoc Province.
Article 2. The main tasks of the school are as follows:
1 - Training and upgrading middle-level technical and economic cadres.
2 - Training and upgrading the skills and ranks of technical workers.
3 - Participating in research and application of scientific and technological advancements related to the school's training content and transferring technological advancements to serve production.
4 - Linking and cooperating with domestic and foreign organizations: educational institutions, research centers, production and business enterprises to combine training with production.
5 - Managing the organization, personnel, and assets of the school according to the regulations of the Ministry of Agriculture and Rural Development and the general provisions of the State.
Article 3. Fields of training:
1 - Secondary Education System: Training Programs:
- Crop Production, code 14-01
- Accounting, code 20-04
- Rubber Processing
- Industrial and Domestic Electrical Engineering, code 06-03
- Business Management at Production Sites, code 20-01
In the short term, the Rubber Vocational Secondary Technical School will train three programs: Crop Production, Accounting, and Rubber Processing.
For the Rubber Processing program, the school will conduct a pilot course, then conduct a summary, evaluation, and report to the Ministry of Agriculture and Rural Development and the Ministry of Education and Training for consideration and decision.
2 - Vocational Education System: Maintaining the current vocational training programs.
The Vietnam Rubber Corporation will strengthen the material infrastructure and teaching staff for the school to ensure the quality of new training programs.
Article 4. The organizational structure of the school will gradually be implemented in accordance with the regulations of the Secondary Technical School issued by the Ministry of Education and Training in Decision No. 24/2000/QH/BGDĐT dated July 11, 2000.
Leadership positions in the school will be appointed based on criteria, procedures, and formalities stipulated by the Ministry of Agriculture and Rural Development.
Article 5. The Director of the Office of the Ministry, the Director of the Department of Organization and Cadre Affairs, the General Director of the Vietnam Rubber Corporation, the Principal of the Rubber Vocational Secondary Technical School, and the heads of relevant units under the Ministry are responsible for implementing this Decision./.
