DECISION
Approving the Orientation for the development of Vietnamese architecture until 2020
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Construction (report No. 07/TTr-BXD dated February 21, 2002 and letter No. 160/BXD-VP dated July 19, 2002),
DECISION:
Article 1. Approving the Orientation for the development of Vietnamese architecture until 2020 with the main contents as follows:
1. On objectives.
a) General Objective:
Improving the quality of architecture, creating a sustainable living environment, meeting the requirements of cultural construction and socio-economic development in the process of industrialization and modernization of the country, laying a solid foundation for the formation and development of modern Vietnamese architecture rich in national characteristics.
b) Specific Objectives:
Studying and establishing theoretical foundations regarding the modernity and nationality of Vietnamese architecture;
Promoting awareness among architects and the public about the significance, importance, directions, and tasks of developing modern Vietnamese architecture rich in national characteristics;
Preserving and promoting traditional architectural cultural values and the national characteristics of the country's architecture in the trend of globalization;
Training and building a team of architects who are both virtuous and talented, having professional resilience; emphasizing and caring for the training of leading architects;
Establishing policies for practicing architecture to enable architects to create many high-quality architectural works that meet the material and spiritual needs of people and society, serving the cause of national construction and defense;
Promoting the role of residents and communities in participating in the development of modern architecture rich in national characteristics and creating a sustainable living environment;
Strengthening state management over architecture according to the orientation of developing modern architecture rich in national characteristics.
2. On viewpoints.
Architecture serves and promotes economic and social development and the cause of industrialization and modernization of the country. The development of architecture must be consistent with the Party's policy on building and developing advanced Vietnamese culture rich in national characteristics; suitable to natural conditions, contributing to environmental protection and ecological balance maintenance; serving the people, prioritizing the interests of the whole society; selectively applying modern scientific and technological advancements; ensuring sustainable architectural development.
3. Orientation for the development of Vietnamese architecture until 2020.
a) In urban areas.
Developing and forming an overall architectural structure in urban areas based on the distribution and development of the urban system according to the Orientation for the Overall Urban Development Planning of Vietnam until 2020 approved by the Prime Minister under Decision No. 10/1998/QĐ-TTg dated January 23, 1998.
The overall architectural structure of each region and city must have its own distinct characteristics, suitable to the economic, natural, demographic-social conditions, scientific and technical level, historical-cultural traditions of the locality, and construction planning projects approved by competent state authorities.
The overall architectural structure of each city must harmonize renovation with new construction; renewing the traditional architectural cultural environment but not losing its unique characteristics.
Forming urban architecture must prioritize the principle of integrating individual buildings with the overall urban architectural structure; ensuring a harmonious combination between the past, present, and future. All renovations and new constructions in cities must comply with regulations on architectural management and urban construction planning.
b) In rural areas.
Developing architecture in villages and communes directly related to the general planning structure of cities must be based on detailed construction planning, involving residents and communities; paying attention to preserving architectural and natural heritage of villages and communes; supplementing missing functions, combining modernization of infrastructure. New constructions must comply with regulations on architectural management and urban construction planning.
Forming an overall architectural structure in market towns, commune centers, and clusters of communes based on adhering to construction planning regulations; encouraging the development of low-rise buildings with sloping roofs, inheriting traditional architectural forms, harmoniously blending with natural scenery, and adapting to local climatic conditions.
Developing architecture in villages and communes should pay attention to preserving local cultural traditions, customs, and practices; being compatible with natural features, inheriting construction experiences, and disaster prevention; gradually modernizing infrastructure and developing new architectural works of appropriate quality.
c) Developing architecture for various types of structures.
Developing architecture for various types of structures according to the principle: suitability, aesthetics, environmental and economic protection, meeting the spiritual and material needs of people and society; ensuring national and modern characteristics, thoroughly implementing the principle of sustainable development, creating a good living environment for everyone, enhancing the comprehensive economic, social, and environmental benefits in design, construction, and management of structures, applying scientific and technological advancements, striving to reach international advanced levels.
Residential architecture must meet the goal of improving the quality of the living environment, satisfying diverse residential requirements of residents; aiming to achieve basic housing development targets by 2020.
Public architecture must reflect the integration of urban planning, landscape, culture, and art factors reaching advanced levels in the region. Key state-owned structures must reach world-class standards.
Industrial architecture must emphasize the application of advanced domestic and foreign technologies in organizing space, production environments, and management. Large-scale industrial structures must reach world-class standards.
Enhancing the quality of typical architectural designs; standardizing construction components; implementing industrialization and commercialization of product supply to the construction market.
Underground architecture must be given due consideration in planning and construction design; it is essential to adhere to the principle of combining peacetime and wartime usage; forming an interconnected underground public space system with surface structures.
4. Main tasks.
- Strengthen theoretical research and architectural criticism;
- Continue to innovate urban planning work and establish an urban design specialty;
- Innovate design technology, improve the quality of architectural works, and meet basic societal usage requirements;
- Promote architectural development alongside controlling architectural development, ensuring architectural and construction order during the development process;
- Preserve and promote the value of architectural heritage during integration and globalization trends;
5. Major policies and solutions to implement the orientation for Vietnam's architectural development.
- Enhance the effectiveness of state management over construction and architectural development;
- Expand campaigns to raise awareness and community participation;
- Strengthen the role and responsibility of professional associations and political-social organizations;
- Reorganize research, criticism, advisory, and design forces in conjunction with architects' professional activities;
- Protect authors' rights to architectural works;
- Train and develop human resources; build a team of architects with both virtue and talent to serve the cause of architectural development;
- Expand and enhance the effectiveness of international cooperation;
- Develop a framework program and detailed action plan until 2005 and 2010 to implement the Orientation for Vietnam's Architectural Development until 2020;
Article 2.
1. The Ministry of Construction shall organize the implementation of the Orientation for Vietnam's Architectural Development until 2020; develop the Framework Program for Implementing the Orientation for Vietnam's Architectural Development;
2. Ministries, sectors, local authorities at all levels, and professional associations, political-social organizations shall, within their respective responsibilities, functions, and powers, have detailed plans to implement the Orientation for Vietnam's Architectural Development until 2020.
Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Committees are responsible for implementing this Decision.
