Regarding the establishment of the Banking Training and Research Center

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Considering the proposal of the Governor of the State Bank of Vietnam, the Minister of Education and Training, the Minister, Head of the Civil Service Committee of the Government;

DECISION:

Article 1. - Establish the Banking Training and Research Center under the State Bank of Vietnam based on the reorganization of the Institute of Money and Credit, the Hanoi Higher Banking School, the Ho Chi Minh City Higher Banking School, Banking Secondary School I, Banking Secondary School II, Banking Secondary School III, and Banking Secondary School IV.

Article 2. - The Banking Training and Research Center shall have the following tasks:

Training and enhancing banking skills.

Organizing scientific and technological research on banking.

The Banking Training and Research Center may collaborate with domestic organizations and cooperate with foreign entities in carrying out the aforementioned tasks.

Article 3. - The Governor of the State Bank of Vietnam shall specify the duties, powers, and organizational structure of the Center and appoint the Director and Deputy Directors of the Center.

Article 4. - The Banking Training and Research Center is a public service unit, having its own seal, located in Hanoi, with branches in Ho Chi Minh City and other places as determined by the Governor of the State Bank of Vietnam.

Article 5. - Starting from the academic year 1993-1994, the task of enrolling students for university, college, and secondary banking education as stipulated in Article 1 of this Decision shall be assigned to universities and secondary schools under the Ministry of Education and Training.

For students enrolled before the academic year 1992-1993, the Banking Training and Research Center shall continue their training until completion of their courses. The Ministries of Finance, Education and Training, the State Planning Commission, and the State Bank of Vietnam shall coordinate to address issues related to the training and certification of these students during the specified period.

Article 6. - This Decision takes effect from the date of issuance, and all previous decisions conflicting with this Decision are hereby repealed.

Article 7. - The Governor of the State Bank of Vietnam, the Ministers, Heads of ministerial-level agencies equivalent to ministries, and the Chairpersons of provincial and municipal People's Committees directly under the Central Government are responsible for implementing this Decision./.
