ESTABLISH THE DIRECTING BOARD FOR THE KEY MACHINERY PRODUCTS PROGRAMME

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 186/2002/QĐ-TTg dated December 26, 2002 of the Prime Minister approving the Strategy for the Development of the Mechanical Industry in Vietnam until 2010 with a vision to 2020;

At the proposal of the Minister of Industry in the report No. 1854/TTr-PC dated May 7, 2003,

DECISION:

Article 1. The Directorate for the Key Mechanical Products Program is hereby established with the following composition:

1. Director: Mr. Nguyen Tan Dung, Deputy Prime Minister;

2. Deputy Director: Mr. Hoang Trung Hai, Minister of Industry;

Members:

3. Mr. Nguyen Xuan Chuan, Deputy Minister of Industry;

4. Mr. Tran Dinh Khien, Deputy Minister of Planning and Investment;

5. Mr. Nguyen Huy Hieu, Deputy Minister of National Defense;

6. Mr. Tran Van Ta, Deputy Minister of Finance;

7. Mr. Bui Manh Hai, Deputy Minister of Science and Technology;

8. Mr. Tran Doan Tho, Deputy Minister of Transport;

9. Mr. Tong Van Nga, Deputy Minister of Construction;

10. Mr. Le Danh Vinh, Deputy Minister of Trade;

11. Mr. Nguyen Van Dang, Deputy Minister of Agriculture and Rural Development;

12. Mr. Dao Phan Long, Vice Chairman and General Secretary of the Vietnam Mechanical Association;

13. Mr. Nguyen Van Thu, President of the Vietnam Association of Mechanical Enterprises.

Article 2. The Directorate for the Key Mechanical Products Program shall have the following tasks and powers:

1. To direct, guide, inspect, and urge ministries, sectors, and localities to implement the Key Mechanical Products Program in accordance with the goals and schedule set forth in the Strategy for the Development of the Mechanical Industry in Vietnam until 2010 with a vision to 2020, which has been approved by the Prime Minister in Decision No. 186/2002/QĐ-TTg dated December 26, 2002.

2. To direct ministries and sectors to develop planning for the development of mechanical specialties until 2010 to ensure consistency and synchronization between the plans of each ministry and sector and the Strategy for the Development of the Mechanical Industry, and to inspect the implementation of approved plans.

3. To direct the development and implementation of investment projects for the production of key mechanical products in the Key Mechanical Products Program in accordance with the Strategy for the Development of the Mechanical Industry in Vietnam until 2010, which has been approved by the Prime Minister.

4. To direct the inspection, supervision, and overall evaluation of investment projects and require ministries, sectors, and localities to report on the progress and results of their tasks within the Key Mechanical Products Program to compile and report to the Prime Minister.

5. To direct surveys, statistics, and evaluations of technological levels and mechanical production capabilities both domestically and internationally.

6. To direct ministries and sectors to develop and submit to the Government and the Prime Minister for decision-making policies and solutions regarding finance, taxation, markets, investment, and human resource training for the mechanical industry.

7. To perform other tasks assigned by the Prime Minister.

Article 3. The Directorate shall have a permanent office to assist in its work located at the Ministry of Industry and other working groups established by the Director of the Directorate as needed to support the Directorate's operations.

The Directorate may use the seal of the Government in its management activities and the Ministry of Industry in administrative and budgetary matters of the Directorate.

The operating expenses of the Directorate shall be allocated from the annual budget estimate of the Ministry of Industry and managed, settled, and audited according to the provisions of the State Budget Law.

The operational regulations of the Directorate shall be decided by the Director.

Article 4. This Decision takes effect from the date of signature.

Ministers, heads of ministerial-level agencies, heads of central government agencies, chairmen of provincial people's committees under the central government, and those named in Article 1 are responsible for implementing this Decision.
