DECISION OF THE PRIME MINISTER

Regarding the approval of the project
"Building a learning society for the period 2005 - 2010"

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Education Law dated December 2, 1998;

Considering the proposal of the Minister of Education and Training,

DECISION:

Article 1. Building the whole country into a learning society with basic criteria being to create opportunities and favorable conditions for people of all ages and levels to engage in continuous and lifelong learning at any place, time, level, and degree; mobilizing the comprehensive strength of the entire society to participate in building and developing education; everyone and every organization has the responsibility and duty to learn and actively participate in building a learning society.

Building the whole country into a learning society is based on the simultaneous development, connection, and intercommunication of two components: formal education and continuing education within the national education system, where continuing education implements programs aimed at creating the best conditions to meet all requirements of lifelong and continuous learning for all citizens, which will be an important component serving as a foundation for building a learning society. Therefore, the scope of this Project will mainly focus on issues related to continuing education.

Approving the Project "Building a Learning Society for the Period 2005 - 2010" with the following main contents:

I. OBJECTIVES

On the basis of effectively implementing formal education according to the goals set out in the Education Development Strategy until 2010, developing continuing education to achieve the following basic criteria by 2010:

1. Improving the results of literacy eradication, striving for the literacy rate among people aged 15 and above to increase from 94% (in 2000) to over 98%, with those aged 15 to 35 reaching over 99%; particularly accelerating the rate of literacy eradication among ethnic minorities.

Mobilizing children from difficult circumstances who have not been able to attend school to enroll in universal education programs, achieving over 65% for children aged 6 to 10 and over 55% for those aged 11 to 14.

Ensuring equal literacy rates between men and women.

2. Striving to achieve a rate of over 80% of cadres at the commune, ward, town (hereinafter referred to as commune) and district levels (referred to as district) participating in training and updating knowledge on management, law, economy, and society to enhance their work capabilities.

3. Achieving a rate of 100% of civil servants and public officials in state agencies participating in training courses, retraining, and upgrading their professional skills, management, political theory, computer science, foreign languages, etc.

4. Achieving a rate of over 85% of workers in agriculture, forestry, and fisheries accessing and benefiting from programs aimed at enhancing their knowledge, labor capacity, production, and quality of life.

5. Achieving a rate of 100% of districts having district-level continuing education centers; 100% of provinces and cities having provincial-level continuing education centers; and over 80% of communes, wards, and towns nationwide establishing community learning centers.

II. MAIN TASKS

1. Building the movement "The Whole Country Becoming a Learning Society"

a) Building the movement "The Whole Country Becoming a Learning Society" closely linked with the campaign "All People United to Build a Cultural Life." Enhancing awareness about the rights and responsibilities of each individual and collective in engaging in regular, continuous, and lifelong learning and participating in building a learning society to meet the requirements and tasks in the new phase of national development.

b) Establishing and implementing contents, measures, operational mechanisms, and coordination among state management agencies, the education sector, political organizations, socio-political organizations, social organizations, mass organizations from central to grassroots levels to organize activities aimed at attracting all strata of the population to participate in the movement to build the whole country into a learning society. Developing specific measures to organize and sustain the movement "The Whole Country Becoming a Learning Society" with high quality and effectiveness. c) Encouraging and promoting activities to promote learning and talent, mobilizing and attracting all social forces to participate in building a learning society, contributing to the development of a healthy and progressive Vietnamese education system that retains its national identity while gradually aligning with advanced global standards; overcoming weaknesses, preventing negative trends, and creating opportunities and necessary conditions for learning. Building a sense of continuous self-study and self-improvement in each person and a sense of responsibility in each family, clan, village, neighborhood, organization, and unit.Expanding and promoting the effectiveness of models such as "Scholarly Families," "Clans Promoting Learning," "Cultural Neighborhoods," and "Communities Promoting Learning" with specific and practical contents and criteria.

2. Building and vigorously developing the continuing education system simultaneously with further consolidating and perfecting formal education

Building material infrastructure to consolidate and expand continuing education institutions to meet the needs of regular and lifelong learning for all groups. Concentrating on building the following main organizational models:

a) Continuing Education Centers

Focusing on consolidating, building, and reasonably expanding the scale, improving the quality and capacity of existing provincial and district-level continuing education centers, while directing the establishment of continuing education centers in districts, counties, and cities that currently lack them. Completing the regulations on the organization and operation of continuing education centers, clearly defining their functions, tasks, staff, and facility standards to ensure they can implement continuing education programs as prescribed by law and serve as a basis for developing plans for investment and development.

b) Community Learning Centers

Focus on consolidating, building, and expanding the scale reasonably, improving the quality and capacity of provincial and district-level Continuing Education Centers that have been established, while directing the establishment of Continuing Education Centers in districts, counties, provinces, and cities that currently do not have them. Complete the Regulations on the organization and operation of Continuing Education Centers, clearly defining their functions, tasks, staff, and infrastructure standards to build centers capable of implementing continuing education activities as prescribed by law, serving as a basis for developing plans for development and investment.

b) Community Learning Centers

Promote sustainable development and expand the model of community learning centers in communes, wards, and towns nationwide to implement literacy programs, continuing education after literacy acquisition, and educational programs that meet the needs of learners in community residential areas. Based on summarizing, evaluating, and drawing lessons from the community learning center model to continue building and promulgating clear regulations regarding the objectives, contents, organizational forms, operational mechanisms of this model, and expanding and developing it. Strive to achieve a ratio of over 80% of communes, wards, and towns nationwide having community learning centers by 2010.

c) Expand the scale of Open training facilities Develop community education facilities

Conduct comprehensive summaries, evaluations, and draw lessons from the contents, programs, forms, and methods of training at current Open training facilities as a basis for establishing, adjusting, and supplementing regulations on the organization and operation of Open training facilities, addressing limitations, and continuing to develop and expand the scale of existing facilities according to the principle: the training activities of Open training facilities must be carried out primarily through distance learning methods.

d) Other regular training facilities

The State encourages and creates favorable conditions for agencies, organizations, production, service, and business establishments under various economic sectors to establish training facilities and regular training programs for workers, especially those in the agricultural sector and in regions with difficult and extremely difficult socio-economic conditions. Develop various forms of organization for training to implement programs to disseminate knowledge aimed at applying science, technology, and technology to production; learning cultural, social, life, and vocational knowledge to improve personal qualities, broaden knowledge, enhance professional skills, improve the quality of life, find and create jobs, and adapt to social life.

3. Build content, programs, and teaching methods for regular education suitable for various models of regular education organization.

a) Reform, supplement, perfect, and improve the quality of literacy programs, supplementary programs; training and upgrading programs in specialized fields; programs to enhance qualifications, update knowledge and skills, and transfer technology in various trades, with particular emphasis on improving the quality of regular education programs leading to national education system certificates.

b) Implement reforms in regular education methods based on maximizing the active role, self-study capabilities, and exploitation of inherent experiences of learners.

Expand the scope and target groups for learning forms: work and study simultaneously, distance learning, guided self-study to obtain national education system certificates to facilitate learners of all ages to improve their academic qualifications and ensure the connection between regular education and formal education in the national education system.

d) Vigorously apply distance education methods to implement regular education programs; rapidly increase the capacity to provide learning opportunities through distance education methods in regions with difficult and extremely difficult socio-economic conditions. Strengthen the use of modern information and communication tools, audio-visual equipment; fully utilize central and local radio and television services to serve distance education teaching and learning to improve the quality and effectiveness of educational activities. Establish and perfect mechanisms for examination, evaluation, and ensuring the quality of teaching and learning.

4. Build and train staff, teachers, employees, and volunteers in regular education facilities.

a) Establish and promulgate regulations on standards, systems, and policies for different types of workers in regular education facilities.

b) Utilize all capabilities and expertise in formal education institutions and throughout society to develop regular education and non-formal education. Encourage educators, scientists, and experienced experts in all fields to participate in regular education and non-formal education activities.

III. IMPLEMENTATION MEASURES

1. Strengthen the leadership of Party organizations at all levels over regular education facilities. Reform the education management mechanism, clearly define responsibilities; have close coordination mechanisms between authorities at all levels, sectors, and organizations from the central level to grassroots facilities to guide the organization and implementation of the movement "The whole country becomes a learning society." Fully leverage the roles of political organizations, political-social organizations, social organizations, particularly the important role of the Vietnam Association for Promoting Education in organizing educational promotion activities and actively participating in other activities to promote the movement "The whole country becomes a learning society."

2. Organize extensive and continuous propaganda about the purpose, significance, and content of the movement so that all citizens, agencies, and organizations clearly understand, support, and take responsibility to actively participate in building the movement. Use various information media and organize diverse forms and methods of propaganda to promote and maintain the movement continuously.

3. Amend, supplement, perfect, and promulgate mechanisms, policies, and legal documents on regular education; build strict management coordination mechanisms to ensure the connectivity between formal education and regular education.

4. Strengthen inspection, supervision, evaluation, and quality certification work; regularly and periodically carry out commendation and reward work for this cause.

5. Financial solutions

The funds for implementing activities in the field of continuing education mainly rely on the spirit of maximizing the effectiveness of socialization as stipulated in Resolution No. 05/2005/NQ-CP dated April 18, 2005, on promoting socialization in educational, health, cultural, and sports activities to mobilize all social resources for the development of continuing education. Mechanisms and policies shall be established to encourage and specify the responsibilities of relevant sectors, localities, economic and social organizations, and employers in building physical infrastructure and supporting funding for learners.

The State allocates the budget to support the development of continuing education. The state budget will focus on supporting part of the costs for compiling programs, materials, training human resources, and teachers serving continuing education activities; prioritizing investment funds for constructing continuing education facilities in difficult areas and ethnic minority regions. Localities are responsible for balancing their budgets to allocate funds for building physical infrastructure, purchasing teaching and learning equipment, and supporting regular activities of continuing education facilities within their jurisdictions according to current regulations.

Article 2. Implementation

b) Inspect and supervise educational institutions in implementing vaccination work.

a) Coordinate with the Ministry of Labor, Invalids, and Social Affairs to guide ministries, sectors, agencies, and localities in concretizing the contents of this Project into specific programs and projects with appropriate goals, solutions, and steps to organize and implement; take the lead and coordinate with related agencies and localities to specify the curriculum, textbooks, and materials for continuing education and direct the implementation of the Project's contents.

b) Take the lead and coordinate with the Ministry of Labor, Invalids, and Social Affairs, the Ministry of Home Affairs, the Ministry of Natural Resources and Environment, the Ministry of Construction, the Ministry of Finance, and the Ministry of Planning and Investment to develop mechanisms and policies related to implementing the Project's contents; coordinate with the Ministry of Planning and Investment and the Ministry of Finance to unify the allocation and arrangement of funds from the state budget according to current regulations to achieve the Project's objectives and tasks.

c) Take the lead and coordinate with political and social organizations, social organizations, mass organizations, and information agencies to promote activities to enhance the study movement.The whole country becomes a learning society.".

d) Monitor and compile the overall situation and results of the Project's implementation; concretize and direct the implementation of contents within their management authority; specify the time, content, and periodic evaluation report requirements for related agencies; report and propose necessary solutions to the Prime Minister to ensure the Project's high effectiveness.

2. The Ministry of Labor, Invalids, and Social Affairs shall take the lead and coordinate with the Ministry of Education and Training and related ministries, sectors, agencies, and localities to concretize the contents of this Project to guide and organize its implementation in vocational training.

3. The Ministry of Finance shall be responsible:

a) Allocate the budget to support continuing education to implement the Project's contents and conduct financial inspection and audit according to current regulations.

b) Take the lead and coordinate with the Ministry of Education and Training, the Ministry of Labor, Invalids, and Social Affairs, and related agencies to draft and promulgate or submit to competent authorities for promulgation legal documents on financial mechanisms and policies for continuing education.

4. The Ministry of Planning and Investment shall be responsible for:

a) Allocating capital to support investment in continuing education facilities in difficult areas; aggregate and incorporate them into the unified state budget plan for annual support for continuing education.

b) Take the lead and coordinate with the Ministry of Education and Training, the Ministry of Labor, Invalids, and Social Affairs, and related agencies to draft and promulgate or submit to competent authorities for promulgation legal documents on mechanisms and policies to support investment in continuing education within their assigned authority.

5. Other ministries, sectors, and agencies shall be responsible for implementing the Project's contents within their jurisdiction and management authority and coordinate with related ministries, sectors, agencies, and localities to guide and implement the Project's contents in a synchronized manner.

6. People's Committees of provinces and centrally-administered cities shall be responsible for concretizing the contents of this Project into specific programs and projects with appropriate goals, contents, solutions, and steps to guide and organize their implementation within their jurisdictions; coordinate with the Ministry of Education and Training, the Ministry of Labor, Invalids, and Social Affairs, and related agencies to guide and implement the Project's contents in a synchronized and highly effective manner.

Request the Vietnam Fatherland Front, the Vietnam General Confederation of Labor, the Vietnam Women's Union, the Ho Chi Minh Communist Youth Union, the Vietnam Association for Promoting Learning, the Vietnam Farmers' Union, the Vietnam Association for Science and Technology, mass organizations, and social organizations to actively participate in the activities of the movement and the contents outlined in this Project to achieve the goal of building a learning society throughout the country.

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
