Joint Circular No. 1126/TT/LB on the settlement of benefits for Southern Security personnel who were relocated to the North and transferred to other sectors.

CIRCULAR

JOINT MINISTRY OF FINANCE - PUBLIC SECURITY DECREE NO. 1126/TT/LB ON OCTOBER 17, 1957 REGARDING THE SETTLEMENT OF BENEFITS FOR MEMBERS OF THE GUARD SERVICE FROM THE SOUTH WHO HAVE BEEN TRANSFERRED TO OTHER SECTORS UPON RECONCILIATION

With the restoration of peace, according to the policy of the Government, some cadres and soldiers of the Armed Guard Service from the South (the Guard Service of Inter-regional Zone 5, Protection Teams or Southern National Guards) were relocated to the North. The Reception Committee for the South immediately distributed a large number of these members to various departments and necessary agencies, hence until now, these members have not yet enjoyed the benefits of retirement and sector transfer.

To thoroughly implement the demobilization policy and unify the settlement of benefits for Southern Guardian cadres and soldiers, the Ministry of Finance and the Ministry of Public Security hereby stipulate as follows:

1. All members of the Guard Service of Inter-regional Zone 5 and the South who were transferred to other sectors upon relocation to the North and have been certified by the Ministry of Public Security shall enjoy unified spiritual and material benefits according to Circular No. 233 of the Joint Ministry of Finance - Defense dated July 2, 1957.

For those members who were previously settled with benefits according to Circular No. 1375/HCP of the Ministry of Finance on December 24, 1956, if there is any discrepancy compared to the settlement method in this circular, they shall not be entitled to additional claims or refunds.

2. It is required that ministries, agencies, and mass organizations disseminate this circular to Southern Guardian soldiers who have been transferred to other sectors, and simultaneously expedite the following actions:

For those individuals who have not yet received a transfer certification, their units' former superiors must verify and submit their files to the Ministry of Public Security for review.

For those members who were previously issued certificates of sector transfer according to the spirit of the old circular (Circular No. 1375/TC/HCP of the Ministry of Finance) but have not yet received their benefits, relevant agencies and organizations should collect these certificates and return them to the Ministry of Public Security to promptly exchange for new certificates of sector transfer according to the spirit of the new circular (Circular No. 233 of the Joint Ministry of Finance - Defense).

When members have certificates of sector transfer issued by the Ministry of Public Security, ministries, agencies, organizations, and sectors at all levels will settle their benefits based on the payment methods stipulated in Circular No. 233 of the Joint Ministry of Finance - Defense.
