RESOLUTION

Regular Meeting of the Government in November 1997

On November 17 and 18, 1997, the Government convened its regular meeting in November 1997 to discuss and decide on the following issues:

1. The Government heard Minister Tran Xuan Gia of the Ministry of Planning and Investment present a summary of some major issues in the draft report to be submitted to the Fourth Plenary Session of the Central Committee of the Communist Party of Vietnam, Eighth Congress. The Government discussed and contributed many opinions on the main theme of the session, on the assessment of the economic and social situation and current weaknesses, on major policies and strategies to promote the reform process, thriftily implement industrialization and modernization of the country from now until 2000 and the early years of the next century, and on some other issues. The Government instructed the Compilation Team of the Steering Committee preparing for the Fourth Plenary Session of the Central Committee of the Communist Party of Vietnam, Eighth Congress, based on the opinions during the discussion and the concluding remarks of Prime Minister Phan Van Khai, to finalize the Government's comments on the draft report to be presented at this session.

2. The Government provided comments and approved the Draft Law on Science and Technology. The Government instructed the Minister of Science, Technology and Environment to incorporate the opinions expressed during the meeting, in coordination with the Minister of Justice and the Minister-Chairman of the Government Office, to perfect the Draft Law mentioned above for submission to the National Assembly.

3. The Government provided comments and approved the Draft Ordinance on the Conclusion and Implementation of International Treaties (amended). The Government instructed the Minister of Foreign Affairs to incorporate the opinions expressed during the meeting, in coordination with the Minister of Justice and the Minister-Chairman of the Government Office, to perfect the Draft Ordinance on International Treaties for submission to the Standing Committee of the National Assembly in November 1997.

4. The Government discussed and agreed on the amendments to the draft Decree guiding the implementation of the Law on Encouragement of Domestic Investment to create more favorable legal conditions for investment and business development. The Government instructed the Minister-Chairman of the Government Office to coordinate with the Minister of Justice to perfect the draft Decree for submission to the Prime Minister for signature and issuance in November 1997; it also instructed the heads of relevant agencies to issue circulars guiding the implementation immediately upon the Decree coming into effect.

5. In addition to the National Target Programs already decided in Resolution 85/CP dated July 11, 1997, the Government decided to supplement the Employment Generation Program to the list of National Target Programs. The Ministry of Planning and Investment and the Ministry of Finance will arrange this Program together with the six Programs already decided into the Socio-Economic Development Plan and State Budget Estimate for 1998 for submission to the National Assembly for approval./.
