DECISION OF THE PRIME MINISTER
Regarding the establishment of the National Council for Directing the Compilation of the Vietnam Encyclopaedic Dictionary
PRIME MINISTER
Pursuant to the Law on the Organization of the Government dated September 30, 1992;
At the proposal of the Minister, Head of the Organization-Cadre Department of the Government,
DECISION:
Article 1. Establish the National Council for Directing the Compilation of the Vietnam Encyclopaedic Dictionary to assist the Prime Minister in directing the implementation of plans, contents of compilation and publication of various encyclopaedias and encyclopaedic dictionaries, replacing the National Council for Directing the Compilation of the Vietnam Encyclopaedic Dictionary established pursuant to Decision No. 163a/CT dated May 15, 1987 of the Chairman of the Council of Ministers.
The National Council for Directing the Compilation of the Vietnam Encyclopaedic Dictionary shall have a seal and a bank account. Operating funds shall be provided by the State.
Article 2. The National Council for Directing the Compilation of the Vietnam Encyclopaedic Dictionary shall have the following tasks:
1. To develop plans for the compilation and publication of various encyclopaedias and encyclopaedic dictionaries and submit them to the Prime Minister for approval; to direct the implementation of approved compilation and publication plans.
2. To review the contents of the compilation of encyclopaedia works and encyclopaedic dictionaries and bear responsibility for those contents.
3. To manage the Vietnam Encyclopaedic Dictionary Publishing House in accordance with the Law on Publishing.
Article 3. The composition of the National Council for Directing the Compilation of the Vietnam Encyclopaedic Dictionary shall be appointed by the Prime Minister and shall include: a Chairperson, two Deputy Chairpersons, and members. The Chairperson and one Deputy Chairperson shall concurrently serve as the General Secretary and shall be full-time officials. Members shall serve on a part-time basis.
The Chairperson, Deputy Chairpersons, and members of the Council shall be scientific, political, cultural, and social activists with high professional qualifications, prestige, capability, and conditions to direct the compilation of encyclopaedia works.
Article 4. The National Council for Directing the Compilation of the Vietnam Encyclopaedic Dictionary shall have an office to assist its work, editorial boards, and the Vietnam Encyclopaedic Dictionary Publishing House.
The office shall be a dedicated body assisting the Council.
Editorial boards for encyclopaedias and encyclopaedic dictionaries shall be established by the decision of the Council Chairperson. Members of the editorial boards shall include collaborating scientists with high professional qualifications, capabilities, and experience in compiling various types of encyclopaedias and encyclopaedic dictionaries.
The Vietnam Encyclopaedic Dictionary Publishing House shall be subordinate to the Council. The Director of the Vietnam Encyclopaedic Dictionary Publishing House shall be appointed by the decision of the Council Chairperson.
Article 5. The National Council for Directing the Compilation of the Vietnam Encyclopaedic Dictionary shall operate according to regulations approved by the Prime Minister upon submission by the Council Chairperson.
Article 6. Ministries, ministerial-level agencies, government agencies, provincial People's Committees under central cities shall create favorable conditions for members of the National Council for Directing the Compilation of the Vietnam Encyclopaedic Dictionary and collaborating scientists to participate in the compilation of various types of encyclopaedias and encyclopaedic dictionaries.
Article 7. This Decision shall take effect fifteen days from the date of signature. Decisions No. 163a/CT dated May 15, 1987 of the Chairman of the Council of Ministers regarding the establishment of the National Council for Directing the Compilation of the Vietnam Encyclopaedic Dictionary, Decision No. 321/CT dated December 26, 1988 of the Chairman of the Council of Ministers regarding the establishment of the National Center for Compiling the Vietnam Encyclopaedic Dictionary, and other previous provisions contrary to this Decision are hereby abolished.
Article 8. Ministers, heads of ministerial-level agencies, heads of government agencies, Chairpersons of provincial People's Committees under central cities, Chairperson, and members of the National Council for Directing the Compilation of the Vietnam Encyclopaedic Dictionary shall be responsible for implementing this Decision./.
