DECISION OF THE MINISTER OF NATIONAL DEFENSE
REGARDING THE ESTABLISHMENT OF THE DRIVING LICENSE TESTING CENTER
BELONGING TO THE NO. 3 VOCATIONAL COLLEGE - MINISTRY OF NATIONAL DEFENSE
MINISTER OF NATIONAL DEFENSE
BASED ON THE LAW ON ENACTING LEGAL REGULATIONS OF NOVEMBER 12, 1996; AMENDED AND COMPLEMENTED WITH SOME ARTICLES ON DECEMBER 16, 2002;
BASED ON THE DECREE NO. 30/2004/ND-CP OF JANUARY 16, 2004 OF THE GOVERNMENT PROVIDING FOR THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF NATIONAL DEFENSE;
IMPLEMENTING THE DECISION NO. 78/QD-BLDTBXH OF JANUARY 12, 2007 OF THE MINISTRY OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS ON THE ESTABLISHMENT OF THE NO. 3 VOCATIONAL COLLEGE/BQP;
Article 2. This Circular applies to academies, universities, military officer schools, vocational colleges, secondary technical schools, and military schools (hereinafter referred to collectively as military schools) that organize training in accordance with the law, and related agencies, units, organizations, and individuals; it does not apply to teachers teaching at kindergartens, general education schools, national defense education centers, and security education centers.
DECISION:
Article 1. THE DRIVING LICENSE TESTING CENTER BELONGING TO THE NO. 3 VOCATIONAL COLLEGE/BQP IS ESTABLISHED.
HEADQUARTERS LOCATED IN AN THANG COMMUNE, AN LAO DISTRICT, HAI PHONG CITY.
Article 2. THE DRIVING LICENSE TESTING CENTER BELONGING TO THE NO. 3 VOCATIONAL COLLEGE/BQP SHALL BE RESPONSIBLE FOR TESTING TO ISSUE DRIVER'S LICENSES FOR CLASSES A1, A2, A3, A4, B1, B2, C, D, E, AND F.
Article 3. THE TESTING CENTER IS A SELF-FINANCING PUBLIC SERVICE UNIT, ALLOWED TO USE ITS OWN SEAL AND SEPARATE ACCOUNT.
Article 4. THE ORGANIZATION AND STAFFING OF THE DRIVING LICENSE TESTING CENTER BELONGING TO THE NO. 3 VOCATIONAL COLLEGE/BQP SHALL BE REGULATED BY THE GENERAL STAFF.
Article 5. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE.
THE CHIEF OF THE GENERAL STAFF, THE DIRECTORS OF THE DEPARTMENTS, THE COMMANDER OF THE III MILITARY REGION, THE PRINCIPAL OF THE NO. 3 VOCATIONAL COLLEGE/BQP AND THE RELATED ORGANIZATIONS AND UNITS SHALL IMPLEMENT THIS DECISION./.
