REGARDING THE ISSUANCE OF REGULATIONS ON THE ISSUE AND USE OF VIETNAM DONG CERTIFICATES WITH FOREIGN CURRENCY ORIGIN
CHAIRMAN OF THE STATE BANK OF VIETNAM
Pursuant to the Law on the Organization of the Council of Ministers dated July 4, 1981;
Pursuant to Directive No. 291-CT dated October 10, 1987 of the Chairman of the Council of Ministers on strengthening and implementing comprehensive measures for managing the use and expenditure of foreign currency by agencies and foreigners in Vietnam.
DECISION:
Article 1. Now hereby promulgating with this Decision the Regulations on the issue and use of Vietnam Dong certificates with foreign currency origin.
Article 2. These Regulations shall take effect from December 1, 1987.
Article 3. The Director of the State Bank of Vietnam's Office, the Heads of the Foreign Currency Economy Department, the Accounting and Finance Department, the General Director of the Vietnam Foreign Trade Bank, the Directors of the State Bank Branches, the Directors of the Vietnam Foreign Trade Bank Branches in provinces, cities, and centrally-administered municipalities are responsible for implementing this Decision.

RULES
REGULATIONS ON THE ISSUE AND USE OF VIETNAM DONG CERTIFICATES WITH FOREIGN CURRENCY ORIGIN
(Promulgated together with Decision No. 111-NH/QĐ dated November 19, 1987 of the Governor of the State Bank of Vietnam)
Article 1. The Vietnam Foreign Trade Bank is permitted to issue Vietnam Dong certificates with foreign currency origin as a means of payment to replace foreign currency cash and Vietnam Dong for foreigners to purchase goods and pay services at places specified in Clause 4 of these Regulations.
One certificate has a value equivalent to one Vietnam Dong. Vietnam Dong certificates are circulated without a specified period of validity.
Article 2. Vietnam Dong certificates issued include the following two types:
a) Vietnam Dong certificates type A with origins from freely convertible foreign currency, called certificate A.
b) Vietnam Dong certificates type B with origins from foreign currency used to pay trade fees with socialist countries, called certificate B.
Certificate A and certificate B are used for foreigners entering Vietnam with legitimate foreign currency belonging to categories such as casual visitors and foreigners residing in Vietnam who do not have accounts at the Vietnam Foreign Trade Bank.
Article 3. Certificate A and certificate B include the following denominations:
- Five thousand dong (5,000 dong)
- One thousand dong (1,000 dong)
- Five hundred dong (500 dong)
- Two hundred dong (200 dong)
- One hundred dong (100 dong)
- Fifty dong (50 dong)
- Twenty dong (20 dong)
- Ten dong (10 dong)
Article 4. Vietnam Dong certificates are used as a means of payment for goods and services for Vietnamese business organizations serving foreigners.
Holders may exchange certificates for Vietnam Dong cash at Vietnam Foreign Trade Bank establishments and State Bank foreign exchange departments in provinces for domestic market consumption according to their needs.
Article 5. Certificate A is issued from freely convertible foreign currency or from the accounts of joint ventures between Vietnam and non-socialist countries at the official exchange rate currently announced by the State Bank of Vietnam.
Certificate B is issued from account B or from the accounts of joint ventures between Vietnam and socialist countries, or from socialist country foreign currency converted at the current agreed exchange rate. International delegations hosted by our Party and State will be issued certificate B. Special cases allow Vietnamese Dong cash brought in by officials, experts, and citizens of socialist countries under bilateral cash exchange agreements to be exchanged for certificate B upon arrival in Vietnam for immediate expenses.
Article 6. The issuance of Vietnamese Dong vouchers shall be conducted at the facilities of the Vietnam Foreign Trade Bank and the Foreign Exchange Departments of the State Bank of Vietnam in provinces authorized by the Vietnam Foreign Trade Bank.
Article 7. Unused Vietnamese Dong vouchers may be refunded at the facilities of the Vietnam Foreign Trade Bank and the Foreign Exchange Departments of the State Bank of Vietnam in provinces.
Article 8. Vietnamese Dong vouchers shall have the same value as Vietnamese cash. Individuals using the vouchers and organizations accepting the vouchers must store them as they would cash.
The sale of Vietnamese Dong vouchers is strictly prohibited.
Article 9. The Director of the Vietnam Foreign Trade Bank is responsible for guiding the implementation of these Regulations.
