CIRCULAR

Pursuant to Decree No. 215/2013/NĐ-CP dated December 23, 2013, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 30/2007/NĐ-CP dated March 1, 2007 of the Government on lottery business and Decree No. 78/2012/NĐ-CP dated October 5, 2012 of the Government amending and supplementing certain provisions of Decree No. 30/2007/NĐ-CP dated March 1, 2007 of the Government on lottery business;
At the proposal of the Director of the Department of Banking and Financial Institutions;
The Minister of Finance issues this Circular amending and supplementing certain provisions of Circular No. 75/2013/TT-BTC dated June 4, 2013 of the Ministry of Finance guiding detailed regulations on lottery business activities.
Article 1. Amending and supplementing certain provisions of Circular No. 75/2013/TT-BTC dated June 4, 2013 of the Ministry of Finance guiding detailed regulations on lottery business activities
1. Amending Clause 1 of Article 39 as follows:
"1. Documents for requesting issuance of a certificate of eligibility for lottery business operations:
a) A request letter from the Lottery Enterprise or Vietnam Lottery Corporation specifying the type of product requested for permission to operate;
b) Opinion of the owner regarding the issuance of the certificate of eligibility for lottery business operations;
c) Business operation plan of the Lottery Enterprise or Vietnam Lottery Corporation;
d) Decision on establishment of the enterprise (certified copy);
đ) Certificate of Enterprise Registration (certified copy);
e) Enterprise's operational charter approved by the owner (certified copy);
g) Most recent audited financial report of the Lottery Enterprise or Vietnam Lottery Corporation."
2. Amending Clause 3 of Article 40 as follows:
"a) Request letter for adjustment or reissue of the certificate of eligibility for lottery business operations from the Lottery Enterprise or Vietnam Lottery Corporation, specifying the reasons for requesting adjustment or reissue of the certificate of eligibility for lottery business registration;
b) Opinion of the owner regarding the adjustment or reissue of the certificate of eligibility for lottery business operations;
c) Latest Certificate of Enterprise Registration (certified copy)."
Article 2. Implementation
1. This Circular takes effect from October 3, 2014.
2. During implementation, if there are difficulties or obstacles, organizations and individuals shall promptly reflect them to the Ministry of Finance for consideration and resolution./.
