DECISION OF THE MINISTER OF AQUATIC RESOURCES
On assigning tasks for fisheries promotion work in 1997
MINISTER OF AQUATIC RESOURCES
Pursuant to Decree No. 50-CP dated June 21, 1994 of the Government stipulating the functions, tasks, and organizational structure of the Ministry of Fisheries;
Pursuant to Circular No. 02 issued on August 2, 1993 by the Joint Ministries of Agriculture, Food Industry, Forestry, Fisheries, and Finance, and the Government Cadre Organization Board guiding the implementation of Decree No. 13/CP dated March 2, 1993 of the Government on agricultural extension work;
Pursuant to the fisheries promotion program from 1996 to 2000 which has been approved by the Government;
Pursuant to the conclusion of Deputy Prime Minister Tran Duc Luong dated February 27, 1997 regarding the project on marine resource exploitation in offshore areas;
After reviewing the results of fisheries promotion activities in 1996;
DECISION:
Article 1: The Fisheries Occupation Department is assigned to carry out the task of assisting the Minister of Fisheries in uniformly managing State affairs related to fisheries promotion, and organizing effective fisheries promotion activities nationwide. Fisheries promotion work, with its content being information dissemination, popularization, and training, needs to focus on addressing the following issues in 1997:
1. Prioritizing fisheries promotion efforts in the field of marine resource exploitation, specifically through propaganda and dissemination of knowledge and skills training to facilitate the transition of coastal fishing communities to offshore and marine farming, thereby reducing excessive pressure on nearshore resources.
2. In the field of aquaculture, fisheries promotion should aim at training and disseminating advanced cultivation techniques, selection methods, and new technologies to help farmers choose appropriate products and techniques that meet market demands and natural conditions of each ecological region, aiming for stable, sustainable, and high-yield production.
3. Expanding training and disseminating new research results, new techniques, exemplary production experiences, and effective production models. Organizing good information channels to assist fishermen in acquiring necessary and systematic knowledge about fishing grounds, resource availability, harvesting techniques, equipment usage, maritime safety, processing and preservation techniques, market information, and knowledge on resource protection, rational organization from raw material production to processing and consumption.
4. Integrating fisheries promotion closely with scientific research, commercial information, market analysis, resource protection, and maritime safety work.
5. Closely collaborating with Departments, Bureaus, Institutes, Schools, and enterprises to effectively build models, conduct training, provide information, and summarize fisheries promotion experiences.
Article 2: Assigning all Departments, Bureaus, Institutes, Schools, and state-owned enterprises under the Ministry, based on their respective functions and responsibilities, to actively participate and coordinate with the Fisheries Occupation Department to strive for more concrete and practical outcomes in fisheries promotion work in 1997.
Specifically: - Science and Technology Department: Guide fisheries promotion activities through reporting on the results of completed research projects, newly introduced strains that have passed trials successfully, and new techniques that need to be widely disseminated and promoted.
Resource Protection Bureau: Coordinate with the Fisheries Occupation Department to disseminate knowledge on maritime labor safety, disease prevention, resource protection, and sustainable environmental conservation.
All Departments, Institutes, Quality Control Centers, Information Centers, Fisheries Journals, and companies and factories under the Ministry are tasked with coordinating with the Fisheries Occupation Department to conduct training and technology transfer, and provide information to assist fishermen in achieving the highest possible production efficiency.
Article 3: The Heads of the Office, Heads of Departments, Inspectors General, Institutes, Research Centers, and state-owned enterprises directly under the Ministry are responsible for implementing this Decision./.
