Regarding the export of state reserve rice to support famine relief during the lean season in 2010 for Quang Binh Province
THE MINISTER OF FINANCE
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 698/QD-TTg dated May 18, 2010 of the Prime Minister on supplementing rice for famine relief during the lean season in 2010 for Quang Binh Province;
At the request of the Director General of the State Reserve Administration,
DECISION:
Article 1. The State Reserve Corporation shall allocate without charge 1,000 tons of rice from the state reserve to Quang Binh Province to support famine relief for the people during the lean season in 2010.
Article 2. The State Reserve Corporation shall coordinate with the People's Committee of Quang Binh Province to promptly organize the delivery and receipt of rice at district centers according to the provincial allocation plan; simultaneously, compile the budget estimate for the relief distribution costs to submit to the Ministry for approval and implementation.
The State Reserve Corporation shall reduce the state reserve capital by the aforementioned amount of rice according to the accounting price currently being tracked in the accounting books and report the final settlement of the relief goods in accordance with regulations.
Article 3. This Decision takes effect from the date of signature. The Director of the State Reserve Corporation, the Head of the Budget Department, the Head of the Planning and Finance Department, the Director of the Price Management Department, and the Chief of the Ministry’s Office are responsible for implementing this Decision./.
