THE MINISTER OF FINANCE
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
BASED ON THE DECISION NO. 75/QD-TTg dated January 15, 2009 of the Prime Minister on the export of national reserve rice to support provinces in shortage and Tet Festival;
AT THE SUGGESTION OF THE DIRECTOR OF THE NATIONAL RESERVE AGENCY,

Article 1. THE NATIONAL RESERVE AGENCY IS TO ISSUE WITHOUT CHARGE 16,350 TONS OF RICE FROM THE NATIONAL RESERVE TO SUPPORT PROVINCES IN SHORTAGE AND TET FESTIVAL, SPECIFICALLY:
- THAI NGUYEN PROVINCE: 300 TONS.
- TUYEN QUANG PROVINCE: 550 TONS.
- NINH BINH PROVINCE: 2,000 TONS.
- THANH HOA PROVINCE: 3,000 TONS.
- NGHE AN PROVINCE: 5,000 TONS.
- HA TINH PROVINCE: 3,000 TONS.
- QUANG TRI PROVINCE: 1,500 TONS.
- QUANG NAM PROVINCE: 1,000 TONS.
Article 2. THE NATIONAL RESERVE AGENCY SHALL COORDINATE WITH THE PEOPLE'S COMMITTEES OF THE SUPPORTED PROVINCES TO PROMPTLY ORGANIZE THE HANDOVER AND RECEIPT OF RICE AT THE DISTRICT CENTERS ACCORDING TO THE DISTRIBUTION PLAN OF THE PROVINCES.
THE NATIONAL RESERVE AGENCY SHALL DECREASE THE NATIONAL RESERVE CAPITAL FOR THE AMOUNT OF RICE MENTIONED ABOVE AT THE ACCOUNTING COST AS CURRENTLY MONITORED IN THE ACCOUNTING BOOKS AND REPORT THE FINAL ACCOUNTS OF RELIEF GOODS IN ACCORDANCE WITH THE GUIDELINES ALREADY ESTABLISHED.
Article 3. THIS DECISION SHALL TAKE EFFECT FROM THE DATE OF SIGNATURE. THE DIRECTOR OF THE NATIONAL RESERVE AGENCY, THE HEAD OF THE STATE BUDGET DEPARTMENT, THE HEAD OF THE PLANNING AND FINANCE DEPARTMENT, THE DIRECTOR OF THE PRICE MANAGEMENT AGENCY, AND THE DIRECTOR OF THE MINISTRY'S OFFICE ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION./.
